मेसस स हज़े ल हाइब्रेन प्राइिेट वलवमटेड ने ददनांि 9.3.2026 िो एि िचन पत्र प्रथततु दिया ह,ै वजसम ें यह उल्लेख
दिया गया ह ै दि प्रथतावित ओिरहडे ट्ांसवमशन लाइन(नो) िा माग स राजथिान िे संशोवधत ग्रेट इंवडयन बथटडस (GIB)
प्रािवमिता क्षत्रे िे बाहर वथित ह,ै जैसा दि ररट यावचिा (वसविल) संख्या 838/2019 िे ददनांि 19.12.2025 िे आदशे
म ेंसंदर्भसत ह।ै आिेदि न ेयह भी िचन ददया ह ैदि िह उक्त वनणसय म ेंवनवहत माननीय सिोच्च न्यायालय िे सभी वनदशे ों तिा
उक्त आदेश िे अनपु ालन म ेंसक्षम प्रावधिारी द्वारा भविष्य म ेंजारी दिए जान ेिाल ेदिसी भी वनदेश िा पणू सतः पालन िरेगी।
साि ही, आिेदि न े यह भी बताया गया ह ै दि ट्ांसवमशन लाइन िा सरं ेखण इस प्रिार बेहतर बनाया गया ह ै दि जहा ाँ ति
संभि हो, ि े अवधितम साझा मागस िा उपयोग िरें।
और अब आिेदि ने विद्युत अवधवनयम, 2003 िी धारा 164 िे अंतगसत ट्ांसवमशन योजना “मेससस हज़े ेल हाइब्रेन
प्राइिेट वलवमटेड िो बीिानेर,राजथिान म ेंवथित उनिी 300 मेगािाट िी सौर ऊजास पररयोजना िे वलए िनेवटटविटी प्रदान
िरन ेहते ुपारेषण प्रणाली” िे तहत ओिरहडे ट्ांसवमशन लाइन वबछाने िे वलए उसे ि ेसभी शवक्तयां प्रदान िरन ेिा अनुरोध
दिया ह,ै जो भारतीय टेलीग्राफ अवधवनयम, 1885 िे तहत टेलीग्राफ िे प्रयोजन िे वलए सरिार द्वारा थिावपत अििा
अनुरवक्षत दिय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रिार िी थिापना और अनरु क्षण दिय े जाने िे वलए, टेलीग्राफ
प्रावधिरण िो प्राप्त ह।ैं इस योजना िे अतं गतस वनम्नवलवखत ओिरहडे ट्ांसवमशन लाइन ह:ैं
1. हज़े ल हाइब्रेन प्राइिेट वलवमटेड (जनरेशन वथिचयाड सगांि छत्तरगढ़, वजला बीिानेर, राजथिान म ेंवथित) - बीिानरे
IV पीएस 220 िेिी एस/सी लाइन डीसी और एमसी टािरों पर।
उपरोक्त योजना िे अंतगसत ओिरहडे ट्ांसवमशन लाइन राजथिान राज्य िे वनम्न ादं ित गााँिों, िथबों और शहरों स ेहोिर, उन
पर स,े उनिे आसपास स ेऔर बीच स े होिर गुज़रेगी।

िरता ह,ै जो भारतीय टेलीग्राफ अवधवनयम, 1885 िे तहत टेलीग्राफ िे प्रयोजन िे वलए सरिार द्वारा थिावपत अििा
अनुरवक्षत दिय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रिार िी थिापना और अनरु क्षण दिय े जाने िे वलए, टेलीग्राफ
प्रावधिरण िो प्राप्त ह-ैं
i. यह अनुमोदन 25 िषों िे वलए प्रदान दिया जाता ह।ै
ii. आिेदि िो प्रथतावित लाइन िी थिापना स े पूिस संबंवधत प्रावधिरणों अिातस ् थिानीय वनिायों, रेलिे, राष्ट्रीय
राजमागस, राज्य राजमागस आदद िी सहमवत प्राप्त िरनी होगी।
iii. आिेदि िो विद्युत अवधवनयम, 2003 िे तहत समुवचत आयोग िे द्वारा तैयार दिए गए ट्ांसवमशन, ओ एडं एम,
ओपन एटसेस आदद िे विवनयमों/संवहताओं िा पालन िरना होगा।
iv. आिेदि िेंद्र सरिार िे विद्युत वनरीक्षि/मुख्य विद्युत वनरीक्षि िे अनुमोदन िे पश्चात ही लाइन िा प्रचालन िरेगा।
v. यह अनुमोदन आिेदि द्वारा विद्युत अवधवनयम, 2003 िे प्रािधानों और उसिे तहत बनाए गए वनयमों िी अपेक्षाओं
िा अनुपालन दिए जाने िे अध्यधीन ह।ै
vi. हज़े ल हाइब्रेन प्राइिेट वलवमटेड िो विद्युत वनरीक्षण िे समय विमानन एि ं रक्षा प्रावधिरणों इत्यादद, स े अपेवक्षत
अनुमवत िो प्राप्त िरने िे बाद, इस े िेंद्रीय विद्युत प्रावधिरण िो विद्युत वनरीक्षण िे समय प्रथतुत िरना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
vii. यदद, उपरोक्त ओिरहडे लाइन िा माग स(या उपरोक्त ओिरहडे लाइन िे मागस िा िुछ वहथसा) संशोवधत ग्रेट इंवडयन
बथटडस (जीआईबी) क्षत्रे म ें आता ह,ै तो आिेदि िो भारत िे माननीय सिोच्च न्यायालय िे ररट यावचिा (वसविल)
संख्या 838/2019 में ददनांि 19.12.2025 िे आदशे और माननीय सिोच्च न्यायालय िे उपरोक्त आदेश िे अनुसरण
म ें सक्षम अवधिाररयों द्वारा ददए गए दिसी भी अन्य वनदेशों िा पालन िरना होगा।

ORDER
New Delhi, the 11th May, 2026
S.O. 2466(E).— Whereas M/s Hazel Hybren Private Limited (HHPL) having its registered address at Mahindra
Towers, Pandurang Budhkar Marg, Worli, Mumbai – 400 018, India has applied for authorization under Section 164 of
the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system
for providing Connectivity to M/s Hazel Hybren Private Limited for its 300MW Solar Power Project at Bikaner,
Rajasthan”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/57/2025-PG dated 09.06.2025
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission system for providing Connectivity to M/s Hazel Hybren Private Limited for its
300MW Solar Power Project at Bikaner, Rajasthan”.
M/s Hazel Hybren Private Limited had published notice for transmission scheme in local newspapers Dainik
Nava Jyoti (in Hindi) dated 09.09.2025, Corrigendum in newspaper Dainik Nava Jyoti (in Hindi) dated 22.09.2025, The
Indian Express (in English) dated 09.09.2025 and in Weekly Gazette of India dated 25.10.2025 for the general public
to make observations/representations on the proposed transmission route within two Months from the date of
publication. Subsequently, M/s Hazel Hybren Private Limited has submitted an affidavit dated 23.03.2026 declaring
that one observation/ representation was received within two months from the date of Publication in the
Newspaper/official Gazette of Government of India and the same have been answered by M/s Hazel Hybren Private
Limited and no further observation/representation is received.
M/s Hazel Hybren Private Limited has submitted an Undertaking dated 9.3.2026 stating that the route of the
proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of
Rajasthan, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition
(Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme
Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities
in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment
has been optimized, in such a way that they share maximum common stretch to the extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “Transmission system for providing
Connectivity to M/s Hazel Hybren Private Limited for its 300MW Solar Power Project at Bikaner, Rajasthan”. The
following overhead line is covered under this scheme:
1. Hazel Hybren Private Limited (generation switchyard located in Village Chattargarh, District Bikaner,
Rajasthan) - Bikaner IV PS 220 kV S/C line on D/C & M/C towers.
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Rajasthan:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Hazel Hybren Private Limited for laying above overhead transmission line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Hazel Hybren Private Limited shall have to submit the requisite clearances to Central Electricity Authority
after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical
Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
