तारीख से दो महीनों के भीतर आम िनता से अिलोकन/ अभ्यािेदन की मांग करते हुए नोरटस प्रकाजित दकया िा। इसके
पश् र्ात, अदाणी विंड एनिी कच्छ थ्री जलजमटेड, ने ददनांक 11.02.2026 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा
की गई िी दक भारत के िासकीय रािपत्र में सािचिजनक सूर्ना के प्रकािन के दो महीनों के भीतर िनता से कोई
अिलोकन/ अभ्यािेदन प्राप्त नहीं हुआ।
और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगचत मेससच अदाणी विंड एनिी कच्छ थ्री
जलजमटेड के जलए ओिरहडे रासं जमिन लाइन जबछान े के जलए उन्ह ें ि े सभी िजियां प्रदान करने का अनरु ोध दकया है, िो
टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए
भारतीय टेलीग्राफ अजधजनयम 1885 के अतं गतच टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगचत जनम्नजलजखत

अब, सािधानीपूिचक जिर्ार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के
अंतगतच मेसस च अदाणी विंड एनिी कच्छ थ्री जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी
िजियां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता है, िो टेलीग्राफ के उद्दश्े य के जलए सरकार द्वारा स्ट्िाजपत
टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगचत टेलीग्राफ
प्राजधकरण के पास ह ै
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिच संबंजधत प्राजधकाररयों अिाचत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागच, राज्य रािमागच आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगचत समुजर्त आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम,
ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मख्ु य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रर्ालन
करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगचत बनाए गए जनयमों की

vi. मेससच अदाणी विंड एनिी कच्छ थ्री जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों
इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय
प्रस्ट्तुत करना होगा।
vii. यदद, उपरोि ओिरहडे लाइनों का मागच (या उपरोि ओिरहडे लाइन के मागच का कुछ भाग) संिोजधत ग्रेट
इंजडयन बस्ट्टडच (िीआईबी) क्षेत्र में आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजर्का
(जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदेि और माननीय सिोच्च न्यायालय के उपरोि
आदेि के अनुसरण म ेंसक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा।

New Delhi, the 27th March, 2026
S.O. 1638(E).—Whereas M/s Adani Wind Energy Kutchh Three Limited, the applicant with its registered
office at Adani Corporate House, Shantigram, near Vaishno Devi Circle, S G Highway, Khodiyar, Ahmedabad – 382
421, Gujarat, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead
transmission line included in the transmission scheme for Providing Connectivity to Adani Wind Energy Kutchh
Three Limited for its 300 MW Wind Power Project in Kachchh, Gujarat.
And whereas, Ministry of Power, Government of India vide its letter No.25-17/53/2025-PG dated 02.06.2025
had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line
included in the transmission scheme for Providing Connectivity to Adani Wind Energy Kutchh Three Limited for its
300 MW Wind Power Project in Kachchh, Gujarat.
M/s Adani Wind Energy Kutchh Three Limited had published notice for transmission scheme in local
newspapers The Indian Express (in English) dated 11.06.2025 & Rajasthan Patrika (in Hindi) dated 11.06.2025,
Gujarat Samachar (in Gujarati) dated 11.06.2025 and in Weekly Gazette of India dated 19.07.2025 for the general
public to make observations/ representations on the proposed transmission route within two months from the date of
publication. Subsequently, M/s Adani Wind Energy Kutchh Three Limited has submitted an affidavit dated
11.02.2026 declaring that no observation/ representation was received within two months from the date of Publication
in the official Gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of overhead transmission line for M/s Adani Wind Energy Kutchh Three Limited.
The following overhead transmission line is covered under this scheme:-
• AWEK3L (generation switchyard situated in village: Beraja, Taluka- Mundra, District-Kachchh Gujarat) -
Navinal (Mundra) S/s (GIS) 220kV S/c line (On D/c or M/c towers).
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Gujarat.:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Adani Wind Energy Kutchh Three Limited for laying above overhead
transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of
telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established
or maintained subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding
transmission, O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s Adani Wind Energy Kutchh Three Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
