016 पर जस्ट्ित ह,ै ने रांसजमिन स्ट्कीम, “भड़ला-III और बीकानेर-III कॉम्प्लेक्स के इंटरकनेक्िन के जलए रांसजमिन जसस्ट्टम सदु ढृ ीकरण” म ेंिाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार ने अपन े पत्र स ं 35-17/87/2024-PG ददनांदकत 04.09.2025 के अंतगतस रांसजमिन स्ट्कीम, “भड़ला-III और बीकानेर-III कॉम्प्लक्े स के इंटरकनेक्िन के जलए रासं जमिन जसस्ट्टम सुदढृ ीकरण” में िाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा। मेससस पािरजिड भड़ला बीकानेर रांसजमिन जलजमटेड न े प्रस्ट्ताजित रांसजमिन मागस के बारे म ें स्ट्िानीय अखबारों, द टाइम्पस ऑि इजण्डया (अिं ेिी में) ददनांक 04.02.2025 और िुजिपत्र ददनांक 22.03.2025, रािस्ट्िान पजत्रका (जहन्दी में) ददनांक 04.02.2025 और िुजिपत्र ददनांक 22.03.2025, तिा भारत के साप्ताजहक रािपत्र ददनांक 19.04.2025 में प्रकािन की तारीख से दो महीनों के भीतर आम िनता से अिलोकन/ अभ्यािेदन की मांग करते हुए नोरटस प्रकाजित दकया िा। इसके पश् चात, मेससस पािरजिड भड़ला बीकानेर रांसजमिन जलजमटेड, ने ददनांदकत 26.06.2025 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई िी दक भारत के िासकीय रािपत्र म ेंसािसिजनक सूचना के प्रकािन के दो महीनों के 617 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] भीतर िनता से तीन अिलोकन/ अभ्यािेदन प्राप्त हुआ िा और मेससस पािरजिड भड़ला बीकानेर रांसजमिन जलजमटेड द्वारा उसका उत्तर ददया गया ह ैऔर आग ेकोई अभ्यािेदन प्राप्त नहीं हुआ। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत पािरजिड भड़ला बीकानेर रांसजमिन जलजमटेड के जलए ओिरहडे रांसजमिन लाइन जबछान े के जलए उन्ह ेंिे सभी िजिया ंप्रदान करन े का अनरु ोध दकया है, िो टेलीिाफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीिाफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय टेलीिाफ अजधजनयम 1885 के अतं गतस टेजलिाफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन िाजमल ह:ैं *765 केिी डी/सी भड़ला-III – बीकानेर-III रांसजमिन लाइन। इस योिना के अंतगतस ओिरहडे पारेषण लाइन राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन पर से, उनके आसपास से और बीच से होकर गुज़रेगी। गााँिों तहसील जिला राज्य लाखासर, पाबूसर, गोगरीिाला, पाबूसर ससंधुका, राणासर, बीिनोख, बांगरसर, 4 िीडब्लल्यूएम 'ए', 1 िीडब्लल्यूएम, 2 एमटीआरएम, 4 बीिेएम, 2 बीिेएम, 1 बीिेएम, 2 िीडब्लल्यूएम 'ए', 2 सीडब्लल्यूबी (ए), 2 सीडब्लल्यूबी, 3 एमटीआरएम, 1 रािस्ट्िान एमटीआरएम, 8-9 बीिेएम, 1 बीएसएम, 2 बीएसएम, जबकमपुर, 1 आरिेएम, कोलायत बीकानेर डबली, सुरिारा, अगं नेउ, अंगनाओ, बुि सचोबदारन, रणधीसर, किनी, बज्जू तेिपुरा, बज्जू खालसा, जमिररया, पाबूसर पजिम अमरपरु ा, भानीपरु ा, बांद्रेिाला, दीनसर, बराला, करणीसर भारटयान, बरि ू पूगल बीकानेर रािस्ट्िान सरदारपुरा, केलन छत्तरगढ बीकानेर रािस्ट्िान बज्जू, अगं नाओ, सुरिारा, डबली, बांगरसर, पनिारिाला, बज्ज ू तेिपरु , बज्जू खालसा, बज्जू बीकानेर रािस्ट्िान जमिररया, गोगररयािाला किनी, मेहरासर बीकानेर बीकानेर रािस्ट्िान बोराना, नौख पोकरण िैसलमेर रािस्ट्िान अब, सािधानीपूिसक जिचार करन े के पिात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अतं गतस मेससस पािरजिड भड़ला बीकानेर रांसजमिन जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता है, िो टेलीिाफ के उद्देश्य के जलए सरकार द्वारा स्ट्िाजपत टेलीिाफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीिाफ अजधजनयम, 1885 के अंतगसत टेलीिाफ प्राजधकरण के पास ह ै i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाररयों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पिात ही लाइनों का प्रचालन करेगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेससस पािरजिड भड़ला बीकानेर रांसजमिन जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना होगा। vii. यदद, उपरोि ओिरहडे लाइनों का माग स(या उपरोि ओिरहडे लाइन के माग सका कुछ भाग) संिोजधत िेट इंजडयन बस्ट्टडस (िीआईबी) क्षेत्र म ें आता है, तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररट याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदिे और माननीय सिोच्च न्यायालय के उपरोि आदेि के अनुसरण में सक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा।) [फा.स.ं 25-16/1/2026-पािर जिड(एमओपी)] एम.िी.एन. िराप्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 29th January, 2026 S.O. 427(E).—Whereas M/s POWERGRID Bhadla Bikaner Transmission Limited, the applicant with its registered office atB-9, Qutub Institutional Area, Katwaria Sarai, New Delhi, India – 110 016, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system Strengthening for Interconnections of Bhadla-III and Bikaner-III Complex”. And whereas, Ministry of Power, Government of India vide its letter No. 35-17/87/2024-PG dated 04.09.2024had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system Strengthening for Interconnections of Bhadla-III and Bikaner-III Complex” M/s POWERGRID Bhadla Bikaner Transmission Limited had published notice for transmission scheme in local newspapers The Times of India(in English) dated 04.02.2025 and Corrigendum dated 22.03.2025,Rajasthan Patrika(in Hindi) dated 04.02.2025 and corrigendum dated 22.03.2025, and in Weekly Gazette of India dated 19.04.2025for the general public to make observations/representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s POWERGRID Bhadla Bikaner Transmission Limited has submitted an affidavit dated 26.06.2025declaring that three observation/ representation was received within two months from the date of Publication in the official Gazette of Government of India and the same have been answered by M/s POWERGRID Bhadla Bikaner Transmission Limited and that no further representations were received. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s POWERGRID Bhadla Bikaner Transmission Limited. The following overhead transmission line is covered under this scheme: 765 kV D/C Bhadla-III – Bikaner-III Transmission Line. The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities: Villages Tehsil District State Lakhasar, Pabusar, Gogriwala, Pabusar Sinduka, Ranasar, Bithnok, Bangarsar, 4 GWM’A’, 1 GWM, 2 MTRA, 4 BJM, 2 BJM, 1 BJM, 2 GWM’A’, 2 CWB(A), 2 CWB, 3 MTRM, 1 Kolayat Bikaner Rajasthan MTRM, 8-9 BJM, 1 BSM, 2 BSM, Bikampur, 1 RJM, Dabli, Surjara, Angneu, Angnao, Burj Chobdaran, Randheesar, Kawni, Bajju Tejpura, Bajju Khalsa, Mithriya, Pabusar West4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Amarpura, Bhanipura, Bandrewala, Deensar, Barala, Karnisar Pugal Bikaner Rajasthan Bhatiyan, Barjoo Sardarpura, Kelan Chhattargarh Bikaner Rajasthan Bajju, Angnao, Surjara, Dabli, Bangarsar, Panwarwala, Bajju Bajju Bikaner Rajasthan Tejpura, Bajju Khalsa, Mithriya, Gogariyawala Kawni, Mehrasar Bikaner Bikaner Rajasthan Borana, Naukh Pokaran Jaisalmer Rajasthan Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s POWERGRID Bhadla Bikaner Transmission Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s POWERGRID Bhadla Bikaner Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court [F.No.25-16/1/2026-POWER GRID(MoP)] M.V.N.
