द्वािा मेसस सरिलायंस इंडस्ट्रीज लललमटेड िो रांसलमशन योजना “मेससस रिलायंस इंडस्ट्रीज लललमटेड िो लवद्य त आहिण इिाई
िे रूप म ें400/220 िेवी पण े (तळेगाव ए.आई.एस) स े50 मेगावाट िनेलटटलवटी प्रदान ििन ेहते पािेषण प्रणाली” म ेंशालमल
ओविहडे रांसलमशन लाइन लबछाने िे ललए लवद्य त अलिलनयम, 2003 िी िािा 68(1) िे अंतगसत पूवस अन मोदन प्रदान
किया िा।

13.01.2026 तिा भाित िे साप्तालहि िाजपत्र कदनांि 15.11.2025 म ें प्रिाशन िी तािीख स े दो महीनों िे भीति आम
जनता स े अवलोिन / अभ्यावेदन िी मांग ििते हुए नोरटस प्रिालशत किया िा। इसिे पश् चात, मेससस रिलायंस इंडस्ट्रीज
लललमटेड, न े कदनांकित 13.04.2026 िो एि हलफनामा प्रस्ट्तत किया, लजसम ें घोषणा िी गई िी कि भाित िे अलििारिि
िाजपत्र एव ं स्ट्िानीय समाचाि पत्रों म ें सावसजलनि सूचना िे प्रिाशन िे दो महीनों िे भीति जनता स े िोई अवलोिन /
अभ्यावेदन प्राप्त नहीं हुआ।
औि अब आवेदि न ेलवद्य त अलिलनयम, 2003 िी िािा 164 िे अंतगसत मेससस रिलायंस इंडस्ट्रीज लललमटेड िे ललए
ओविहडे रांसलमशन लाइन लबछाने िे ललए उन्ह ें वे सभी शलियां प्रदान ििने िा अन िोि किया ह,ै जो टेलीग्राफ लाइन्स िे
प्रयोजन िे ललए सििाि द्वािा स्ट्िालपत टेलीग्राफ लाइन्स औि खबं ों या उनिे िख-िखाव िे ललए भाितीय टेलीग्राफ अलिलनयम
1885 िे अतं गतस टेललग्राफ प्रालिििण िे पास ह।ै इस स्ट्िीम िे अंतगसत लनम्नलललखत ओविहडे लाइन शालमल ह:ैं-

अब, साविानीपूवसि लवचाि ििने िे पश्चात, लवद्य त मंत्रालय, भाित सििाि, लवद य त अलिलनयम, 2003 िी िािा
164 िे अतं गतस मेससस रिलायंस इंडस्ट्रीज लललमटेड िो उपिोि ओविहडे रांसलमशन लाइन िो लगान ेिे ललए वे सभी शलियां
लनम्नलललखत लनबंिनों एव ं शतों िे साि प्रदान ििता ह,ै जो टेलीग्राफ िे उद्देश्य िे ललए सििाि द्वािा स्ट्िालपत टेलीग्राफ
लाइनों औि खंबों या उनिे िख-िखाव िे ललए भाितीय टेलीग्राफ अलिलनयम, 1885 िे अतं गसत टेलीग्राफ प्रालिििण िे
पास ह।ै
i. यह अन मोदन 25 वषों िे ललए प्रदान किया जाता ह।ै
ii. आवेदि िो प्रस्ट्तालवत लाइनों िी स्ट्िापना स े पूवस संबंलित प्रालििारियों अिासत स्ट्िानीय लनिायों, िेलवे, िाष्ट्रीय
िाजमागस, िाज्य िाजमागस आकद िी सहमलत प्राप्त ििनी होगी।
iii. आवेदि िो लवद्य त अलिलनयम, 2003 िे अंतगसत सम लचत आयोग िे द्वािा तैयाि किए गए पािेषण,
ओ एडं एम, ओपन एटसेस आकद िे लवलनयमों/संलहताओं िा पालन ििना होगा।
iv. आवेदि िेंद्र सििाि िे लवद्य त लनिीक्षि/म ख्य लवद्य त लनिीक्षि िे अन मोदन िे पश्चात ही लाइनों िा प्रचालन ििेगा।
v. यह अन मोदन आवेदि द्वािा लवद्य त अलिलनयम, 2003 िे प्राविानों औि उसिे अंतगसत बनाए गए लनयमों िी
अपेक्षाओं िा अन पालन किए जाने िे अध्यिीन ह।ै
vi. मेसस सरिलायंस इंडस्ट्रीज लललमटेड िो लवद्य त लनिीक्षण िे समय लवमानन एव ंिक्षा प्रालिििणों इत्याकद, स ेअपेलक्षत
अन मलत िो प्राप्त ििने िे बाद, इस े िेंद्रीय लवद्य त प्रालिििण िो लवद्य त लनिीक्षण िे समय प्रस्ट्त त ििना होगा।

ORDER
New Delhi, the 3rd June, 2026
S.O. 2852(E).— Whereas M/s Reliance Industries Limited, the applicant with its registered office at 3rd Floor,
Maker Chambers IV, 222, Nariman Point, Mumbai, Maharashtra – 400021, has applied for authorization under Section
164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme,
“Transmission system for providing connectivity of 50 MW to M/s Reliance Industries Limited as Drawee Entity
connected to 400/220 kV Pune (Talegaon AIS)”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/87/2025-PG dated 24th September
2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission
line included in the transmission scheme, “Transmission system for providing connectivity of 50 MW to M/s Reliance
Industries Limited as Drawee Entity connected to 400/220 kV Pune (Talegaon AIS)”.
M/s Reliance Industries Limited had published notice for transmission scheme in local newspapers Financial
Express (in English) dated 12.10.2025, Navbharat Times (in Hindi) dated 12.10.2025 and Loksatta (in Marathi) dated
13.01.2026 and in Weekly Gazette of India dated 15.11.2025 for the general public to make observations /
representations on the proposed transmission route within two months from the date of publication. Subsequently,
M/s Reliance Industries Limited has submitted an affidavit dated 13.04.2026 declaring that no observation /
representation was received within two months from the date of Publication in the Newspaper / official Gazette of
Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
or maintained for laying of overhead transmission line for M/s Reliance Industries Limited. The following overhead
transmission line is covered under this scheme:
• RIL’s Nagothane Manufacturing Division switchyard (located at Village Bense, Taluka Pen, District Raigad,
Maharashtra) – Pune (Talegaon AIS) 220 kV D/c line.
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Rajasthan:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Reliance Industries Limited for laying above overhead transmission line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations / codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Reliance Industries Limited shall have to submit the requisite clearances to Central Electricity Authority
after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical
Inspection.
