2025 और भारत के साप्ताजहक रािपत्र ददनांक 15 निम्बर 2025 में प्रकािन की तारीख स े दो महीनों के भीतर आम
िनता से अिलोकन/ अभ्यािेदन की मांग करत े हुए नोरर्टस प्रकाजित दकया िा। इसके पश् चात, मसे स स सनश्योर
सोलरपाकस फोर्टीन प्राइिेर्ट जलजमर्टेड, ने ददनांक 18 फरिरी 2026 को एक हलफनामा प्रस्ट्तुत दकया, जिसम ें घोषणा
की गई िी दक भारत के िासकीय रािपत्र में सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर तीन (3)
अिलोकन/ अभ्यािेदन प्राप्त हुई िीं और मेससस सनश्योर सोलरपाकस फोर्टीन प्राइिेर्ट जलजमर्टेड द्वारा उसका उत्तर ददया
गया ह ै और आगे कोई अभ्यािदे न प्राप्त नहीं हुआ।
मेसस स सनश्योर सोलरपाकस फोर्टीन प्राइिेर्ट जलजमर्टेड न े ददनांक 14.01.2026 को एक िचन पत्र प्रस्ट्ततु
दकया ह,ै जिसम ें यह उल्लेख दकया गया ह ै दक प्रस्ट्ताजित ओिरहडे रांसजमिन लाइन(नो) का माग स रािस्ट्िान एि ं
गुिरात के सिं ोजधत ग्रेर्ट इंजडयन बस्ट्र्टड स (GIB) प्रािजमकता क्षेत्र के बाहर जस्ट्ित ह,ै िैसा दक ररर्ट याजचका (जसजिल)
संख्या 838/2019 के ददनांक 19.12.2025 के आदेि में संदर्भसत ह।ै आिेदक ने यह भी िचन ददया ह ै दक िह उक्त
जनणसय में जनजहत माननीय सिोच्च न्यायालय के सभी जनदिे ों तिा उक्त आदेि के अनुपालन में सक्षम प्राजधकारी द्वारा
भजिष्य म ें िारी दकए िान े िाल े दकसी भी जनदेि का पूणसतः पालन करेगी। साि ही, आिेदक ने यह भी बताया गया ह ै
दक रांसजमिन लाइन का सरं ेखण इस प्रकार बेहतर बनाया गया ह ैदक िहााँ तक संभि हो, ि े अजधकतम साझा मागस का
उपयोग करें।
और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेसस स सनश्योर सोलरपाकस फोर्टीन
प्राइिेर्ट जलजमर्टेड के जलए ओिरहडे रांसजमिन लाइन जबछाने के जलए उन्ह ें ि े सभी िजक्तयां प्रदान करन े का अनरु ोध
दकया ह,ै िो र्टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत र्टेलीग्राफ लाइन्स और खंबों या उनके रख-
रखाि के जलए भारतीय र्टेलीग्राफ अजधजनयम 1885 के अतं गसत र्टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत
जनम्नजलजखत ओिरहडे लाइन िाजमल ह:ैं
• मेससस सनश्योर सोलरपाकस फोर्टीन प्राइिेर्ट जलजमर्टेड सौर ऊिास पररयोिना - बीकानेर-IV (आई.एस.र्टी.एस)
पूहलंग स्ट्र्टेिन 220 केिी एस/सी लाइन (डी/सी र्टािर एिं एम/सी र्टािर पर)।
इस योिना के अंतगसत ओिरहडे पारेषण लाइन रािस्ट्िान राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन
पर से, उनके आसपास से और बीच स े होकर गुजरेगी:

अब, सािधानीपूिसक जिचार करन े के पश्चात, जिद्युत मत्रं ालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा
164 के अंतगसत मेसस स सनश्योर सोलरपाकस फोर्टीन प्राइिेर्ट जलजमर्टेड को उपरोक्त ओिरहडे रांसजमिन लाइन के जलए
ि े सभी िजक्तयां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो र्टेलीग्राफ लाइन्स के प्रयोिन के जलए
सरकार द्वारा स्ट्िाजपत र्टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय र्टेलीग्राफ अजधजनयम 1885
के अंतगसत र्टेजलग्राफ प्राजधकरण के पास है:
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना से पूि स संबजं धत प्राजधकाररयों अिासत स्ट्िानीय जनकायों, रेलिे,
राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण,
ओ एंड एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनमु ोदन के पश्चात ही लाइनों का प्रचालन

v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की
अपेक्षाओं का अनुपालन दकए िान े के अध्यधीन ह।ै
vi. मेससस सनश्योर सोलरपाकस फोर्टीन प्राइिेर्ट जलजमर्टेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा
प्राजधकरणों इत्यादद, से अपेजक्षत अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत
जनरीक्षण के समय प्रस्ट्तुत करना होगा।
vii. यदद, उपरोक्त ओिरहडे लाइनों का मागस (या उपरोक्त ओिरहडे लाइन के मागस का कुछ भाग) संिोजधत ग्रेर्ट
इंजडयन बस्ट्र्टडस (िीआईबी) क्षेत्र में आता ह,ै तो आिेदक को भारत के माननीय सिोच्च न्यायालय के ररर्ट
याजचका (जसजिल) संख्या 838/2019 के ददनांक 19.12.2025 के आदेि और माननीय सिोच्च न्यायालय के
उपरोक्त आदेि के अनुसरण में सक्षम प्राजधकाररयों द्वारा ददए गए दकसी भी अन्य जनदिे का पालन करना
होगा।

ORDER
New Delhi, the 13th April, 2026
S.O. 1913(E).—Whereas M/s Sunsure Solarpark Fourteen Private Limited, the applicant with its
registered office at 1101A-1107, 11th Floor, BPTP Park Centra, Jal Vayu Vihar, Sector-30, Gurugram,
Haryana, India – 122018, has applied for authorization under Section 164 of the Electricity Act, 2003 for
laying of overhead transmission line included in the transmission scheme for providing connectivity to M/s
Sunsure Solarpark Fourteen Private Limited for its 300 MW Solar Power Project in Bikaner, Rajasthan.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/95/2025-PG dated
17th October 2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of
overhead transmission line included in the transmission scheme for providing connectivity to M/s Sunsure
Solarpark Fourteen Private Limited for its 300 MW Solar Power Project in Bikaner, Rajasthan.
M/s Sunsure Solarpark Fourteen Private Limited had published notice for transmission scheme in
local newspapers, The Indian Express (in English) dated 28th October 2025 Dainik Yugpaksha (in Hindi)
dated 28th October 2025 and in Weekly Gazette of India dated 15th November 2025 for the general public to
make observations/ representations on the proposed transmission route within two months from the date of
publication. Subsequently, M/s Sunsure Solarpark Fourteen Private Limited has submitted an affidavit
dated 18th February 2026 declaring that three (03) nos. of observations / representations were received
within two months from the date of Publication in the official Gazette of Government of India and the same
have been answered by M/s Sunsure Solarpark Fourteen Private Limited and that no further representations
were received.
M/s Sunsure Solarpark Fourteen Private Limited has submitted an Undertaking dated 14.01.2026
stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great
Indian Bustard (GIB) Priority Area of Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble
Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further
undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment
as well as with any subsequent directions issued by the competent authorities in pursuance of the above
order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been
optimized, in such a way that they share maximum common stretch to the extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the
Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with
respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
by Government or to be so established or maintained for laying of overhead transmission line for M/s
Sunsure Solarpark Fourteen Private Limited. The following overhead transmission line is covered under
this scheme:-
• Sunsure Solarpark Fourteen Private Limited Solar Power Project - Bikaner-IV (ISTS) Pooling
station 220kV S/c line on D/c & M/c towers.
The overhead transmission line covered under the above scheme will pass through, over, around and
between the following villages, towns and cities of State of Rajasthan:
Villages Tehsil District State
Napasar (Napasariya), Kelan, Rajasar Bhatiyan, Motigarh, Ambaran Chhatargarh Bikaner Rajasthan
Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the
Electricity Act, 2003, confers all the powers to M/s Sunsure Solarpark Fourteen Private Limited for above
overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with
respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by
Government or to be established or maintained subject to following terms and conditions for installing the
above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies,
Railways, National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding
transmission, O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical
Inspector of Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act,
2003 and the rules made there under by the applicant.
vi. M/s Sunsure Solarpark Fourteen Private Limited shall have to submit the requisite clearances to
Central Electricity Authority after obtaining the same from concerned authorities like Civil
Aviation, Defense etc., at the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line)
falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the
directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil)
No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above
order by Hon’ble Supreme Court.
