दकया िा। इसके पश्चात, जलट्सोलेयर एनिी प्राइिेट जलजमटेड न े19.03.2026 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया,
जिसमें घोषणा की गई ह ैदक भारत सरकार के आजधकाररक रािपत्र एिं स्ट्िानीय समाचार पत्रों म ेंप्रकािन की तारीख से 2
महीने के भीतर एक(1) रटप्पणी / अभ्यािेदन प्राप्त हुआ िा, जिसका उजचत उत्तर ददया िा चुका हैं।
मेससस जलट्सोलेयर एनिी प्राइिेट जलजमटेड न ेददनांक 11.02.2026 को एक िचन पत्र प्रस्ट्तुत दकया ह,ै जिसमें यह
उल्लेख दकया गया ह ैदक प्रस्ट्ताजित ओिरहेड रांसजमिन लाइन(नो) का मागस रािस्ट्िान एिं गुिरात के संिोजधत ग्रेट इंजडयन
बस्ट्टडस (GIB) प्रािजमकता क्षेत्र के बाहर जस्ट्ित है, िैसा दक ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक
19.12.2025 के आदेि म ें संदर्भसत है। आिेदक न े यह भी िचन ददया है दक िह उक्त जनणसय म ें जनजहत माननीय सिोच्च
न्यायालय के सभी जनदेिों तिा उक्त आदेि के अनुपालन में सक्षम प्राजधकारी द्वारा भजिष्य में िारी दकए िाने िाले दकसी
भी जनदेि का पूणसतः पालन करेगी। साि ही, आिेदक न ेयह भी बताया गया ह ै दक रांसजमिन लाइन का संरेखण इस प्रकार
बेहतर बनाया गया ह ै दक िहााँ तक संभि हो, िे अजधकतम साझा मागस का उपयोग करें।
और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “रािस्ट्िान के बीकानेर म ेंप्रस्ट्ताजित 100
मेगािाट सौर ऊिास पररयोिना के जलए मेससस जलट्सोलेयर एनिी प्राइिेट जलजमटेड को कनेजटटजिटी प्रदान करने के जलए
रांसजमिन जसस्ट्टम” के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजक्तयां प्रदान करने का अनुरोध दकया ह,ै िो
भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजक्षत दकये
गए टेलीग्राफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनुरक्षण दकये िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त हैं।
योिना के अंतगसत जनम्नजलजखत ओिरहेड रांसजमिन लाइन ह:ैं
· जलट्सोलेयर एनिी प्राइिेट जलजमटेड िनरेिन पूहलंग स्ट्टेिन (भानीपुरा गांि, जिला बीकानेर, रािस्ट्िान म)ें – ररन्य ू
ददनकर ऊिास प्राइिेट जलजमटेड सोलर प्लांट (पीएसएस कािनी गांि, जिला बीकानेर, रािस्ट्िान), जिसमें डीसी टािरों पर
220 केिी एस/सी लाइन लगी है (लाइन की कुल लंबाई लगभग 19 दकमी ह)ै ।
उपरोक्त योिना के अंतगसत ओिरहेड रांसजमिन लाइन रािस्ट्िान के जनम् नांदकत गााँिों, कस्ट्बों और िहरों से होकर,
उन पर स,े उनके आसपास से और बीच स े होकर गुजरेगी।

अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससस जलट्सोलेयर एनिी प्राइिेट
जलजमटेड को उपरोक्त ओिरहेड रांसजमिन लाइन को लगाने के जलए िे सभी िजक्तयां जनम्नजलजखत जनबंधनों एिं ितों के साि
प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा
अनुरजक्षत दकये गए टेलीग्राफ लाइन एिं खम्भे या इस प्रकार की स्ट्िापना और अनुरक्षण दकये िाने के जलए, टेलीग्राफ
प्राजधकरण को प्राप्त ह-ैं
(i) यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता है।
(ii) आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना से पूिस संबंजधत प्राजधकरणों अिासत् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
(iii) आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एंड एम,
ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
(iv) आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइन का प्रचालन करगे ा।
(v) यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपक्षे ाओं
का अनुपालन दकए िाने के अध्यधीन है।
(vi) मेससस जलट्सोलेयर एनिी प्राइिेट जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों इत्यादद,
स ेअपेजक्षत अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना
होगा।
(vii) यदद, उपरोक्त ओिरहेड लाइनों का मागस (या उपरोक्त ओिरहेड लाइन के मागस का कुछ भाग) संिोजधत ग्रेट इंजडयन
बस्ट्टडस (िीआईबी) क्षेत्र म ेंआता है, तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल)
संख्या 838/2019 के ददनांक 19.12.2025 के आदेि और माननीय सिोच्च न्यायालय के उपरोक्त आदेि के अनसु रण
म ेंसक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा।

New Delhi, the 15th May, 2026
S.O. 2542(E).— Whereas M/s Litsolaire Energy Private Limited the applicant with its registered Office at
ENGIE, Unit No. 3, 4 & 5, Sixth Floor, Fountainhead Tower – 2, Viman Nagar, Pune – 411014, Maharashtra, India has
applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under
the transmission scheme “Transmission system for providing connectivity to M/s Litsolaire Energy Private Limited for
its proposed 100 MW solar power project in Bikaner, Rajasthan”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/79/2025-PG dated 20.08.2025
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission system for providing connectivity to M/s Litsolaire Energy Private Limited for its
proposed 100 MW solar power project in Bikaner, Rajasthan”.
M/s Litsolaire Energy Private Limited had published notice for transmission scheme in local newspapers
Dainik Bhaskar (Hindi) dated 31.08.2025 Yugpaksh Dainik (Hindi) dated 01.09.2025 Hindustan Times (English) dated
31.08.2025, Indian Express (English) dated 31.08.2025, and in Weekly Gazette of India dated 27.09.2025 for the general
public to make observations/representations on the proposed transmission route within 2 Months from the date of
publication. Subsequently M/s Litsolaire Energy Private Limited has submitted an affidavit dated 19.03.2026 declaring
that One (1) observation/representation was received within 2 Months from the date of Publication of public notice and
observation received was suitably replied.
M/s Litsolaire Energy Private Limited has submitted an Undertaking dated 11.02.2026 stating that the route of
the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of
Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ
Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble
Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent
authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line
alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “Transmission system for providing
connectivity to M/s Litsolaire Energy Private Limited for its proposed 100 MW solar power project in Bikaner,
Rajasthan”. The following overhead line is covered under this scheme:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
Litsolaire Energy Pvt. Ltd. generation pooling station (in village Bhanipura, District Bikaner, Rajasthan) –
ReNew Dinkar Urja pvt. Ltd. Solar Plant (PSS Located in village Kawani, District Bikaner, Rajsathan) 220 kV
S/c line on D/c towers (total line length is about 19 km).
The transmission lines covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Rajasthan

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Litsolaire Energy Private Limited for laying above overhead line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
(i) The approval is granted for 25 years.
(ii) The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
(iii) The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
(iv) The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
(v) The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
(vi) M/s Litsolaire Energy Private Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
(vii) In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
