की गई ह ै दक भारत सरकार के आजधकाररक रािपत्र म ें प्रकािन की तारीख स े दो महीन े के भीतर और समाचार पत्रों के
प्रकािन की तारीख स े दो महीने के भीतर 02 रटप्पजणया/ अभ्यािेदन प्राप्त हुए ि े और मेससस इराक्स इंटरनेिनल प्राइिेट
जलजमटेड जलजमटेड द्वारा उनका उत्तर ददया गया ह ैऔर आग े कोई रटप्पणी/ अभ्यािेदन प्राप्त नहीं हुआ।
मेसस स इराक्स इंटरनिे नल प्राइिेट जलजमटेड ने ददनांक 23.01.2026 को एक िचन पत्र प्रस्ट्तुत दकया ह,ै जिसम ें यह
उल्लेख दकया गया ह ै दक प्रस्ट्ताजित ओिरहडे रांसजमिन लाइन(नो) का मागस रािस्ट्िान एि ं गुिरात के संिोजधत ग्रेट
इंजडयन बस्ट्टडस (GIB) प्रािजमकता क्षत्रे के बाहर जस्ट्ित ह,ै िैसा दक ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक
19.12.2025 के आदेि म ें संदर्भसत ह।ै आिेदक न े यह भी िचन ददया ह ै दक िह उक्त जनणयस म ें जनजहत माननीय सिोच्च
न्यायालय के सभी जनदिे ों तिा उक्त आदेि के अनुपालन में सक्षम प्राजधकारी द्वारा भजिष्य म ें िारी दकए िान े िाले दकसी
भी जनदेि का पूणसतः पालन करेगी। साि ही, आिेदक ने यह भी बताया गया ह ै दक रांसजमिन लाइन का संरेखण इस प्रकार
बेहतर बनाया गया ह ैदक िहााँ तक संभि हो, ि े अजधकतम साझा मागस का उपयोग करें।
और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस रांसजमिन योिना, “ रािस्ट्िान के
बीकानेर म ें मेससस इराक्स इंटरनेिनल प्राइिेट जलजमटेड की 300 मेगािाट की सौर ऊिास पररयोिना के जलए कनेजक्टजिटी
प्रदान करन े हते ु रांसजमिन योिना” के तहत ओिरहडे रांसजमिन लाइन जबछान े के जलए उस े िे सभी िजक्तया ं प्रदान करन े
का अनरु ोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत
अििा अनुरजक्षत दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनुरक्षण दकय े िाने के जलए टेलीग्राफ
प्राजधकरण को प्राप्त ह।ैं इस योिना के अतं गतस जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह ैं :
1. इराक्स इंटरनेिनल प्राइिेट जलजमटेड की सौर ऊिा स पररयोिना (रािस्ट्िान के बीकानेर जिल े के रािलपुरा गांि म ें
जस्ट्ित िनरेिन जस्ट्िचयाडस) – बीकानेर-IV (ISTS) पूललगं स्ट्टेिन 220 kV S/c लाइन D/c टािरों पर (लाइन की
कुल लंबाई लगभग 15 दकमी ह ै जिसम ें स े 13 दकलोमीटर D/c टािर पर लागू दकया िाएगा और िेष 2-3
दकलोमीटर लगभग M/c टािर पर लाग ू दकया िाएगा, िो बीकानेर तहसील के रािलपुरा गािं म ें हमारे िनरेिन
पूललंग सबस्ट्टेिन स े लेकर बीकानेर जिले के छत्तरगढ़ तहसील के केलन गांि म ेंबीकानेर-IV PS तक होगा।)
उपरोक्त योिना के अंतगसत ओिरहडे रांसजमिन लाइन जनम्न ांदकत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े
उनके आसपास स ेऔर बीच से होकर गुज़रेगी।

अब, सािधानीपूिसक जिचार करन े के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससस इराक्स इंटरनेिनल प्राइिेट
जलजमटेड को उपरोक्त ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजक्तयां जनम्नजलजखत जनबंधनों एि ं ितों के
साि प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा
स्ट्िाजपत अििा अनुरजक्षत दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनरु क्षण दकय े िाने के जलए,
टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम,
ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मख्ु य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन
करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की
अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेसस स इराक्स इंटरनिे नल प्राइिेट जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एि ं रक्षा प्राजधकरणों इत्यादद,
स े अपेजक्षत अनुमजत को प्राप्त करने के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्ततु
करना होगा।
vii. यदद, उपरोक्त ओिरहडे लाइनों का माग स (या उपरोक्त ओिरहडे लाइन के माग स का कुछ भाग) संिोजधत ग्रेट
इंजडयन बस्ट्टडस (िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका
(जसजिल) संख्या 2019/838 के ददनांक 19.12.2025 के आदेि और माननीय सिोच्च न्यायालय के उपरोक्त
आदेि के अनुसरण म ें सक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा।

ORDER
New Delhi, the 13th April, 2026
S.O. 1914(E).—Whereas M/s IRAAX International Private Limited, the applicant with its registered
office at R-3, Tilak Marg, Civil Lines, Jaipur-302005, has applied for authorization under Section 164 of
the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme,
“Transmission system for providing connectivity to M/s IRAAX International Private Limited for its 300
MW solar power project in Bikaner, Rajasthan”.
And whereas, Ministry of Power, Government of India vide its Letter No. 25-17/73/2025-PG dated
22.07.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of the
overhead transmission line covered under the transmission scheme, “Transmission system for providing
connectivity to M/s IRAAX International Private Limited for its 300 MW solar power project in Bikaner,
Rajasthan.”
M/s IRAAX International Private Limited had published notice for transmission scheme in local
newspapers The Indian Express (in English) dated 26.07.2025, Rajasthan Patrika (in Hindi) dated
26.07.2025, and in Weekly Gazette of India dated 16.08.2025 for the general public to make observations/
representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s IRAAX International Private Limited has submitted an affidavit dated 31.01.2026
declaring 02 nos. observations/ representations were received within two months from the date of
Publication in the official Gazette of Government of India and the same have been answered by M/s
IRAAX International Private Limited and that no further representations were received.
M/s IRAAX International Private Limited has submitted an Undertaking dated 23.01.2026 stating
that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian
Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble
Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further
undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment
as well as with any subsequent directions issued by the competent authorities in pursuance of the above
order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been
optimized, in such a way that they share maximum common stretch to the extent possible.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
And now the applicant has requested to confer upon him, all the powers under section 164 of the
Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with
respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained
by Government or to be so established or maintained for laying of electric lines under the transmission
scheme, “Transmission system for providing connectivity to M/s IRAAX International Private Limited for
its 300 MW solar power project in Bikaner, Rajasthan.” The following overhead transmission line is
covered under this scheme:
1. IRAAX International Pvt. Ltd. Solar power project (generation switchyard located in village
Rawalpura, District Bikaner, Rajasthan)– Bikaner-IV (ISTS) Pooling Station 220 kV S/c line on
D/c towers (total line length is about 15 km out of which 13 km would be implemented on D/c
towers and remaining 2 kms (approx.) from Bikaner - III PS end would be implemented on M/c
towers)
The transmission line covered under the above scheme will pass through, over, around and between
the following villages, towns and cities:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the
Electricity Act, 2003, confers all the powers to M/s IRAAX International Private Limited for laying above
overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to
placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by
Government or to be established or maintained subject to following terms and conditions for installing the
above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies,
Railways, National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding
transmission, O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical
Inspector of Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act,
2003 and the rules made there under by the applicant.
vi. M/s IRAAX International Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation,
Defense etc., at the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line)
falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the
directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil)
No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above
order by Hon’ble Supreme Court.
