या (ii) मूल काडर या जवभाग में वेतन मैररक्स स्ट्तर 13 - ए (131100-216600 रू.) या समत ल् य पदों में जनयजमत आधार पर जनय जि के पश् चात दो वषग की सेवा की हो; या (iii) जजन्होंने मूल काडर या जवभाग में वेतन मैररक्स स्ट्तर - 13 (123100-215900 रू.) या समत ल् य पदों में जनयजमत आधार पर जनय जि के पश् चात तीन वषग की सेवा की हो; और (ख) जनम् नजलजखत िैजक्षक अहतग ाएं और अन भव रखते हों:- (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्थान से नौवास्ट्त जवद में स्नातक की जडग्री; (ii) भारत सरकार द्वारा मान्यता प्राप्त वगीकरण सोसायटी से जवदिे जाने वाले पोत के पोत जनमागण या पोत-मरम्मत या सवेक्षण के क्षेत्र में सोलह वषग का कायग अन भव। रटप्पणी 1: वेतन मैररक्स (123100-215900 रु.) के स्ट्तर-13 में ऐसे जवभागीय उप म ख्य पोत सवेक्षक-सह-ज्य ेष् ठ उप महाजनदिे क (तकनीकी) जजन् होंने तीन वषग की जनयजमत सेवा की है और प्रजतजनयज ि के आधार पर जनय जि पर जवचार करने के जलए जवजहत िैक्षजणक अहतग ाएं और अन भव रखते हैं, पर बाहरी व् यजियों सजहत जवचार दकया जाता ह।ै यदद जवभागीय उम्मीदवार को पद पर जनय जि के जलए चयन दकया जाता है, तो पद प्रोन् नजत द्वारा भरा हुआ समझा जाएगा। रटप्पणी 2: प्रजतजनयज ि की अवजध, जजसके अंतगगत केंद्रीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनय जि से ठीक पहले धाररत दकसी अन्य काडर पद पर प्रजतजनयज ि की अवजध ह ैसाधारणतया 5 वषग से अजधक नहीं होगी। रटप्पणी 3: प्रजतजनय जि द्वारा जनय जि के जलए अजधकतम आय- सीमा आवेदन प्राप्त करने की अंजतम तारीख को 58 वषग से अजधक नहीं होगी। यदद जवभागीय प्रोन्नजत सजमजत है तो उसकी संरचना भती करन ेम ेंदकन पररजस्ट्थजतयों म ेंसंघ लोक सेवा आयोग स ेपरामि गदकया जाएगा (12) (13) लागू नहीं होता। संघ लोक सेवा आयोग के साथ परामिग आवश्यक ह।ै (1) (2) (3) (4) 5 6 2. उप म ख्य पोत सवेक्षक-सह- 1* (2026) सामान्य केंद्रीय सेवा, समूह ‘क’, वेतन मैररक्स म ेंस्ट्तर चयन लागू नहीं वररष्ठ उप महाजनदिे क राजपजत्रत, अनन सजचवीय। - 13 (123100- होता। (तकनीकी) 215900 रु.)। * कायगभार के आधार पर पररवतगन हो सकता ह ै।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (7) (8) (9) (10) लागू नहीं होता। लागू नहीं होता। लागू नहीं होता। 100% प्रोन्नजत द्वारा (11) प्रोन्नजत: ऐसे पोत सवेक्षक- सह- उप महाजनदिे क (तकनीकी) जजन्होंने वेतन मैररक्स (78800 - 209200 रु.) म ें स्ट्तर-12 के ग्रेड में पांच वषग की जनयजमत सेवा की है और पोत जनमागण और पोत मरम्मत से संबंजधत तीन सप्ताह का अजनवाय गप्रजिक्षण सफलतापूवगक पूरा दकया ह।ै रटप्पणी: जहां ऐसे कजनष्ठ व्यजियों के संबंध में जजन्होंने अपनी अहकग या पात्रता सेवा पूरी कर ली ह,ै प्रोन्नजत के जलए जवचार दकया जा रहा हो, वहााँ उनके ज्येष्ठ व्यजियों के संबंध में भी जवचार दकया जाएगा परंत यह जब तब दक उसके द्वारा की गई ऐसी अहकग या पात्रता सेवा, अपेजक्षत अहकग या पात्रता सेवा के आध े से अजधक से या दो वषग से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐस े कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी अहकग या पात्रता सेवा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवगक पूरी कर ली हो। (12) (13) जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत पर जवचार करने के जलए) जजसमें जनमन् जलजखत संघ लोक सेवा आयोग के साथ परामिग आवश्यक नहीं है। होंगे : 1. अध्यक्ष या सदस्ट्य, संघ लोक सेवा आयोग - अध्यक्ष; G.S.R. 260(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Shipping, Road Transport and Highways, Directorate General of Shipping, Chief Ship Surveyor-cum-Joint Director General (Technical), Group ‘A’ Post, Recruitment Rules, 2007; and the Ministry of Shipping, Directorate General of Shipping and Mercantile Marine Department Group ‘A’ (Technical-Naval Architecture) posts Recruitment Rules, 2014, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Chief Ship Surveyor-cum- Joint Director General (Technical), Deputy Chief Ship Surveyor-cum-Senior Deputy Director General (Technical), Ship Surveyor-cum-Deputy Director General (Technical) and Junior Ship Surveyor-cum-Assistant Director General (Technical) in the Directorate General of Shipping and Mercantile Marine Department, Ministry of Ports, Shipping and Waterways, namely:- 1. Short title and commencement. – (1) These rules may be called the Ministry of Ports, Shipping and Waterways, Directorate General of Shipping and Mercantile Marine Department, Naval Architecture (Group ‘A’ Posts) Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1 : The departmental Deputy Chief Ship Surveyor-cum-Senior Deputy Director General (Technical) in level-13 in the pay matrix (Rs.123100-215900) with three years of regular service in the grade and having the educational qualifications and experience prescribed for considering appointment on deputation basis is considered along with outsiders. If the departmental candidate is selected for appointment to the post, it shall be treated as having been filled by promotion. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.
