सरकार के पर्ाावरण, वन और िलवार् ु पररवतना की अजधसचू ना संखर्ांक सा.का.जन. 680 (अ) तारीख 1 नवंबर,
2024 द्वारा प्रकाजित दकए गए र्े, जिसमें ऐसे सभी व्यजिर्ों से जिनकी उससे प्रभाजवत होने की संभावना र्ी, उस
तारीख से जिसको उि अजधसचू ना को अंतर्वाष्ट करने वाली रािपत्र की प्रजतर्ां िनता को उपलब्ध करा िी गई र्ी,
साठ दिन के भीतर आक्षेप और सुझाव आमंजत्रत दकए गए र्;े
और, पूवोि अजधसूचना को अतं र्वाष्ट करन ेवाली रािपत्र की प्रजतर्ां िनता को 1 नवंबर, 2024 को उपलब्ध
करा िी गई र्ी;
और, पूवोि अजधसूचना के उत्तर में सभी व्यजिर्ों और पणधाररर्ों से प्राप्त आक्षेपों और सुझावों पर केंद्रीर्
सरकार द्वारा सम्र्क रुप स ेजवचार कर जलर्ा गर्ा ह;ै
अत: अब, केद्रीर् सरकार पर्ाावरण (संरक्षण) अजधजनर्म, 1986 (1986 का 29) की धारा 6 और धारा 25
द्वारा प्रित िजिर्ों का प्रर्ोग करते हुए, पर्ाावरण (संरक्षण) जनर्म, 1986 म ेंऔर संिोधन करने के जलए जनम्नजलजखत
जनर्म बनाती ह,ै अर्ाात ् :-
1. संजक्षप्त नाम और प्रांरभ – (1) इन जनर्मों का संजक्षप्त नाम पर्ाावरण (सरं क्षण) पांचवां संिोधन जनर्म, 2025 ह ै।
(2) र् ेरािपत्र में उनके प्रकािन की तारीख से िो वर् ा की समाजप्त पर प्रवृत्त होंगे ।

4. जवद्युत अपघटनी प्रदक्रर्ा म ेंएल्र्ुमीजनर्म फ्लोराइड (एवनएफ के रुप म)ें का उपभोग अजधसूचना की
तारीख से प्रभावी उत्पादित एल्र्ुमीजनर्म के प्रजत टन 20 दकलोग्राम से अजधक नहीं होगा ।
5. उपर्ुाि र्र्ाउजल्लजखत फोरेि फ्लोराइड मानीटरी ऐसे अवस्ट्र्ानों पर संचाजलत की िाएगी िहा ं
उद्योग के बाहर अजधकतम फ्लोराइड सांद्रता प्रत्र्ाजित ह ै और जबना धलु े नमून े नमी की मात्रा के
आधार पर 24 स े48 घंटे के जलए 60 जडग्री सेजल्सर्स के तापमान पर सुखार्ा िाएगा ।
6. प्रदक्रर्ा बजह:स्राव मानिंड राज्र् प्रिर्ू ण जनर्ंत्रण बोड ा / प्रिर्ू ण जनर्ंत्रण सजमजत द्वारा िारी सहमजत
के अनुसार लागू होंगे ।
7. पर्ाावरण (संरक्षण) जनर्म, 1986 के अधीन अजधसूजचत और समर् समर् पर र्र्ासंिोजधत औद्योजगक
वाजष्पत्रों के जलए मानिंड एल्र्मु ीजनर्म पररष्करणी और एल्र्मु ीजनर्म प्रगालक के वाजष्पत्रों के जलए
लाग ूहोंगे” ।

NOTIFICATION
New Delhi, the 21st July, 2025
G.S.R. 482(E).— Whereas, certain draft rules, namely the Environment (Protection) Amendment Rules,
2024 were published in the Gazette of India, Extraordinary, as required under sub-rule (3) of rule 5 of the
Environment (Protection) Rules,1986, vide notification of the Government of India in the Ministry of
Environment, Forest and Climate Change vide number G.S.R. 680(E), dated the 1st November, 2024, inviting
objections and suggestions from all persons likely to be affected thereby within a period of sixty days from the
dated on which copies of the Gazette containing the said notification were made available to the public;
And Whereas, copies of the Gazette containing the aforesaid notification were made available to the public
on the 1st November, 2024;
And Whereas, objections and suggestions received from all persons and stakeholders in response to the
aforesaid notification have been duly considered by the Central Government;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
Now, therefore, in exercise of the powers conferred by sections 6 and 25 of the Environment (Protection)
Act, 1986 (29 of 1986), the Central Government hereby makes the following rules to further amend the
Environment (Protection) Rules, 1986, namely: -
1. Short title and commencement.—(1) These rules may be called the Environment (Protection) Fifth
Amendment Rules, 2025.
(2) They shall come into force on expiry of two years from the date of their publication in the Official Gazette.
2. In the Environment (Protection) Rules, 1986, in Schedule-l, for serial number 36 and the entries relating thereto,
the following shall be substituted, namely: -

Notes:
1. Height of the stack for above processes shall be as considered in Environmental Clearance based
on the Environmental Impact Assessment study or as prescribed in the consent issued by State
Pollution Control Board/Pollution Control Committee, whichever is more.
2. Fuels containing not more than 1% sulphur - such as Light Diesel Oil, Low Sulphur Heavy Stock
etc., shall be utilized in the Calcination Plant, Anode Baking Plant and oil fired Casting Furnace.
3. Continuous emission monitoring system shall be installed for monitoring of Particulate Matter
and Sulphur dioxide along with flue gas flow measurement in concerned process stack, as
applicable.
4. The consumption of Aluminium Fluoride (as AlF ) in the electrolysis process shall not exceed 20

kilograms per ton of aluminium produced with effect from the date of notification.
5. Forage fluoride monitoring as mentioned above shall be conducted at such locations where
maximum fluoride concentration is expected outside the industry and the unwashed sample shall
be dried at a temperature of 60 0C for 24 to 48 hr, depending on moisture content.
6. Process effluent norms shall be applicable as per consent issued by State Pollution Control
Board/Pollution Control Committee.
7. The standards for industrial boilers notified under the Environment Protection Rules, 1986 and
as amended from time to time shall be applicable for boilers of Aluminium Refinery and
Aluminium Smelter”.
