एटसप्रेस (अग्रं ेज़ी) कदनांि 30.10.2025, िच्छलमत्र (गुजराती) कदनांि 30.10.2025 और भारत िे साप्तालहि राजपत्र
कदनांि 06.12.2025 म ें ट्ांसलमशन योजना िे लिए प्रथतालवत ट्ांसलमशन माग स पर प्रिाशन िी तारीख स े 2 महीने िे
भीतर आम जनता िी टिप्पलणयों / अभ्यावेदन िी मांग िरत े हुए नोटिस प्रिालशत किया िा। इसिे पश्चात, मेसस स

क्षत्रे िे बाहर लथित ह,ै जैसा कि टरि यालचिा (लसलवि) संख्या 838/2019 िे कदनांि 19.12.2025 िे आदेश म ेंसंदर्भसत
ह।ै आवेदि न ेयह भी वचन कदया ह ैकि वह उक्त लनणसय म ेंलनलहत माननीय सवोच्च न्यायािय िे सभी लनदेशों तिा उक्त
आदेश िे अनुपािन म ेंसक्षम प्रालधिारी द्वारा भलवष्य म ेंजारी किए जाने वािे किसी भी लनदेश िा पूणसतः पािन िरेगी।
साि ही, आवेदि न े यह भी बताया गया ह ैकि ट्ांसलमशन िाइन िा सरं ेखण इस प्रिार बेहतर बनाया गया ह ैकि जहा ाँ

और अब आवेदि न ेलवद्युत अलधलनयम, 2003 िी धारा 164 िे अंतगसत “गुजरात िे नवीनाि िे पास लवतरण
िाइसेंसधारी िे रूप म ें मेसस स एमयूएि िो अथिायी िनेलटिलविी प्रदान िरने िे लिए पारेषण प्रणािी” िे तहत
ट्ांसलमशन िाइन लबछान े िे लिए उस े वे सभी शलक्तया ं प्रदान िरने िा अनरु ोध किया ह,ै जो भारतीय िेिीग्राफ
अलधलनयम, 1885 िे तहत िेिीग्राफ िे प्रयोजन िे लिए सरिार द्वारा थिालपत अिवा अनरु लक्षत किय े गए िेिीग्राफ
िाइन एव ं खम्भ े या इस प्रिार िी थिापना और अनरु क्षण किय े जान े िे लिए, िेिीग्राफ प्रालधिरण िो प्राप्त ह।ैं योजना

लनबंधनों एव ं शतों िे साि प्रदान िरता ह,ै जो भारतीय िेिीग्राफ अलधलनयम, 1885 िे तहत िेिीग्राफ िे प्रयोजन िे
लिए सरिार द्वारा थिालपत अिवा अनुरलक्षत किय े गए िेिीग्राफ िाइन एव ं खम्भ े या इस प्रिार िी थिापना और
अनुरक्षण किय े जाने िे लिए, िेिीग्राफ प्रालधिरण िो प्राप्त ह-ैं
i. यह अनुमोदन 25 वषों िे लिए प्रदान किया जाता ह।ै
ii. आवेदि िो प्रथतालवत िाइन िी थिापना स े पूवस संबंलधत प्रालधिरणों अिासत थिानीय लनिायों, रेिव,े राष्ट्रीय
राजमागस, राज्य राजमागस आकद िी सहमलत प्राप्त िरनी होगी।
iii. आवेदि िो लवद्युत अलधलनयम, 2003 िे तहत समुलचत आयोग िे द्वारा तैयार किए गए ट्ांसलमशन, ओ एंड
एम, ओपन एटसेस आकद िे लवलनयमों/संलहताओं िा पािन िरना होगा।
iv. आवेदि िेंद्र सरिार िे लवद्युत लनरीक्षि/मुख्य लवद्युत लनरीक्षि िे अनुमोदन िे पश्चात ही िाइन िा प्रचािन

v. यह अनुमोदन आवेदि द्वारा लवद्युत अलधलनयम, 2003 िे प्रावधानों और उसिे तहत बनाए गए लनयमों िी
अपेक्षाओं िा अनुपािन किए जाने िे अध्यधीन ह।ै
vi. मेसस स एमयूएि िो लवद्युत लनरीक्षण िे समय लवमानन एव ं रक्षा प्रालधिरणों इत्याकद, स ेअपेलक्षत अनुमलत िो
प्राप्त िरन े िे बाद, इसे िेंद्रीय लवद्युत प्रालधिरण िो लवद्युत लनरीक्षण िे समय प्रथतुत िरना होगा।
vii. यकद, उपरोक्त ओवरहडे िाइनों िा माग स (या उपरोक्त ओवरहडे िाइन िे माग स िा िुछ भाग) संशोलधत ग्रेि
इंलडयन बथिड स(जीआईबी) क्षत्रे म ेंआता ह,ै तो आवेदि िो भारत िे माननीय सवोच्च न्यायािय िे टरि यालचिा
(लसलवि) संख्या 838/2019 िे कदनांि 19.12.2025 िे आदशे और माननीय सवोच्च न्यायािय िे उपरोक्त
आदेश िे अनुसरण म ें सक्षम प्रालधिाटरयों द्वारा कदए गए किसी भी अन्य लनदेश िा पािन िरना होगा।

New Delhi, the 26th May, 2026
S.O. 2743(E)—Whereas M/s MPSEZ Utilities Limited (MUL), the applicant with its registered Office
at Adani Corporate House, Shantigram, Nr. Vaishno Devi Circle, S. G. Highway, Khodiyar, Ahmedabad- 382421,
Gujarat, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead
transmission line under the transmission scheme "Transmission System for providing interim connectivity to M/s
MPSEZ Utilities Limited as Distribution Licensee near Navinal, Gujarat”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/100/2025-PG dated
28.10.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered
under the transmission scheme "Transmission System for providing interim connectivity to M/s MPSEZ Utilities
Limited as Distribution Licensee near Navinal, Gujarat”
M/s MPSEZ Utilities Limited had published notice for transmission scheme in local newspapers
Kutchmitra (Gujrati) dated 30.10.2025, Rajasthan Patrika dated 30.10.2025, The Indian Express dated 30.10.2025,
and in Weekly Gazette of India dated 06.12.2025 for the general public to make observations/representations on
the proposed transmission route within 2 Months from the date of publication. Subsequently M/s MPSEZ Utilities
Limited has submitted an affidavit dated 23.02.2026 declaring that no observation/representation was received
within 2 Months from the date of Publication of public notice.
M/s MPSEZ Utilities Limited has submitted an Undertaking dated 19.05.2026 stating that the route of the
proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of
Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in
Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the
Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the
competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the
transmission line alignment has been optimized, in such a way that they share maximum common stretch to the
extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing
of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines under the transmission scheme "Transmission System for
providing interim connectivity to M/s MPSEZ Utilities Limited as Distribution Licensee near Navinal, Gujarat”.
The following overhead line is covered under this scheme:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
• 400 KV D/C dedicated transmission line from Adani Power Limited (APL), Mundra Generating Station
to 400 kV Main S/s of MPSEZ Utilities Limited in Mundra.
The transmission lines covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Gujarat:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s MPSEZ Utilities Limited for laying above overhead line, which telegraph
authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for
the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding
transmission, O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003
and the rules made there under by the applicant.
vi. M/s MPSEZ Utilities Limited shall have to submit the requisite clearances to Central Electricity Authority
after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in
the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble
Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any
other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme
Court.
