L.-33004/99 सससीीी...जजजीीी...---डडडीीी...एएएललल...---अअअ...---000677000677222000222666---222777333222000999 CCCGGG---DDDxLLLx---xEEEG---I000D677H000x677x222x000 222666---222777333222000999 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 2759] नई दिल्ली, बृहस्ट्प जतवार, िनू 4, 2026/ज्य ष्े ठ 14, 1948 No. 2759] NEW DELHI, THURSDAY, JUNE 4, 2026/JYAISTHA 14, 1948 विद्यतु मत्रं ालय आदेश नई ददल्ली, 3 िून, 2026 का.आ. 2853(अ).—जबदि मसे स सएनटीपीसी रिन्यएू बल एनजी वलवमटेड, आिेदि न ेवजसिा िवजस्टड सऑदिस नेत्रा वबलल्डगं , ई-3, इिोटेि- II, उद्योग विहाि, गौतम बुद्ध नगि, ग्रेटि नोएडा, उत्ति प्रदेश-201306, भाित म ें वस्ित ह,ै ने ट्ांसवमशन योजना “िाजस्िान िे बीिानेि म ें प्रस्तावित 500 मगे ािाट सौि ऊजा स परियोजना िे वलए एनटीपीसी रिन्यूएबल एनजी वलवमटेड िो िनेवटटविटी प्रदान ििने हते ुपािेषण प्रणाली” म ेंशावमल ओििहडे ट्ांसवमशन लाइन वबछान े िे वलए विद्युत अविवनयम, 2003 िी िािा 164 िे अंतगसत प्रावििृत ििन े हते ु आिेदन दिया ह।ै औि जबदि, विद्युत मंत्रालय, भाित सििाि न ेअपन े पत्र संख्या . 25-17/71/2024-PG ददनािं 26.07.2024 िे द्वािा मेसस सएनटीपीसी रिन्यूएबल एनजी वलवमटेड िो ट्ांसवमशन योजना “िाजस्िान िे बीिानिे म ेंप्रस्तावित 500 मेगािाट सौि ऊजा स परियोजना िे वलए एनटीपीसी रिन्यूएबल एनजी वलवमटेड िो िनेवटटविटी प्रदान ििन े हते ु पािेषण प्रणाली” म ें शावमल ओििहडे ट्ांसवमशन लाइन वबछान े िे वलए विद्युत अविवनयम, 2003 िी िािा 68(1) िे अंतगसत पूिस अनुमोदन प्रदान दिया िा । मेसस सएनटीपीसी रिन्यूएबल एनजी वलवमटेड न ेप्रस्तावित ट्ांसवमशन माग सिे बािे म ें स्िानीय अखबािों, लहदं स्ु तान टाइम्स (अंग्रेजी म)ें ददनांि 27.12.2024, िाजस्िान पवत्रिा औि दैवनि यगु पक्ष (लहदं ी म)ें ददनांि 27.12.2024, तिा भाित िे साप्तावहि िाजपत्र ददनांि 22.03.2025 म ें प्रिाशन िी तािीख स े दो महीनों िे भीति आम जनता स े अिलोिन/ अभ्यािेदन िी मांग िित े हुए नोरटस प्रिावशत दिया िा। इसिे पश् चात, मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड, न े ददनांि 27.05.2026 िो एि हलफनामा प्रस्तुत दिया, वजसम ें घोषणा िी गई िी दि भाित िे अवििारिि िाजपत्र एि ं स्िानीय समाचाि पत्रों म ें सािसजवनि सूचना िे प्रिाशन िे दो महीनों िे भीति जनता स े मेससस एनटीपीसी रिन्यूएबल 4022 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] एनजी वलवमटेड िो दो अिलोिन/अभ्यािेदन प्राप्त हुए। मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड द्वािा उनिा उत्ति ददया गया ह ैऔि आग े िोई अभ्यािेदन प्राप्त नहीं हुआ। मेसस स एनटीपीसी रिन्यूएबल एनजी वलवमटेड ने ददनांि 11.04.2026 िो एि िचन पत्र प्रस्तुत दिया ह,ै वजसम ें यह उल्लेख दिया गया ह ै दि प्रस्तावित ओििहडे ट्ांसवमशन लाइन(नो) िा माग स िाजस्िान िे संशोवित ग्रेट इंवडयन बस्टड स (GIB) प्रािवमिता क्षत्रे िे बाहि वस्ित ह,ै जैसा दि रिट यावचिा (वसविल) संख्या 838/2019 िे ददनांि 19.12.2025 िे आदेश म ें संदर्भसत ह।ै आिेदि ने यह भी िचन ददया ह ै दि िह उक्त वनणसय म ें वनवहत माननीय सिोच्च न्यायालय िे सभी वनदेशों तिा उक्त आदशे िे अनपु ालन म ें सक्षम प्रावििािी द्वािा भविष्य म ें जािी दिए जाने िाले दिसी भी वनदेश िा पूणसतः पालन ििेगी। साि ही, आिेदि न ेयह भी बताया गया ह ैदि ट्ांसवमशन लाइन िा संिेखण इस प्रिाि बेहति बनाया गया ह ै दि जहााँ ति संभि हो, िे अविितम साझा मागस िा उपयोग ििें। औि अब आिेदि न े विद्युत अविवनयम, 2003 िी िािा 164 िे अंतगसत मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड िे वलए ओििहडे ट्ांसवमशन लाइन वबछान े िे वलए उन्ह ें ि े सभी शवक्तया ं प्रदान ििन े िा अनुिोि दिया ह,ै जो टेलीग्राफ लाइन्स िे प्रयोजन िे वलए सििाि द्वािा स्िावपत टेलीग्राफ लाइन्स औि खंबों या उनिे िख-िखाि िे वलए भाितीय टेलीग्राफ अविवनयम 1885 िे अतं गतस टेवलग्राफ प्राविििण िे पास ह।ै इस स्िीम िे अतं गतस वनम्नवलवखत ओििहडे लाइन शावमल ह:ैं - • एनटीपीसी रिन्यूएबल एनजी वलवमटेड सोलि पािि प्रोजेटट (जनिेशन वस्िचयाडस गााँि िालासि, वजला बीिानेि, िाजस्िान म ें वस्ित) स े बीिानेि-III (ISTS) PS ति 220 kV D/c लाइन इस योजना िे अंतगसत ओििहडे ट्ांसवमशन लाइन िाजस्िान िाज्य िे वनम्नांदित गााँिों, िस्बों औि शहिों स े होिि, उन पि स,े उनिे आसपास स ेऔि बीच स े होिि गुजिेगी। क्र.स.ं गािं तहसील वजला िाज्य 1. बिजू, पूगल बीिानेि िाजस्िान 2. सिदािपूिा, िेलां छत्तिगढ बीिानेि िाजस्िान 3. लखूसि, िालासि बीिानेि बीिानेि िाजस्िान अब, साििानीपूिसि विचाि ििने िे पश्चात, विद्युत मंत्रालय, भाित सििाि, विद य ुत अविवनयम, 2003 िी िािा 164 िे अंतगसत मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड िो उपिोक्त ओििहडे ट्ांसवमशन लाइन िो लगान े िे वलए ि े सभी शवक्तया ंवनम्नवलवखत वनबिं नों एि ंशतों िे साि प्रदान ििता ह,ै जो टेलीग्राफ िे उद्देश्य िे वलए सििाि द्वािा स्िावपत टेलीग्राफ लाइनों औि खंबों या उनिे िख-िखाि िे वलए भाितीय टेलीग्राफ अविवनयम, 1885 िे अंतगसत टेलीग्राफ प्राविििण िे पास ह ै i. यह अनुमोदन 25 िषों िे वलए प्रदान दिया जाता ह।ै ii. आिेदि िो प्रस्तावित लाइनों िी स्िापना स े पूिस संबंवित प्रावििारियों अिासत स्िानीय वनिायों, िेलिे, िाष्ट्रीय िाजमागस, िाज्य िाजमागस आदद िी सहमवत प्राप्त ििनी होगी। iii. आिेदि िो विद्युत अविवनयम, 2003 िे अंतगसत समुवचत आयोग िे द्वािा तैयाि दिए गए पािेषण, ओ एडं एम, ओपन एटसेस आदद िे विवनयमों/संवहताओं िा पालन ििना होगा। iv. आिेदि िेंद्र सििाि िे विद्युत वनिीक्षि/मुख्य विद्युत वनिीक्षि िे अनुमोदन िे पश्चात ही लाइनों िा प्रचालन ििेगा। v. यह अनुमोदन आिेदि द्वािा विद्युत अविवनयम, 2003 िे प्राििानों औि उसिे अंतगसत बनाए गए वनयमों िी अपेक्षाओं िा अनुपालन दिए जाने िे अध्यिीन ह।ै vi. मेसस सएनटीपीसी रिन्यूएबल एनजी वलवमटेड िो विद्युत वनिीक्षण िे समय विमानन एि ंिक्षा प्राविििणों इत्यादद, स ेअपेवक्षत अनुमवत िो प्राप्त ििने िे बाद, इस ेिेंद्रीय विद्युत प्राविििण िो विद्युत वनिीक्षण िे समय प्रस्तुत ििना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vii. यदद, उपिोक्त ओििहडे लाइनों िा मागस या उपिोक्त ओििहडे लाइन िे मागस िा िुछ भाग सशं ोवित ग्रेट इंवडयन बस्टडस ( िीआईबी ) क्षत्रे म ें आता ह,ै तो आिेदि िो भाित िे माननीय सिोच्च न्यायालय िे रिट यावचिा वसविल संख्या 838/2019 िे ददनांि 19.12.2025 िे आदशे औि माननीय सिोच्च न्यायालय िे उपिोक्त आदेश िे अनुसिण म ें सक्षम प्रावििारियों द्वािा ददए गए दिसी भी अन्य वनदेश िा पालन ििना होगा। [फा. स.ं 25-16/49/2026-पािि वग्रड(एमओपी)] एम.िी.एन. ििा प्रसाद, अिि सवचि (पीजी) MINISTRY OF POWER ORDER New Delhi, the 3rd June, 2026 S.O. 2853(E).—Whereas M/s NTPC Renewable Energy Limited, the applicant with its registered office at NETRA Building, E-3, Ecotech- II, Udyog Vihar, Goutam Buddha Nagar, Greater Noida, Uttar Pradesh-201306, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission System for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 500 MW Solar Power Project in Bikaner, Rajasthan” And whereas, Ministry of Power, Government of India vide its File No. 25-17/71/2024-PG dated 26th July, 2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission System for providing connectivity to M/s NTPC Renewable Energy Limited for its proposed 500 MW Solar Power Project in Bikaner, Rajasthan” M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers Hindustan Times (in English) dated 27.12.2024, Rajasthan Patrika (in Hindi) and Dainik Yug Paksh (in Hindi) dated 27.12.2024 and in Weekly Gazette of India dated 22.03.2025 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s NTPC Renewable Energy Limited has submitted an affidavit dated 27.05.2026 declaring that two observations/ representations were received within two months from the date of Publication in the Newspaper/official Gazette of Government of India, which was subsequently cleared. M/s NTPC Renewable Energy Limited had submitted an Undertaking dated 11.04.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s NTPC Renewable Energy Limited. The following overhead transmission line is covered under this scheme: • NTPC Renewable Energy Limited Solar Power Project (generation switchyard located in Village Kalasar, District Bikaner, Rajasthan) - Bikaner-III (ISTS) PS 220 kV D/c line The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Rajasthan:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Sr. no Villages Tehsil District State 1 Barju Poogal Bikaner Rajasthan 2 Sardarpura, Kelan Chattargarh Bikaner Rajasthan 3 Lakhusar, Kalasar Bikaner Bikaner Rajasthan Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s NTPC Renewable Energy Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s NTPC Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
