तित ओिरिडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस प्राजधकृत करने िते ु
आिेदन दकया ि।ै
और िबदक, जिद्युत मंत्रालय, भारत सरकार ने ददनांक 22.03.2024 की अपनी फाइल संख्या 25-17/27/2024-
पीिी के अनुसार जिद्युत अजधजनयम, 2003 की धारा 68(1) के तित “मसै स सज़िदं स्ट्ु तान ज़िकं जलजमटेड (HZL) को एक बल्क
उपभोक्ता के रूप म ें200 मगे ािाट की कनजे टटजिटी प्रदान करन ेके जलए समर्पतस ओिरिडे रासं जमिन लाइन की स्ट्थापना” के
अंतगतस ओिरिडे रांसजमिन लाइन िते ु पूिस स्ट्िीकृजत प्रदान की थी।
मेससस जिन्दस्ट्ु तान ज़ कं जलजमटेड न े स्ट्थानीय समाचार पत्रों टाइम्स ऑफ़ इंजडया (अग्रं िे ी म)ें , दैजनक भास्ट्कर (ज़िदं ी
म)ें और दैजनक निज्योजत (ज़िदं ी म)ें ददनांक 18.12.2024 एिं भारत के साप्ताजिक रािपत्र ददनांक 22.02.2025 म ें
रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागस पर प्रकािन की तारीख से दो मिीने के भीतर आम िनता की
टटप्पजणयों/ अभ्यािेदन देन े िते ु नोटटस प्रकाजित दकया था। तत्पश्चात, मेससस जिन्दस्ट्ु तान ज़ कं जलजमटेड न े ददनांक
14.05.2025 को एक िलफनामा प्रस्ट्तुत दकया था, जिसमें घोषणा की गई ि ैदक समाचार पत्र/ भारत सरकार के आजधकाटरक
रािपत्र में प्रकािन की तारीख से दो मिीने के भीतर िून्य टटप्पजणयां/अभ्यािेदन प्राप्त हुए ि।ैं

और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस “मसै स स ज़िदं स्ट्ु तान ज़िकं जलजमटेड (HZL)
को एक बल्क उपभोक्ता के रूप में 200 मगे ािाट की कनजे टटजिटी प्रदान करन े के जलए समर्पतस ओिरिडे रासं जमिन लाइन
की स्ट्थापना” पारेषण योिना के तित रांसजमिन लाइन जबछान े के जलए उसे िे सभी िजक्तयां प्रदान करन े का अनुरोध दकया
ि,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तित टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत या अनरु जित दकए
गए टेलीग्राफ लाइन एिं खंभ े या इस प्रकार की स्ट्थापना और अनुरिण दकए िान े िते ु, टेलीग्राफ प्राजधकरण को प्राप्त ि।ैं इस
योिना के अंतगसत जनम्नजलजखत ओिरिडे लाइनें िाजमल ि ैं :
• कांकरोली (पीिी) – एचिडे एल 220 केिी डी/सी लाइन
उपरोक्त योिना के अंतगसत किर की गई रांसजमिन लाइन ेंरािस्ट्थान राज्य के जनम्नजलजखत गांिों, कस्ट्बों और ििरों से िोकर,
ऊपर, आसपास और बीच से गिु रेंगी:

अब, सािधानीपूिसक जिचार करने के बाद, जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164 के
अंतगतस मेससस जिन्दस्ट्ु तान ज़ कं जलजमटेड को उपयक्तुस ओिरिडे लाइन जबछाने के जलए िे सभी िजक्तयां जनम्नजलजखत जनबंधन
और ितों के साथ प्रदान करता िै, िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तित टेलीग्राफ के प्रयोिन के जलए सरकार
द्वारा स्ट्थाजपत अथिा अनरु जित दकए गए टेलीग्राफ लाइन एि ंखंभों या इस प्रकार की स्ट्थापना और अनरु िण दकए िान े िते ु
टेलीग्राफ प्राजधकरण को प्राप्त ि ैं :
i. यि अनुमोदन 25 िषों के जलए ददया िाता ि।ै
ii. आिेदक को प्रस्ट्ताजित लाइन के जनमासण से पूिस संबंजधत प्राजधकरणों अथासत स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय
रािमागों, राज्य रािमागों आदद की सिमजत लेनी िोगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग द्वारा बनाए गए पारेषण, ओ एंड एम, ओपेन
एटसैस आदद के जिजनयमों/संजिताओं का पालन करना िोगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक / मख्ु य जिद्युत जनरीिक के अनुमोदन के पश्चात िी लाइन का संचालन
करेगा।
v. यि अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तित बनाए गए जनयमों की अपेिाओं
के अनुपालन के अध्यधीन ि।ै
vi. मेससस जिन्दस्ट्ु तान ज़ कं जलजमटेड को नागर जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत प्राप्त करन े
के बाद, इस ेकेन्द्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना िोगा।
vii. यदद उपरोक्त, ओिरिडे लाइनों का मागस (या उपरोक्त ओिरिडे लाइन के माग स का कुछ जिस्ट्सा) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) िेत्र में आता ि,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामल े के संबंध म ें 2019 की याजचका
संख्या 838 पर माननीय उच्चतम न्यायालय के आदिे ों का और माननीय उच्चतम न्यायालय द्वारा गटित
तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना िोगा।

ORDER
New Delhi, 4th August, 2025
S.O. 3581(E).—Whereas M/s Hindustan Zinc Limited (HZL) having its registered address at Yashad
Bhawan, Udaipur, Rajasthan – 313004 has applied for authorization under Section 164 of the Electricity Act, 2003
for laying of overhead transmission line under the Transmission Scheme “installation of the dedicated overhead
transmission line for providing connectivity of 200 MW to M/s Hindustan Zinc Limited (HZL) as a bulk
consumer”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/27/2024-PG, dated 22.03.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “installation of the dedicated overhead transmission line for providing connectivity of 200
MW to M/s Hindustan Zinc Limited (HZL) as a bulk consumer”.
M/s Hindustan Zinc Limited (HZL) had published notice for transmission scheme in local newspapers Times
of India (in English), Dainik Bhaskar (in Hindi) and Dainik Navjyoti (in Hindi) dated 18.12.2024 and in Weekly
Gazette of India dated 22.02.2025 for the public to make observations/representations on the proposed transmission
route within two months from the date of publication. Subsequently, M/s Hindustan Zinc Limited (HZL) has
submitted an affidavit dated 14.05.2025 declaring that no observations/representations were received within two months
from the date of publication in the Newspaper / official gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “installation of the dedicated overhead
transmission line for providing connectivity of 200 MW to M/s Hindustan Zinc Limited (HZL) as a bulk
consumer”.
• Kankroli (PG) - HZL 220kV D/c line
The transmission lines covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Rajasthan State:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Hindustan Zinc Limited (HZL) for laying above overhead line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central

v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Hindustan Zinc Limited (HZL) shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
