कनेजक्टजवटी जसस्ट्टम प्रदान करने के जलए रांसजमिन प्रणाली” के अंतगगत आने वाली ओवरहडे रांसजमिन लाइनों के जलए
जवद्युत अजधजनयम की धारा 68(1) के अतं गतग पूव गअनुमोदन प्रदान दकया िा।
मैससग स्ट्प्रंग एनिी प्राइवेट जलजमटेड ने स्ट्िानीय समाचार पत्रों टाइम्स ऑफ इंजडया (अंग्रेिी में)
ददनांक 12.10.2024, यंगलीडर (हहदं ी में) ददनांक 07.04.2025, रखेवाल (गुिराती में) ददनांक 12.10.2024, और भारत

के साप्ताजहक रािपत्र ददनांक 10.05.2025 में रांसजमिन योिना के जलए प्रस्ट्ताजवत रांसजमिन मागग पर प्रकािन की तारीख
से 2 महीने के भीतर आम िनता की रटप्पजणयों / अभ्यावेदन की मांग करत े हुए नोरटस प्रकाजित दकया िा। इसके पश्चात,
मैससग स्ट्प्रगं एनिी प्राइवेट जलजमटेड न े ददनांक 13.01.2026 को एक हलफनामा प्रस्ट्तुत दकया है, जिसमें घोषणा की गई ह ै
दक भारत सरकार के आजधकाररक रािपत्र एवं स्ट्िानीय समाचार पत्रों में प्रकािन की तारीख से 2 महीने के भीतर कोई
रटप्पणी / अभ्यावेदन प्राप्त नहीं हुआ िा।
और अब आवेदक ने जवद्युत अजधजनयम, 2003 की धारा 164 के अंतगतग “गुिरात के बनासकांठा में मेससग स्ट्प्रंग
एनिी प्राइवेट जलजमटेड के सोलर पावर प्रोिेक्ट के जलए कनजे क्टजवटी जसस्ट्टम प्रदान करने के जलए रांसजमिन प्रणाली” के
तहत रांसजमिन लाइन जबछाने के जलए उसे व े सभी िजियां प्रदान करने का अनरु ोध दकया है, िो भारतीय टेलीग्राफ
अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अिवा अनुरजित दकये गए टेलीग्राफ लाइन
एवं खम्भे या इस प्रकार की स्ट्िापना और अनुरिण दकये िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अतं गतग

उपरोि योिना के अंतगगत ओवरहडे रांसजमिन लाइन गिु रात के जनम्न ांदकत गााँवों, कस्ट्बों और िहरों से होकर,
उन पर से, उनके आसपास से और बीच से होकर गुर्जरेगी:

अब, सावधानीपूवगक जवचार करन े के पश्चात, जवद्युत मंत्रालय, भारत सरकार, जवद्युत अजधजनयम, 2003 की धारा
164 के तहत, मैससग स्ट्प्रगं एनिी प्राइवेट जलजमटेड को उपरोि ओवरहडे रांसजमिन लाइन को लगान े के जलए व े सभी
िजियां जनम्नजलजखत जनबंधनों एवं ितों के साि प्रदान करता है, िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ
के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अिवा अनरु जित दकये गए टेलीग्राफ लाइन एवं खम्भे या इस प्रकार की स्ट्िापना
और अनरु िण दकये िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं
i. यह अनुमोदन 25 वषों के जलए प्रदान दकया िाता ह।ै
ii. आवेदक को प्रस्ट्ताजवत लाइन की स्ट्िापना से पूवग संबंजधत प्राजधकरणों अिातग ् स्ट्िानीय जनकायों, रेलवे, राष्ट्रीय
रािमागग, राज्य रािमागग आदद की सहमजत प्राप्त करनी होगी।
iii. आवेदक को जवद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम,
ओपन एक्सेस आदद के जवजनयमों/संजहताओं का पालन करना होगा।
iv. आवेदक केंद्र सरकार के जवद्युत जनरीिक/मुख्य जवद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन करेगा।
v. यह अनुमोदन आवेदक द्वारा जवद्युत अजधजनयम, 2003 के प्रावधानों और उसके तहत बनाए गए जनयमों की अपेिाओं

vi. मैससग स्ट्प्रगं एनिी प्राइवेट जलजमटेड को जवद्युत जनरीिण के समय जवमानन एवं रिा प्राजधकरणों इत्यादद, स े
अपेजित अनुमजत को प्राप्त करन े के बाद, इसे केंद्रीय जवद्युत प्राजधकरण को जवद्युत जनरीिण के समय प्रस्ट्तुत करना
होगा।
vii. यदद, उपरोि ओवरहडे लाइनों का माग ग(या उपरोि ओवरहडे लाइन के माग गका कुछ भाग) संिोजधत ग्रेट इंजडयन
बस्ट्टडग (िीआईबी) िेत्र म ें आता है, तो आवेदक को भारत के माननीय सव़ोच्च न्यायालय के ररट याजचका (जसजवल)
संख्या 838/2019 के ददनांक 19.12.2025 के आदिे और माननीय सव़ोच्च न्यायालय के उपरोि आदेि के अनुसरण
में सिम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदेि का पालन करना होगा।

New Delhi, the 9th February, 2026
S.O. 673(E).— Whereas M/s Sprng Energy Private Limited having its registered address at Shell Centre,
Commerzone, Block II, No.2, 200 Feet Radial Road, Pallikaranai, Chennai - 600100, Tamil Nadu, India, has applied
for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the
transmission scheme “Transmission system for providing connectivity to M/s Sprng Energy Private Limited for its
proposed Solar Power Plant in Banaskantha, Gujarat”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/84/2024-PG dated 30.08.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission system for providing connectivity to M/s Sprng Energy Private Limited for its
proposed Solar Power Plant in Banaskantha, Gujarat”.
M/s Sprng Energy Private Limited had published notice for transmission scheme in local newspapers The
Times of India (in English) dated 12.10.2024, Youngeleader (in Hindi) dated 07.04.2025, Rakhewal (in Gujarati) dated
12.10.2024, and in Weekly Gazette of India dated 10.05.2025 for the general public to make
observations/representations on the proposed transmission route within 2 Months from the date of publication.
Subsequently, M/s Sprng Energy Private Limited has submitted an affidavit dated 13.01.2026 declaring that no
observation/representation was received within 2 Months from the date of Publication in the official gazette of
Government of India and newspaper publications.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “Transmission system for providing
connectivity to M/s Sprng Energy Private Limited for its proposed Solar Power Plant in Banaskantha, Gujarat”. The
following overhead line is covered under this scheme:
i. SEPL (Generation switchyard located in village- Bharadwa, Tehsil - Suigam (Vav), District- Banaskantha,
Gujarat) – Radhanesda PS 220 kV S/c line (on D/c towers).
The transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Gujarat:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Sprng Energy Private Limited for laying above overhead line, which telegraph
authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the
purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following
terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Sprng Energy Private Limited shall have to submit the requisite clearances to Central Electricity Authority
after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical
Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
