ओवरहडे रांसजमिन लाइनों के जलए जवद्युत अजधजनयम की धारा 68(1) के अंतगसत पूवस अनुमोिन प्रिान दकया िा।

दक भारत सरकार के आजधकाररक रािपत्र एव ं स्ट्िानीय समािार पत्रों म ें प्रकािन की तारीख से 2 महीन े के भीतर कोई
रटप्पणी / अभ्याविे न प्राप्त नहीं हुआ िा।
और अब आवेिक न े जवद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस “रािस्ट्िान के जित्तौड़गढ़ में मेससस एक्म े क्लीनटेक
सॉल्यूिंस प्राइवेट जलजमटेड को उसकी 300 मेगावाट की सौर ऊिास पररयोिना के जलए कनजे क्टजवटी प्रिान करन े के जलए
रांसजमिन प्रणाली” के तहत रांसजमिन लाइन जबछान े के जलए
उसे वे सभी िजियां प्रिान करने का अनुरोध दकया है, िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के
प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अिवा अनुरजित दकए गए टेलीग्राफ लाइन एवं खम्भे या इस प्रकार की स्ट्िापना
और अनरु िण दकए िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अतं गतस जनम्नजलजखत ओवरहडे रांसजमिन
लाइनें ह:ैं
1. एक्मे सी एस पी एल (ग्राम खरनई, तहसील रावतभाटा, जिला जित्तौड़गढ़, रािस्ट्िान में जस्ट्ित िनरेिन
जस्ट्वियाडस) - नीमि पीएस (आईएसटीएस) 220 केवी हसंगल सर्कसट लाइन डबल सर्कसट टावरों पर
उपरोि योिना के अतं गतस ओवरहडे रांसजमिन लाइन रािस्ट्िान और मध्य प्रििे के जनम्नांदकत गांवों, कस्ट्बों और िहरों स े
होकर, उन पर से, उनके आसपास से और बीि से होकर गुिरेगी।

अब, सावधानीपूवसक जविार करने के पश्चात, जवद्युत मंत्रालय, भारत सरकार, मेससस एक्मे क्लीनटेक सॉल्यूिंस प्राइवेट
जलजमटेड को उपरोि ओवरहडे रांसजमिन लाइन को जबछान े के जलए सभी िजिया ं जनम्नजलजखत ितों एवं जनबंधनों के
अधीन प्रिान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा
स्ट्िाजपत अिवा अनुरजित दकए गए टेलीग्राफ लाइन एव ं खम्भे या इस प्रकार की स्ट्िापना और अनुरिण दकए िान े के जलए,
टेलीग्राफ प्राजधकरण को प्राप्त ह:ैं
i. यह अनुमोिन 25 वषों के जलए प्रिान दकया िाता ह।ै
ii. आवेिक को प्रस्ट्ताजवत लाइन के स्ट्िापना से पूवस संबंजधत प्राजधकरणों अिासत स्ट्िानीय जनकायों, रेलवे, राष्ट्रीय
रािमागों, राज्य रािमागों आदि से सहमजतयां प्राप्त करनी होंगी।
iii. आवेिक को जवद्युत अजधजनयम, 2003 के तहत सिम आयोग के द्वारा तैयार दकए गए रांसजमिन ओ एडं एम,
ओपन एक्सेस आदि से संबंजधत जवजधयों/दििाजनिेिों का पालन करना होगा।
iv. भारत सरकार के जवद्युत जनरीिक/मुख्य जवद्युत जनरीिक के अनमु ोिन के पश्चात ही लाइन का संिालन करेगा।
v. यह अनुमोिन आवेिक द्वारा जवद्युत अजधजनयम, 2003 के प्रावधानों और उसके तहत बनाए गए जनयमों की
अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेससस एक्मे क्लीनटेक सॉल्यिू सं प्राइवेट जलजमटेड को जवद्युत जनरीिण के समय जवजनयमन एवं सुरिा प्रदियाओं
इत्यादि से संबंजधत अनुमोिन प्राप्त करने के बाि, इसे केंद्रीय जवद्युत प्राजधकरण के जवद्युत जनरीिण के समय प्रस्ट्तुत
करना होगा।
vii. यदि उपरोि ओवरहडे लाइनों का मागस (या उपरोि ओवरहडे लाइन के माग स का कुछ भाग) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) िेत्र में आता ह ै तो आवेिक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामले के संबंध में 2019 की याजिका[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
संख्या 838 पर माननीय उच्चतम न्यायालय के आििे ों का और माननीय उच्चतम न्यायालय द्वारा गरित
तकनीकी/जविेषज्ञ सजमजत के जनिेिों का पालन करना होगा।

New Delhi, the 21st January, 2026
S.O. 341(E).—Whereas M/s ACME Cleantech Solutions Private Limited, the applicant with its registered
Office at Plot No. 152, Sector-44, Gurugram, Haryana - 122002, India, has applied for authorization under Section
164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission
System for providing connectivity to M/s ACME Cleantech Solutions Private Limited for its 300 MW Solar Power
Project in Chittorgarh, Rajasthan”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/49/2025-PG dated 13.05.2025
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission System for providing connectivity to M/s ACME Cleantech Solutions Private
Limited for its 300 MW Solar Power Project in Chittorgarh, Rajasthan”.
M/s ACME Cleantech Solutions Private Limited had published notice for transmission scheme in local
Newspapers Rajasthan Patrika (Hindi) dated 17.07.2025, Dainik Bhaskar (Hindi) dated 17.07.2025, Dashpur Express
(Hindi) dated 17.07.2025, The Indian Express (English) dated 17.07.2025, The Times of India (English) dated
17.07.2025 and in Weekly Gazette of India dated 16.08.2025 for the general public to make
observations/representations on the proposed transmission route within two Months from the date of publication.
Subsequently, M/s ACME Cleantech Solutions Private Limited has submitted an affidavit dated 24.10.2025 declaring
that no observation/representation was received within 2 Months from the date of publication of public notice.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines under the transmission scheme “Transmission System for
providing connectivity to M/s ACME Cleantech Solutions Private Limited for its 300 MW Solar Power Project in
Chittorgarh, Rajasthan”. The following overhead line is covered under this scheme
• ACME CSPL (generation switchyard located in Village Kharnai, Teshil Rawatbhata, District Chittorgarh,
Rajasthan) – Neemuch PS (ISTS) 220 kV S/c line on D/c towers
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Rajasthan and Madhya Pradesh:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s ACME Cleantech Solutions Private Limited for laying above overhead line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above-mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s ACME Cleantech Solutions Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court
in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
