कच्छ म ें प्रस्ट्ताजित सौर ऊिास संयंत्र के जलए मेससस अिाडा इंक्लीन प्राइिेट जलजमटेड को 50 मगे ािाट की कनेजक्टजिटी प्रदान करने हते ु एक समर्पसत ओिरहडे रांसजमिन लाइन की स्ट्िापना के तहत ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न े अपन े फाइल स.ं 25-17/48/2025-PG ददनांदकत 13.05.2025 के अंतगसत गुिरात के कच्छ म ें प्रस्ट्ताजित सौर ऊिास संयंत्र के जलए मेससस अिाडा इंक्लीन प्राइिेट जलजमटेड को 50 मगे ािाट की कनेजक्टजिटी प्रदान करने हते ु एक समर्पसत ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अंतगसत पूिस अनमु ोदन प्रदान दकया िा। मेसस सआिाडा इनक्लीन प्राइिेट जलजमटेड ने प्रस्ट्ताजित रांसजमिन मागस के बारे म ेंस्ट्िानीय समाचार पत्रों द इंजडयन एक्सप्रेस (अग्रं ेजी), यंग लीडर (हहदं ी) और संदेि (गुिराती) ददनांक 08.08.2025 तिा भारत के साप्ताजहक रािपत्र ददनांक 20.09.2025 म ेंप्रकािन की तारीख स ेदो महीनों के भीतर आम िनता स ेअिलोकन/ अभ्यािदे न की मांग करते हुए नोटटस प्रकाजित दकया िा। इसके पश्चात, मेसस स आिाडा इनक्लीन प्राइिेट जलजमटेड न े 20.11.2025 को एक हलफनामा प्रस्ट्तुत 555 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] दकया ह ै जिसम ें घोषणा की गई िी दक भारत सरकार के आजधकाटरक रािपत्र म ें प्रकािन की तारीख स े दो महीने के भीतर कोई टटप्पणी/ अभ्यािेदन प्राप्त नहीं हुआ और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत पारेषण योिना के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करने का अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत या अनरु जित दकए गए टेलीग्राफ लाइन एि ं खंभे या इस प्रकार की स्ट्िापना और अनुरिण दकए िाने हते ,ु टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं इस योिना के अतं गतस जनम्नजलजखत ओिरहडे लाइन िाजमल ह ैं: • एआईपीएल सोलर प्रोिेक्ट (ग्राम माय, तालुका भचाऊ, जिला कच्छ, गुिरात म ेंजस्ट्ित) – एआईपीएल सोलर पािर प्लांट पूहलगं स्ट्टेिन (ग्राम रामपर, तालुका भचाऊ, जिला कच्छ, गुिरात म ें जस्ट्ित) 33 केिी डी/सी लाइन। (कुल लाइन लंबाई लगभग 11 दकमी ह)ै उपरोि योिना के अतं गतस किर की गई रांसजमिन लाइन गिु रात राज्य के जनम्नजलजखत गािं ों, कस्ट्बों और िहरों स े होकर, ऊपर, आसपास और बीच स े गुिरेंगी। क्रम स.ं गांिों के नाम तहसील जजला राज्य 1 लखपत, रामपर, हलरा, जििपासर, माय भचाऊ कच्छ गुिरात अब, सािधानीपूिसक जिचार करने के बाद, जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस मेससस आिाडा इनक्लीन प्राइिेट जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान ेके जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो टेलीग्राफ के उद्दश्े य के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ प्राजधकरण के पास ह ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाटरयों अिासत ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेसस स आिाडा इनक्लीन प्राइिटे जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ं रिा प्राजधकरणों इत्यादद, स े अपेजित अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोि ओिरहडे लाइनों का माग स (या उपरोि ओिरहडे लाइन के माग स का कुछ भाग) संिोजधत ग्रेट इंजडयन बस्ट्टडस (िीआईबी) ित्रे म ें आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के टरट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे और माननीय सिोच्च न्यायालय के उपरोि आदेि के अनुसरण म ें सिम प्राजधकाटरयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा।) [फा. स. ं 25-16/3/2026-पािरजिड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 MINISTRY OF POWER ORDER New Delhi, the 27th January, 2026 S.O. 392(E).— Whereas Avaada Inclean Private Limited (AIPL) the applicant with its registered address at C-11, Sector-65, Gautam Buddha Nagar, Noida, UP-201301, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the Transmission Scheme “Installation of a dedicated overhead transmission line for providing connectivity of 50 MW to M/s Avaada Inclean Private Limited for its proposed Solar Power Plant at Kachchh, Gujarat”. And whereas, Ministry of Power, Government of India vide its File No. 25-17/48/2025-PG, Dated 13.05.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Installation of a dedicated overhead transmission line for providing connectivity of 50 MW to M/s Avaada Inclean Private Limited for its proposed Solar Power Plant at Kachchh, Gujarat”. • AIPL Solar Project (located in Village Maay, Taluka Bhachau, District Kachchh, Gujarat) to AIPL Solar Power Plant Pooling Station (located in Village Rampar, Taluka Bhachau, District Kachchh, Gujarat) — 33 kV Double Circuit (D/c) Transmission Line (The total line length is approximately 11 kilometres). M/s Avaada Inclean Private Limited (AIPL) had published notice for transmission scheme in local newspapers, The Indian Express(English), Young Leader(Hindi), and Sandesh(Gujarati) dated 08.08.2025 and in Weekly Gazette of India dated 20.09.2025 for the public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Avaada Inclean Private Limited (AIPL) has submitted an affidavit dated 20.11.2025 declaring that no observations/representations were received within two months from the date of publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines for M/s Avaada Inclean Private Limited (AIPL) The following overhead transmission lines are covered under this scheme: • AIPL Solar Project (located at Village Maay, Taluka Bhachau, District Kachchh, Gujarat) – AIPL Solar Power Plant Pooling Station (located in Village Rampar, Taluka Bhachau, District Kachchh, Gujarat) 33 kV D/c line. Total line length is 11 kms (approx.). The above overhead transmission lines covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Gujarat state: S. No. Names of villages Tehsil District State 1 Lakhpat, Rampar, Halra, Vijpasar, Mae (Maay) Bhachau Kachchh Gujarat Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Avaada Inclean Private Limited (AIPL) for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Avaada Inclean Private Limited (AIPL) shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court‘’’ [F.
