अब, इसजलए, भारतीय िाययु ान अजधजनयम, 2024 की धारा 5 की उप-धारा (4) द्वारा प्रदत्त िजियों का प्रयोग करते हुए, केंद्रीय सरकार एतद्द्वारा जनदजे ित करती है दक िायुयान (सुरक्षा) जनयम, 2023 के अधीन महाजनदेिक, नागर जिमानन सुरक्षा ब्यूरो (बीसीएएस) द्वारा प्रयोग करने योग्य िजिया,ं िैसा दक इसके साथ संलग्न अनुसूची के कॉलम (2) और (3) में जिजनर्दष्टत ह,ैं उि अनुसूची के कॉलम (4) में संबंजधत प्रजिजष्ट में जिजनर्दष्टत अजधकाररयों द्वारा भी प्रयोग करन े योग्य होंगी, िो इसके साथ जनधातररत ितों के अध्यधीन होंगी। 7284 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अनसु चू ी क्र.स.ं िजि जििरण जिस े प्रत्यायोजित की गई
1. िाययु ान (सरु क्षा) जनयम, 1.1. संिदे निील सामग्री (पैकेट न खोलना) के परीक्षण उप महाजनदेिक (प्रचालन) 2023 के जनयम 32(2) और से छूट के संबंध म ें यूपीएससी/एसएससी/ एनटीए/ 43(2) के तहत सरु क्षा िाचाँ सीबीएसई स ेप्राप्त अनुरोध। और पीईएससी छूट
1.2. एनआईए/सीबीआई/फोरेंजसक जिभागों िैसी उप महाजनदेिक (प्रचालन) एिेंजसयों स े मामले की सामग्री (प्रोपटीि) को खोलन े और िाचाँ स े छूट का अनुरोध। यह जनजिद्ध िस्ट्तओंु पर लागू नहीं होगा।
1.3. जिदेिी गणमान्य व्यजियों के संबंध में प्री- उप महाजनदेिक (प्रचालन) एम्बाकेिन चेककंग/दिसस्ट्कंग की जिदेि मंत्रालय से प्राप्त छूट।
1.4. रािनजयक बैग की स्ट्क्रीसनंग से जिदेि मंत्रालय स े उप महाजनदेिक (प्रचालन) प्राप्त छूट।
1.5. रक्षा/केंद्रीय सिस्त्र बलों की दक्रप्टो-सामग्री के पकै ेट संबंजधत क्षेत्रीय जनदेिक न खोलन ेके जलए प्राप्त अनुरोध।
2. िाययु ान (सरु क्षा) जनयम, 2.1. उन मामलों में सुरक्षा मिं ूरी िहााँ सीएसए स े उप महाजनदेिक (प्रचालन) 2023 के जनयम 11 (2) एिं "कोई प्रजतकूल ररपोटत और कोई अजतररि इनपुट नहीं" प्राप्त हुआ है। 13 और एईपी ददिाजनदेि, 2022 के 9.2.1 के तहत सरु क्षा मिं रू ी
3. िाययु ान (सरु क्षा) जनयम, 3.1. एंटी-हाइिैककंग आकजस्ट्मकता योिना के संबंध में उप महाजनदेिक (प्रचालन) 2023 के जनयम 21 के तहत एनएसिी स ेप्राप्त सभी प्रजिक्षण काय तिो िार्िकत कैलेंडर और एनएसिी द्वारा की िाने िाली िााँच में िाजमल दकए एनएसिी द्वारा िाचाँ और िाते हैं। काय त
4. िाययु ान (सरु क्षा) हिाईअड्ड ेकी व्यापक सुरक्षा िाचं अनुमोदन संबंजधत क्षेत्रीय जनयमािली, 2023 के जनयम जनदेिक और/या महाजनदेिक, नागर जिमानन सुरक्षा ब्यूरो (बी 11(1) और 16(4) के तहत सीएएस) द्वारा स्ट्िीकृत दकसी भी सरु क्षा िाचं अिसंरचना का अंजतम अनुमोदन प्राप्त करने के पश्चात, िायुयान (सुरक्षा) जनयमािली, 2023 के जनयम11(1) और 16 (4) के संबंध म ेंहिाईअ ड्डों पर अिसंरचनाओं के दकसी भीआंजिक आिोधन/स्ट्था नांतरण के संबंध म,ें[भाग II—खण्ड 3(ii)] भारत का रािपत्र : असाधारण 3 जनम्नजलजखत मामलों म ेंिजि प्रत्यायोजित की िाती है: - लडैं साइड अिसरं चना
4.1. सीसीटीिी के स्ट्थानांतरण या पररिधतन और नाका, अिरोध और बोलाडत के स्ट्थानांतरण के जलए लैंडसाइड पर आंजिक आिोधन। तथाजप, यदद ऐसे उपकरणों की संख्या कम की िानी ह,ै तो फाइल बीसीएएस मुख्यालय को भिे ी िाएगी। टर्मनत ल भिन के भीतर की अिसरं चना
4.2. टर्मतनल भिन के भीतर जनम्नजलजखत अिसंरचना का स्ट्थानांतरण/आिोधन।
4.2.1 इन उपकरणों की जिजिष्टताओं म ें पररिततन के कारण सीसीटीिी, एक्स-बीआईएस, डीएफएमडी, बॉडी स्ट्कैनर, अलाम तजसस्ट्टम का प्रजतस्ट्थापन।
4.2.2 जबना दकसी श्रमिजि जनजहताथ तके मौिदू ा पहुंच जनयंत्रण द्वारों म ेंयथास्ट्थान आिोधन।
4.2.3. क्षेत्र या स्ट्थान म ें पररिततन के जबना िौचालयों/जिश्राम कक्षों का यथास्ट्थान आिोधन।
4.2.4. ददिाजनदेिों के अनुपालन के अध् यधीन अस्ट्थायी जिज्ञापन अनुमजतयााँ।
4.2.5. चेक-इन काउंटरों की सख्ं या में िृजद्ध या कमी के जबना चके -इन काउंटरों में संिोधन और आगमन हॉल के भीतर सामान कन्िेयर की समग्र सख्ं या म ें बदलाि दकए जबना आिोधन।
4.2.6. जडिी यात्रा गेटों का यथास्ट्थान आिोधन।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] पररचालन/पररजध क्षत्रे
4.3. पररचालन / पररजध क्षेत्र में स्ट्थानांतरण और आिोधन।
4.3.1. जबना दकसी कार्मतक आिश्य कता के िाहन/पैदल यात्री द्वारों का यथास्ट्थान आिोधन।
4.3.2. नई पररचालन आिश्यकता के मामले में ददिाजनदेिों की पूर्तत के अध् यधीन िॉचटािरों, सुरक्षा चौदकयों / मोचों का स्ट्थानांतरण।
4.3.3. केिल ददिाजनदेिों के अनुसार ही कूसलंग जपट्स का स्ट्थानातं रण।
4.3.4. आिश्यकतानसु ार सीसीटीिी का स्ट् थान पररिततन या संख्य ा संिधतन, हालांदक संख्य ा कम करने के मामले म ें फाइल बीसीएएस मुख्यालय को भेिी िाएगी।
4.3.5. ददिाजनदेिों के अनुसार पररजध और टर्मतनल भिन प्रकाि व् यिस्ट् था में सुधार।
5. िाययु ान (सरु क्षा) जनयम, ई-बीसीएएस पर प्रस्ट्तुत संिोधन आिदे न जिसम ें उप महाजनदेिक जनम्नजलजखत का अद्यतन दकया िाना िाजमल है:- (संचालन) 2023 के जनयम 10, 11 और कायातलय के पत ेमें पररिततन, 13 के तहत, ई-बीसीएएस समय जनधातरण, संपकत, प्रमाणन आदद के जलए पर सरु क्षा कायक्रत म सीएसओ/एएससीओ/सुरक्षा समन्ियक का जििरण, एयरलाइन पररसचं ालन परजमट/पररसचं ालन प्राजधकरण/पिं ीकरण प्रमाणपत्र/उड़न योग्यता प्रमाणपत्र, संगठनात्मक संरचना सुरक्षा मिं ूरी और सुरक्षा मंिूरी के बाद बीओडी के जििरण, स्ट्टेिनों को िाजमल करना और हटाना, जिमानों को िाजमल करना और हटाना समझौतों का जििरण[भाग II—खण्ड 3(ii)] भारत का रािपत्र : असाधारण 5
(1) प्रत्यायोजित िजियों का प्रयोग भारतीय िाययु ान अजधजनयम, 2024, िाययु ान (सुरक्षा) जनयम, 2023 और बीसीएएस द्वारा िारी दकए गए सभी लागू पररपत्रों, आदेिों और ददिा-जनदेिों के प्रािधानों के अनुसार कड़े अनुसरण में दकया िाएगा।
(2) नागर जिमानन सुरक्षा ब्यूरो के संबंजधत सयं ुि महाजनदेिक जनयजमत रूप स े इन प्रत्यायोजित िजियों के अंतगतत िारी दकए गए अनुमोदनों और छूटों में के कम से कम दस प्रजतित (10%) की पुन: िााँच और प्रमाणन प्रदान करेंगे।
(3) अनुसूची के क्रमाकं 2 में जिजनर्दष्टत प्रत्यायोजित िजियों के संबंध में, दकसी भी अजतररि िानकारी के मामलों को नागर जिमानन सुरक्षा ब्यूरो के महाजनदेिक के समक्ष रखा िाएगा।
(4) अनुसूची के क्रमाकं 5 में जिजनर्दतष्ट िजियों के संबंध म,ें सुरक्षा कायक्रत म के जलए नए या निीकरण संबंधी आिेदनों को नागर जिमानन सुरक्षा ब्यूरो के महाजनदेिक द्वारा अनुमोददत दकया िाना िारी रहेगा। [फा. स.ं एिी-13024/1/2026-एएस-एमओसीए] पुनीत कंसल, अपर सजचि MINISTRY OF CIVIL AVIATION
ORDER New Delhi, the 14th September, 2026 S.O. 5228(E).— Whereas the Central Government considers it necessary and expedient to delegate certain powers presently exercised by the Director General, Bureau of Civil Aviation Security (BCAS), in order to enhance operational efficiency with a view to promoting the ease of doing business;
Now, therefore, in exercise of the powers conferred by sub-section (4) of section 5 of the Bharatiya Vayuyan Adhiniyam, 2024, the Central Government hereby directs that the powers exercisable by the Director General, Bureau of Civil Aviation Security (BCAS), under the Aircraft (Security) Rules, 2023, as specified in column (2) and (3) of the Schedule appended hereto, shall also be exercisable by the officers specified in the corresponding entry in column (4) of the said Schedule, subject to the conditions laid down herewith.

1. Security Check 1.1. The request received from UPSC/SSC/NTA/ Deputy Director And PESC CBSE regarding exemption from examination of General (Operations) Exemptions under Rule sensitive materials (not opening 32(2) & 43(2) the packets).
Of Aircraft
(Security) Rules, 2023 1.2. The request for exemption from opening and Deputy Director examination of case properties from agencies like General (Operations) NIA/CBI/Forensic Departments. This will not be applicable to the prohibited items.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
1.3. Exemption of pre-embarkation checking/ Deputy Director frisking in respect of foreign dignitaries General (Operations) received from MEA.
1.4. Waiver from screening of Deputy Director Diplomatic bags received from MEA. General (Operations)
1.5. The request received for not opening the Regional Director packets of crypto-materials of Defense /Central concerned Armed Forces.
2. Security Clearance under Rule 2.1. Security clearance in cases where" nothing Deputy Director 11 (2) & adverse reports and no additional inputs" have General (Operations) 13 of Aircraft (Security) Rules, been received from CSAs.
2023 and 9.2.1 of AEP guidelines, 2022
3. Reconnaissance and Exercises 3.1. All training exercises received from NSG in Deputy Director of NSG under Rule 21 of respect of Anti-Hijacking Contingency Plan General (Operations) Aircraft which are included in annual calendar and
(Security), Rules, reconnaissance exercises to 2023 be conducted by NSG.
4. Security Vetting under Rule After obtaining comprehensive security vetting Regional Director 11(1) approval of airport and/or final approval concerned and 16(4) of of any Aircraft (Security) Rules, 2023 infrastructure accorded by DG BCAS, any minor modifications/relocations of infrastructures at airports with respect to rule 11(1) and 16(4) of Aircraft (Security) Rules, 2023, the power is
delegated in the following cases:— Landside Infrastructure
4.1. Landside minor modifications for relocation or addition of CCTVs and relocation of nakas, barriers & bollards. However, if the number of such equipment is to be reduced, the file shall be sent to BCAS HQ.
Infrastructure inside Terminal Building
4.2. Relocation/modification of following Infrastructure inside Terminal Building.
4.2.1. Replacement of CCTV, X-BIS, DFMD, body scanners, alarm systems due to change in specification of these equipment.
4.2.2. In situ modification in the existing access control gates without any manpower implications.
4.2.3. In situ modification of toilets/rest rooms without change of the area or location.
4.2.4. Temporary advertising permissions subject to fulfilment of guidelines.
4.2.5. Modification of the Check-in counters without increase or reduction of the number of check-in counters and modification of baggage conveyor within arrival hall without changing the overall numbers.
4.2.6. In situ modification of the Digi Yatra gates.[भाग II—खण्ड 3(ii)] भारत का रािपत्र : असाधारण 7 Operational/Perimeter Area
4.3. Relocation and modification in the Operational/Perimeter Area.
4.3.1. In situ modification of vehicle/pedestrian gates without any manpower implication.
4.3.2. Relocation of watchtowers, Security posts/morchas in case of new operational requirement subject to fulfilment of guidelines.
4.3.3. Relocation of the cooling pits as per guidelines only.
4.3.4. Relocation or addition of CCTVs as per requirement, however in case of reduction the file shall be sent to BCAS HQ.
4.3.5. Improvement of the perimeter and terminal building illumination as per the guidelines.
5. Security Programme on 5.1. Amendment application submitted on Deputy Director e-BCAS under Rule 10, 11 & e-BCAS which includes updating of :— General (Operations) 13 of Aircraft (Security) change in the address of the office Rules, 2023 address, details of CSO/ASCO/ Security coordinator for appointment, contact, certification etc., Airline Operating Permit/Operating Authority/ Certificate of Registration/ Air Worthiness Certificate, Security clearance and details of BoDs after security clearance, addition and deletion of the stations, organisational setup, addition and deletion of the aircraft and details of agreements.
(1) The delegated powers shall be exercised strictly in accordance with the provisions of the Bhartiya Vayuyan Adhiniyam, 2024, the Aircraft (Security) Rules, 2023, and the applicable circulars, orders, and guidelines issued by BCAS.
(2) The concerned Joint Director General, Bureau of Civil Aviation Security shall cross-check and validate at least ten percent (10%) of the approvals and exemptions issued under these delegated powers on a regular basis.
(3) In respect of the power delegated as specified in Sr. No. 2 of the Schedule, in case of any additional inputs the matter would be put up before the Director General, Bureau of Civil Aviation Security.
(4) In respect of the power delegated as specified in Sr. No. 5 of the Schedule, new or renewal applications for security programme shall continue to be approved by the Director General, Bureau of Civil Aviation Security.
