जिसम ें घोषणा की गई ह ैदक भारत सरकार के आजधकाररक रािपत्र एि ं स्ट्िानीय समाचार पत्रों म ें प्रकािन की तारीख स े 2
महीने के भीतर तीन (3) अिलोकन / अभ्यािेदन प्राप्त हुई िी, जिसका उजचत उत्तर ददया िा चुका ह।ैं
और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत एसीएमई क्लीनटेक सॉल्यूिंस प्राइिेट
जलजमटेड के जलए ओिरहडे रासं जमिन लाइन जबछान े के जलए उन्ह ें ि े सभी िजियां प्रदान करने का अनरु ोध दकया ह,ै िो
टेलीग्राि लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राि लाइन्स और
खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राि अजधजनयम 1885 के अंतगसत टेलीग्राि प्राजधकरण के पास ह।ै
इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइनें िाजमल ह:ैं
1. एसीएमई क्लीनटेक सॉल्यिू ंस प्राइिेट जलजमटेड सौर ऊिास पररयोिना-बीकानेर-III (आई.एस.टी.एस) पूललगं
स्ट्टेिन 220 केिी एस/सी लाइन डी/सी टािर (लाइन की लंबाई लगभग 16 दकमी ह)ै
इस योिना के अंतगसत ओिरहडे पारेषण लाइन रािस्ट्िान राज्य के जनमांदकत गांिो, कस्ट्बों और िहरों स े होकर, उन पर स,े
उनके आसपास स ेऔर बीच से होकर गुिरेगी।

अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164 के
अंतगतस मेसस स एसीएमई क्लीनटेक सॉल्यूिंस प्राइिेट जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए ि े
सभी िजिया ंजनम्नजलजखत जनबंधनों एि ंितों के साि प्रदान करता ह,ै िो टेलीग्राि के उदेश्य के जलए सरकार द्वारा स्ट्िाजपत
टेलीग्राि लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राि अजधजनयम, 1885 के अंतगसत टेलीग्राि प्राजधकरण
के पास ह।ै
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम,
ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की

इत्यादद, स े अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय
प्रस्ट्तुत करना होगा।
vii. अगर उपरोि ओिरहडे लाइनों का मागस (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) के मामले म ें याजचका स.ं 2019 के
न ं838 म ेंमाननीय सिोच्च न्यायालय द्वारा ददए गए आदेिों तिा माननीय सिोच्च न्यायालय द्वारा इस बारे म ेंगरित
टेदिकल/ एक्सपटस कमेटी के जनदेिों का पालन करना पडगे ा।

New Delhi, the 16th December, 2025
S.O. 5832(E).— Whereas M/s ACME Cleantech Solutions Private Limited, the applicant with its registered
office at Plot No.152, Sector-44, Gurugram-122002, Haryana, India has applied for authorization under Section 164 of
the Electricity Act, 2003, for laying of overhead transmission line included in the transmission system for providing
connectivity to M/s ACME Cleantech Solutions Private Limited for its proposed 300 MW Solar Power Project in
Bikaner, Rajasthan.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/105/2024-PG dated 27.11.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line
included in the transmission scheme for providing connectivity to M/s ACME Cleantech Solutions Private Limited for
its proposed 300 MW Solar Power Project in Bikaner, Rajasthan.
M/s ACME Cleantech Solutions Private Limited had published notice for transmission scheme in local
newspapers Dainik Navajyoti (Hindi) dated 04.03.2025, Yugpaksh Dainik (Hindi) dated 04.03.2025, Rajasthan Patrika
(Hindi) dated 04.03.2025, Dainik Bhaskar (Hindi) dated 04.03.2025, The Times of India (English) dated 04.03.2025,
The Indian Express (English) dated 04.03.2025 and in Weekly Gazette of India dated 29.03.2025 for the general public
to make observations/representations on the proposed transmission route within two months from the date of
publication. Subsequently, M/s ACME Cleantech Solutions Private Limited has submitted an affidavit dated 17.11.2025
declaring that three (03) nos. of observations/representations were received within two months from the date of
publication of public notice and observations received were suitably replied.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of overhead transmission line for M/s ACME Cleantech Solutions Private Limited. The
following overhead line is covered under this transmission scheme:
1. ACME Cleantech Solutions Private Limited Solar Power Project - Bikaner-III (ISTS) Pooling station 220kV
S/c line on D/c tower (line length is approximately 16 km)
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of State of Rajasthan

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s ACME Cleantech Solutions Private Limited for laying above overhead transmission
line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines
and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s ACME Cleantech Solutions Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
