बथटडस (GIB) प्राथलमिता क्षत्रे िे बाहर लथथत ह,ै जैसा कि ररट र्ालचिा (लसलवल) संख्र्ा 838/2019 िे कदनांि
19.12.2025 िे आदेश म ें संदर्भसत ह।ै आवेदि न े र्ह भी वचन कदर्ा ह ै कि वह उक्त लनणर्स म ें लनलहत माननीर् सवोच्च
न्र्ार्ालर् िे सभी लनदशे ों तथा उक्त आदेश िे अनुपालन म ें सक्षम प्रालििारी द्वारा भलवष्र् म ें जारी किए जान े वाले किसी
भी लनदेश िा पूणसतः पालन िरेगी। साथ ही, आवेदि ने र्ह भी बतार्ा गर्ा ह ै कि ट्ांसलमशन लाइन िा संरेखण इस प्रिार
बेहतर बनार्ा गर्ा ह ैकि जहााँ ति संभव हो, व े अलिितम साझा मागस िा उपर्ोग िरें।
और अब आवेदि ने लवद्युत अलिलनर्म, 2003 िी िारा 164 िे अंतगतस ट्ांसलमशन र्ोजना “मेससस भडला थ्री
एसिेपी ग्रीन वेंचसस प्राइवेट लललमटेड िो फलोदी, राजथथान म ें लथथत उनिी 300 मगे ावाट िी अक्षर्ऊजा स पािस पररर्ोजना
िे ललए िनेलटटलवटी प्रदान िरने हते ु पारेषण प्रणाली” िे तहत ओवरहडे ट्ांसलमशन लाइन लबछाने िे ललए उसे वे सभी
शलक्तर्ां प्रदान िरने िा अनरु ोि किर्ा ह,ै जो भारतीर् टेलीग्राफ अलिलनर्म, 1885 िे तहत टेलीग्राफ िे प्रर्ोजन िे ललए
सरिार द्वारा थथालपत अथवा अनुरलक्षत किर् े गए टेलीग्राफ लाइन एव ं खम्भ े र्ा इस प्रिार िी थथापना और अनरु क्षण किर् े
जाने िे ललए, टेलीग्राफ प्रालििरण िो प्राप्त ह।ैं इस र्ोजना िे अंतगतस लनम्नलललखत ओवरहडे ट्ांसलमशन लाइन ह:ैं

तहत टेलीग्राफ िे प्रर्ोजन िे ललए सरिार द्वारा थथालपत अथवा अनुरलक्षत किर् ेगए टेलीग्राफ लाइन एव ंखम्भ ेर्ा इस प्रिार
िी थथापना और अनुरक्षण किर्े जाने िे ललए, टेलीग्राफ प्रालििरण िो प्राप्त ह-ैं
i. र्ह अनुमोदन 25 वषों िे ललए प्रदान किर्ा जाता ह।ै[भागII—खण् ड3(ii)] भारत का रािपत्र : असाधारण 3

ओपन एटसेस आकद िे लवलनर्मों/संलहताओं िा पालन िरना होगा।
iv. आवेदि िेंद्र सरिार िे लवद्युत लनरीक्षि/मुख्र् लवद्युत लनरीक्षि िे अनुमोदन िे पिात ही लाइन िा प्रचालन िरेगा।
v. र्ह अनुमोदन आवेदि द्वारा लवद्युत अलिलनर्म, 2003 िे प्राविानों और उसिे तहत बनाए गए लनर्मों िी अपेक्षाओं
िा अनुपालन किए जाने िे अध्र्िीन ह।ै
vi. मेसस स भडला थ्री एसिेपी ग्रीन वेंचसस प्राइवेट लललमटेड िो लवद्युत लनरीक्षण िे समर् लवमानन एव ंरक्षा प्रालििरणों
इत्र्ाकद, स े अपेलक्षत अनुमलत िो प्राप्त िरन े िे बाद, इस े िेंद्रीर् लवद्युत प्रालििरण िो लवद्युत लनरीक्षण िे समर्
प्रथतुत िरना होगा।
vii. र्कद, उपरोक्त ओवरहडे लाइन िा माग स(र्ा उपरोक्त ओवरहडे लाइन िे मागस िा िुछ लहथसा) संशोलित ग्रेट इंलडर्न
बथटडस (जीआईबी) क्षत्रे म ें आता ह,ै तो आवेदि िो भारत िे माननीर् सवोच्च न्र्ार्ालर् िे ररट र्ालचिा (लसलवल)
संख्र्ा 838/2019 म ेंकदनांि 19.12.2025 िे आदशे और माननीर् सवोच्च न्र्ार्ालर् िे उपरोक्त आदेश िे अनुसरण
म ें सक्षम अलििाररर्ों द्वारा कदए गए किसी भी अन्र् लनदेशों िा पालन िरना होगा।

New Delhi, the 23rd June, 2026
S.O. 3479(E).— Whereas M/s Bhadla Three SKP Green Ventures Private Limited having its registered address
at 2A, Lord Sinha Road, First Floor, Middleton Row, Kolkata, West Bengal - 700071, India has applied for authorization
under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme
“Transmission system for providing connectivity to M/s Bhadla Three SKP Green Ventures Private Limited for its 300
MW Renewable Power Park in Phalodi, Rajasthan.”
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/17/2026-POWER GRID
(MoP) dated 12.01.2026 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead
line covered under the transmission scheme “Transmission system for providing connectivity to M/s Bhadla Three SKP
Green Ventures Private Limited for its 300 MW Renewable Power Park in Phalodi, Rajasthan.”
M/s Bhadla Three SKP Green Ventures Private Limited had published notice for transmission scheme in local
newspapers Dainik Bhaskar (in Hindi) dated 17.01.2026, The Indian Express (in English) dated 19.01.2026 and in
Weekly Gazette of India dated 14.02.2026 for the general public to make observations/representations on the proposed
transmission route within two Months from the date of publication. Subsequently, M/s Bhadla Three SKP Green
Ventures Private Limited has submitted an affidavit dated 17.06.2026 declaring that no observation/ representation was
received within two months from the date of Publication in the Newspaper and official Gazette of Government of India.
M/s Bhadla Three SKP Green Ventures Private Limited had submitted an Undertaking dated
25.05.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great
Indian Bustard (GIB) Priority Area of Rajasthan, as referred to in the judgment of the Hon’ble Supreme Court of India
dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all
directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions4 THEGAZETTEOFINDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated
that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the
extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “Transmission system for providing
connectivity to M/s Bhadla Three SKP Green Ventures Private Limited for its 300 MW Renewable Power Park in
Phalodi, Rajasthan.” The following overhead line is covered under this scheme:
(i) Bhadla Three SKP Green Ventures Private Limited RE Power Park (located at Village Nokh, District Phalodi,
Rajasthan) – Bhadla III (ISTS) Pooling Station 220 kV S/c line on D/c towers.
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Rajasthan:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Bhadla Three SKP Green Ventures Private Limited for laying of above overhead
transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of
telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established
or maintained subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Bhadla Three SKP Green Ventures Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
