L.-33004/99 सी.जी.-डी.एल.-अ.-28012026-269630 xxxGIDHxxx CG-DLxx-ExG-I2D8E0x1x2x0 26-269630 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 363] नई ददल्ली, बुधिार, िनिरी 28, 2026/माघ 8, 1947 No. 363] NEW DELHI, WEDNESDAY, JANUARY 28, 2026/MAGHA 8, 1947 जिद्यतु मत्रं ालय आदेि नई ददल्ली, 27 िनिरी, 2026 का.आ. 391(अ).— िबदक मेसस सअयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड जिसका पंिीकृत पता S 2904, 29िीं मंज़िल, िल्ड स रेड सेंटर, जिगेड गेटि े कैंपस, 26/1, डॉ. रािकुमार रोड, रािािीनगर, बैंगलोर – 560055 म ें ह,ै न े रांसजमिन योिना “भुि, गुिरात में मेससस अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड के 150 MW सोलर पािर पलांट को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन जसस्ट्टम” के तहत ओिरहडे रांसजमिन लाइन जबछान े के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न े पत्र संख्या 25-17/8/2025-PG ददनांक 03.10.2025 के अनुसार जिद्युत अजधजनयम, 2003 की धारा 68(1) के तहत रांसजमिन योिना “भुि, गुिरात म ेंमेससस अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड के 150 MW सोलर पािर पलांट को कनजे टटजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम” के अतं गतस ओिरहडे रांसजमिन लाइन हते ु पूिस स्ट्िीकृजत प्रदान की थी। मेसस स अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड न े स्ट्थानीय समाचार पत्रों चचं ल (हहदं ी) ददनांक 04.02.2025, द इंजडयन एटसप्रेस (अग्रं ेिी) ददनांक 04.02.2025, गुिरात समाचार (गुिराती) ददनांक 04.02.2025 एि ं भारत के साप्ताजहक रािपत्र ददनांक 19.04.2025 में रांसजमिन योिना के जलए प्रस्ट्ताजित रासं जमिन मागस पर प्रकािन की 553 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] तारीख स े दो महीन े के भीतर आम िनता की रटपपजणयों / अभ्यािेदन दने े करत े हुए नोरटस प्रकाजित दकया था। तत्पश्चात, मेससस अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड न े ददनाकं 19.12.2025 को एक हलफनामा प्रस्ट्तुत दकया था, जिसमें घोषणा की गई ह ैदक समाचार पत्र/भारत सरकार के आजधकाररक रािपत्र म ेंप्रकािन की तारीख से दो महीने के भीतर कोई रटपपणी/अभ्यािेदन प्राप्त नहीं हुई ह।ै और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “भुि, गुिरात म ेंमेससस अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड के 150 MW सोलर पािर पलाटं को कनेजटटजिटी प्रदान करने के जलए रांसजमिन जसस्ट्टम” रांसजमिन योिना के तहत जिद्युत लाइन जबछान ेके जलए उस ेिे सभी िजिया ंप्रदान करन ेका अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत या अनुरजित दकए गए टेलीग्राफ लाइन एिं खंभे या इस प्रकार की स्ट्थापना और अनरु िण दकए िाने हते ु, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं इस योिना के अंतगतस जनम्नजलजखत ओिरहडे लाइनें िाजमल ह:ैं 1. अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड िेनरेिन जस्ट्िचयाडस (गांि - ़ि़ुरा, तालुका - भुि, जिला - कच्छ, गुिरात म ेंजस्ट्थत) - भुि पूहलगं सबस्ट्टेिन 220 kV S/c पारेषण लाइन (D/c टािरों पर) तालचेर-III- पांजडयाजबली (पािरजग्रड) 400 केिी डी/सी पारेषण लाइन उपरोि योिना के अंतगसत किर की गई रांसजमिन लाइनें गुिरात राज्य के जनम्नजलजखत गांिों, कस्ट्बों और िहरों से होकर, ऊपर, आसपास और बीच से गिु रेंगी: गािाँ का नाम तालकु ा जिला िुरा, जनरोणा, पालनपरु भुि कच्छ अब, सािधानीपूिसक जिचार करने के बाद, जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड को उपरोि ओिरहडे लाइन जबछाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधन और ितों के साथ प्रदान करता है, िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत अथिा अनरु जित दकए गए टेलीग्राफ लाइन एि ं खंभों या इस प्रकार की स्ट्थापना और अनरु िण दकए िान े हते ु टेलीग्राफ प्राजधकरण को प्राप्त ह:ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्थापना से पूिस संबंजधत प्राजधकाररयों अथासत ् स्ट्थानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत लेनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एंड एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का संचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेसस स अयाना ररन्यूएबल पािर फोर प्राइिेट जलजमटेड को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोि ओिरहडे लाइनों का माग स(या उपरोि ओिरहडे लाइन के माग सका कुछ भाग) संिोजधत ग्रेट इंजडयन बस्ट्टडस (िीआईबी) िेत्र म ें आता है, तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 संख्या 838/2019 के ददनांक 19.12.2025 के आदिे और माननीय सिोच्च न्यायालय के उपरोि आदेि के अनुसरण में सिम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा। [फा. स. ं 25-16/8/2026-पािरजिड(एमओपी)] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 27th January, 2026 S.O. 391(E).— Whereas M/s Ayana Renewable Power Four Private Limited, the applicant with its Registered Office at S 2904, 29th floor, World Trade Center, Brigade Gateway Campus, 26/1, Dr. Rajkumar Road, Rajajinagar, Bangalore – 560055, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to M/s Ayana Renewable Power Four Private Limited for its 150 MW Solar Power Plant in Bhuj, Gujarat”. And whereas, Ministry of Power, Government of India vide its letter no. No. 25-17/8/2025-PG dated 03.10.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 to M/s Ayana Renewable Power Four Private Limited for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to M/s Ayana Renewable Power Four Private Limited for its 150 MW Solar Power Plant in Bhuj, Gujarat”. M/s Ayana Renewable Power Four Private Limited has published notice for transmission scheme in local newspapers Chanchal (Hindi) dated 04.02.2025, The Indian Express (English) dated 04.02.2025, Gujarat Samachar (Gujarati) dated 04.02.2025 and in Weekly Gazette of India dated 19.04.2025 for the public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Ayana Renewable Power Four Private Limited has submitted an affidavit dated 19.12.2025 declaring that no objection, observation/representation was received within two months from the date of publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “transmission system for providing connectivity to M/s Ayana Renewable Power Four Private Limited for its 150 MW Solar Power Plant in Bhuj, Gujarat”. The following overhead line is covered under this transmission scheme: 1. Ayana Renewable Power Four Private Limited Generation switchyard (located in Village - Zura, Taluka - Bhuj, District - Kutch, Gujarat) - Bhuj PS 220 kV S/c line (on D/c towers) The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of State of Gujarat: Village Taluka District Zura, Nirona, Palanpur Bhuj Kutch Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Ayana Renewable Power Four Private Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Ayana Renewable Power Four Private Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court [F.
