मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड िो ट्ांसवमशन योजना “गुजिात िे िच्छ में वस्ित एनटीपीसी रिन्यूएबल एनजी
वलवमटेड िी 300 मेगािाट िी सौि परियोजना िे वलए िनेवटटविटी प्रदान ििने हते ु पािेषण प्रणाली” म ेंशावमल ओििहडे
ट्ांसवमशन लाइन वबछाने िे वलए विद्युत अविवनयम, 2003 िी िािा 68(1) िे अतं गतस पूि स अनुमोदन प्रदान किया िा ।

भीति आम जनता स ेअिलोिन/ अभ्यािेदन िी मांग िित ेहुए नोरटस प्रिावशत किया िा। इसिे पश् चात, मेससस एनटीपीसी
रिन्यूएबल एनजी वलवमटेड, न े कदनांकित 04.05.2026 िो एि हलफनामा प्रस्तुत किया, वजसम ें घोषणा िी गई िी कि
भाित िे अवििारिि िाजपत्र एि ं स्िानीय समाचाि पत्रों म ेंसािसजवनि सूचना िे प्रिाशन िे दो महीनों िे भीति जनता स े
मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड िो एि अिलोिन/अभ्यािेदन प्राप्त हुआ मेससस एनटीपीसी रिन्यूएबल एनजी
वलवमटेड द्वािा उनिा उत्ति कदया गया ह ैऔि आग े िोई अभ्यािेदन प्राप्त नहीं हुआ।
मेसस स एनटीपीसी रिन्यूएबल एनजी वलवमटेड ने कदनांि 22.04.2026 िो एि िचन पत्र प्रस्तुत किया ह,ै वजसम ें
यह उ्लेख किया गया ह ै कि प्रस्तावित ओििहडे ट्ांसवमशन लाइन(नो) िा मागस गुजिात िे संशोवित ग्रेट इंवडयन बस्टड स
(GIB) प्रािवमिता क्षत्रे िे बाहि वस्ित ह,ै जैसा कि रिट यावचिा (वसविल) संख्या 838/2019 िे कदनांि 19.12.2025 िे
आदेश म ें संदर्भसत ह।ै आिेदि ने यह भी िचन कदया ह ै कि िह उक्त वनणसय म ें वनवहत माननीय सिोच्च न्यायालय िे सभी
वनदेशों तिा उक्त आदशे िे अनपु ालन म ें सक्षम प्रावििािी द्वािा भविष्य म ें जािी किए जाने िाले किसी भी वनदेश िा पूणसतः
पालन ििेगी। साि ही, आिेदि न ेयह भी बताया गया ह ैकि ट्ांसवमशन लाइन िा संिेखण इस प्रिाि बेहति बनाया गया ह ै
कि जहााँ ति संभि हो, िे अविितम साझा मागस िा उपयोग ििें।
औि अब आिेदि न े अनुिोि किया ह ै कि उसे विद्युत अविवनयम, 2003 िी िािा 164 िे तहत िे सभी शवक्तया ं
प्रदान िी जाए,ं जो भाितीय टेलीग्राफ अविवनयम, 1885 िे तहत सििाि द्वािा स्िावपत या अनुिवक्षत टेलीग्राफ िे प्रयोजन
हते ु या "गुजिात िे िच्छ म ें वस्ित मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड िी 300 मगे ािाट सौि परियोजना िे वलए
िनेवटटविटी प्रदान ििन े हते ु पािेषण प्रणाली" योजना िे अतं गसत विद्युत लाइन ें वबछान े िे वलए टेलीग्राफ लाइन ें औि खंभ े
लगान े िे संबंि म ें टेलीग्राफ प्राविििण िे पास ह।ैं वनम्नवलवखत ओििहडे लाइन इस योजना िे अंतगसत आती ह:ै-
• एनटीपीसी आिईएल 33/220 kV (ग्राम चािी फुले, तालुिा नखत्राणा, वजला िच्छ, गुजिात म ें वस्ित जनिेशन
वस्िचयाडस) – भुज – II PS 220 kV S/C लाइन (D/C टािि पि)
इस योजना िे अंतगसत ओििहडे पािेषण लाइन गुजिात िाज्य िे वनम्नांकित गााँिों, िस्बों औि शहिों स े होिि, उन पि स,े
उनिे आसपास स ेऔि बीच स ेहोिि गुज़िेगी।

अब, साििानीपूिसि विचाि ििने िे पश्चात, विद्युत मंत्रालय, भाित सििाि, विद य ुत अविवनयम, 2003 िी िािा
164 िे अंतगसत मेससस एनटीपीसी रिन्यूएबल एनजी वलवमटेड िो उपिोक्त ओििहडे ट्ांसवमशन लाइन िो लगान े िे वलए ि े
सभी शवक्तया ंवनम्नवलवखत वनबिं नों एि ंशतों िे साि प्रदान ििता ह,ै जो टेलीग्राफ िे उद्देश्य िे वलए सििाि द्वािा स्िावपत
टेलीग्राफ लाइनों औि खंबों या उनिे िख-िखाि िे वलए भाितीय टेलीग्राफ अविवनयम, 1885 िे अंतगसत टेलीग्राफ प्राविििण
िे पास ह ै
i. यह अनुमोदन 25 िषों िे वलए प्रदान किया जाता ह।ै
ii. आिेदि िो प्रस्तावित लाइनों िी स्िापना स े पूिस संबंवित प्रावििारियों अिासत स्िानीय वनिायों, िेलिे, िाष्ट्रीय
िाजमागस, िाज्य िाजमागस आकद िी सहमवत प्राप्त ििनी होगी।
iii. आिेदि िो विद्युत अविवनयम, 2003 िे अंतगसत समुवचत आयोग िे द्वािा तैयाि किए गए पािेषण,
ओ एडं एम, ओपन एटसेस आकद िे विवनयमों/संवहताओं िा पालन ििना होगा।
iv. आिेदि िेंद्र सििाि िे विद्युत वनिीक्षि/मुख्य विद्युत वनिीक्षि िे अनुमोदन िे पश्चात ही लाइनों िा प्रचालन ििेगा।
v. यह अनुमोदन आिेदि द्वािा विद्युत अविवनयम, 2003 िे प्राििानों औि उसिे अंतगसत बनाए गए वनयमों िी
अपेक्षाओं िा अनुपालन किए जाने िे अध्यिीन ह।ै
vi. मेसस सएनटीपीसी रिन्यूएबल एनजी वलवमटेड िो विद्युत वनिीक्षण िे समय विमानन एि ंिक्षा प्राविििणों इत्याकद,
स ेअपेवक्षत अनुमवत िो प्राप्त ििने िे बाद, इस ेिेंद्रीय विद्युत प्राविििण िो विद्युत वनिीक्षण िे समय प्रस्तुत ििना
होगा।
vii. यदि, उपरोक्त ओवरहडे लाइनों का माग ग(या उपरोक्त ओवरहडे लाइन के माग गका कुछ भाग) संिोजधत ग्रेट इंजडयन
बस्ट्टडग (िीआईबी) क्षेत्र म ें आता ह,ै तो आवेिक को भारत के माननीय सवोच्च न्यायालय के ररट याजिका (जसजवल)
संख्या 838/2019 के दिनांक 19.12.2025 के आििे और माननीय सवोच्च न्यायालय के उपरोक्त आिेि के अनुसरण
में सक्षम प्राजधकाररयों द्वारा दिए गए दकसी भी अन्य जनिेि का पालन करना होगा।

New Delhi, the 16th June, 2026
S.O. 3182(E).— Whereas M/s NTPC Renewable Energy Limited (NTPC REL) having its registered address
at Netra Building, E-3, Ecotech-II, Udhyog Vihar, Goutm Buddhan Nagar, Greater Noida, Uttar Pradesh – 201306,
India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission
line under the transmission scheme “Transmission system for providing for connectivity to M/s NTPC Renewable
Energy Limited for its 300 MW Solar Project in Kutch, Gujarat.”
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/13/2024-PG dated 04.03.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission system for providing connectivity to M/s NTPC Renewable Energy Limited for its
300 MW Solar Project in Kutch, Gujarat.”
M/s NTPC Renewable Energy Limited had published notice for transmission scheme in local newspapers
Gujarat Samachar (in Gujarati) dated 06.09.2025, Rajasthan Patrika (in Hindi) dated 06.09.2025, The Indian Express
(in English) dated 06.09.2025 and in Weekly Gazette of India dated 11.10.2025 for the general public to make
observations/representations on the proposed transmission route within two Months from the date of publication.
Subsequently, M/s NTPC Renewable Energy Limited has submitted an affidavit dated 04.05.2026 declaring that one
observation/ representation was received within two months from the date of Publication in the Newspaper/official
Gazette of Government of India and the same have been resolved by M/s NTPC Renewable Energy Limited and no
further observation/representation is received.
M/s NTPC Renewable Energy Limited had submitted an Undertaking dated 22.04.2026 stating that the route
of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area
of Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition
(Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme
Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities
in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment
has been optimized, in such a way that they share maximum common stretch to the extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act,
2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph
lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or
maintained for laying of electric lines under the transmission scheme “Transmission system for providing for
connectivity to M/s NTPC Renewable Energy Limited for its 300 MW Solar Project in Kutch, Gujarat.” The following
overhead line is covered under this scheme:
• NTPC REL 33/220 KV (Generation switchyard located in village Chari Fuley, Taluka Nakhatrana, District
Kutch, Gujarat) – Bhuj – II PS 220 KV S/c line (on D/c tower)
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Gujarat:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s NTPC Renewable Energy Limited for laying above overhead transmission line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and
posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject
to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s NTPC Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
