जलए जवद्युत अजधजनयम की धारा 68(1) के अंतगसत पूवस अनुमोिन प्रिान दकया िा।

तारीख स े 2 महीन े के भीतर आम िनता की टटप्पजणयों / अभ्यावेिन की मांग करत े हुए नोटटस प्रकाजित दकया िा। इसके
पश्चात, मेसस सटीईक्यू ग्रीन पॉवर XVII प्राइवेट जलजमटेडए ने 24.03.2026 दिनांदकत एक हलफनामा प्रस्ट्तुत दकया ह,ै जिसम ें

घोषणा की गई ह ै दक भारत सरकार के आजधकाटरक रािपत्र एव ं स्ट्िानीय समाचार पत्रों म ें प्रकािन की तारीख स े 2 महीन े
के भीतर कोई टटप्पणी / अभ्यावेिन प्राप्त नहीं हुआ िा।
मेससस इराक्स इंटरनिे नल प्राइवेट जलजमटेड ने दिनांक 17.02.2026 को एक वचन पत्र प्रस्ट्तुत दकया ह,ै जिसम ें
यह उल्लेख दकया गया ह ै दक प्रस्ट्ताजवत ओवरहडे रांसजमिन लाइन(नो) का मागस गुिरात के संिोजधत ग्रेट इंजडयन बस्ट्टड स
(GIB) प्रािजमकता क्षत्रे के बाहर जस्ट्ित ह,ै िैसा दक टरट याजचका (जसजवल) संख्या 838/2019 के दिनांक 19.12.2025 के
आिेि म ें संिर्भसत ह।ै आवेिक ने यह भी वचन दिया ह ै दक वह उक्त जनणसय म ें जनजहत माननीय सवोच्च न्यायालय के सभी
जनिेिों तिा उक्त आििे के अनपु ालन म ें सक्षम प्राजधकारी द्वारा भजवष्य म ें िारी दकए िाने वाले दकसी भी जनिेि का पूणसतः
पालन करेगी। साि ही, आवेिक न ेयह भी बताया गया ह ैदक रांसजमिन लाइन का संरेखण इस प्रकार बेहतर बनाया गया ह ै
दक िहााँ तक संभव हो, वे अजधकतम साझा मागस का उपयोग करें।
और अब आवेिक ने जवद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “गुिरात के कच्छ म ें मेससस टीईक्यू ग्रीन
पॉवर XVII प्राइवेट जलजमटेड के 300 मेगावाट हाइजिड पॉवर प्रोिेक्ट के जलए कनेजक्टजवटी प्रिान करन े के जलए रांसजमिन
प्रणाली” के तहत रांसजमिन लाइन जबछान े के जलए उसे व े सभी िजक्तया ं प्रिान करन े का अनुरोध दकया ह,ै िो भारतीय
टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अिवा अनुरजक्षत दकय ेगए टेलीग्राफ
लाइन एव ं खम्भ े या इस प्रकार की स्ट्िापना और अनरु क्षण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के
अंतगतस जनम्नजलजखत ओवरहडे रांसजमिन लाइन ह:ैं
(i) टीिीपीएक्सवीआईपीएल (िनरेिन जस्ट्वचयाड स ग्राम बिरगढ़, तालुका-रापर, जिला-कच्छ, गुिरात म ें जस्ट्ित
ह)ै - लाकाजडया पीएस (आईएसटीएस) डी/सी टावरों पर 220 केवी एस/सी लाइन।
उपरोक्त योिना के अतं गतस ओवरहडे रांसजमिन लाइन गुिरात के जनम्न ादं कत गााँवों, कस्ट्बों और िहरों स े होकर, उन पर स,े
उनके आसपास स ेऔर बीच से होकर गुज़रेगी:

अब, सावधानीपूवसक जवचार करने के पश्चात, जवद्युत मंत्रालय, भारत सरकार, जवि य ुत अजधजनयम, 2003 की धारा
164 के अतं गतस मैससस टीईक्य ू ग्रीन पॉवर XVII प्राइवेट जलजमटेड को उपरोक्त ओवरहडे रांसजमिन लाइन के जलए वे सभी
िजक्तयां जनम्नजलजखत जनबंधनों एव ंितों के साि प्रिान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ
के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अिवा अनरु जक्षत दकय े गए टेलीग्राफ लाइन एवं खम्भे या इस प्रकार की स्ट्िापना
और अनरु क्षण दकय े िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं
i. यह अनुमोिन 25 वषों के जलए प्रिान दकया िाता ह।ै
ii. आवेिक को प्रस्ट्ताजवत लाइन की स्ट्िापना स े पूवस संबंजधत प्राजधकरणों अिातस स्ट्िानीय जनकायों, रेलवे, राष्ट्रीय
रािमागस, राज्य रािमागस आदि की सहमजत प्राप्त करनी होगी।
iii. आवेिक को जवद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम,
ओपन एक्सेस आदि के जवजनयमों/संजहताओं का पालन करना होगा।
iv. आवेिक केंद्र सरकार के जवद्युत जनरीक्षक/मुख्य जवद्युत जनरीक्षक के अनुमोिन के पश्चात ही लाइन का प्रचालन करेगा।
v. यह अनुमोिन आवेिक द्वारा जवद्युत अजधजनयम, 2003 के प्रावधानों और उसके तहत बनाए गए जनयमों की अपेक्षाओं
का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मैसस स टीईक्यू ग्रीन पॉवर XVII प्राइवेट जलजमटेड, को जवद्युत जनरीक्षण के समय जवमानन एव ं रक्षा प्राजधकरणों
इत्यादि, स े अपेजक्षत अनुमजत को प्राप्त करने के बाि इस े केंद्रीय जवद्युत प्राजधकरण को जवद्युत जनरीक्षण के समय

vii. यदि, उपरोक्त ओवरहडे लाइन का माग स(या उपरोक्त ओवरहडे लाइन के मागस का कुछ जहस्ट्सा) संिोजधत ग्रेट इंजडयन
बस्ट्टडस (िीआईबी) क्षत्रे म ें आता ह,ै तो आवेिक को भारत के माननीय सवोच्च न्यायालय के टरट याजचका (जसजवल)
संख्या 838/2019 में दिनांक 19.12.2025 के आिेि और माननीय सवोच्च न्यायालय के उपरोक्त आिेि के अनुसरण
म ें सक्षम अजधकाटरयों द्वारा दिए गए दकसी भी अन्य जनिेिों का पालन करना होगा। इस े वाजणज्य और उद्योग मंत्री
के अनुमोिन स े िारी दकया िाता ह।ै

ORDER
New Delhi, the 13th April, 2026
S.O. 1911(E).— Whereas M/s TEQ Green Power XVII Private Limited having its registered address at
2nd Floor, Square One Mall, Saket Business District, Court Chowk, Pushp Vihar, New Delhi-110017 India, has applied
for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the
transmission scheme “Transmission System for Providing connectivity to M/s TEQ Green Power XVII Private Limited
(TGPXVIIPL) for its 300 MW Hybrid Power Project in Kachchh, Gujarat”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/39/2025-PG dated 21.04.2025
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “Transmission System for Providing connectivity to M/s TEQ Green Power XVII Private Limited
(TGPXVIIPL) for its 300 MW Hybrid Power Project in Kachchh, Gujarat”.
M/s TEQ Green Power XVII Private Limited had published notice for transmission scheme in local newspapers
The Times of India (in English) dated 30.07.2025, Gujarat Vaibhav (in Hindi) dated 30.07.2025, Sandesh (in Gujarati)
dated 30.07.2025 and in Weekly Gazette of India dated 13.09.2025 for the general public to make observations/
representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s
TEQ Green Power XVII Private Limited has submitted an affidavit dated 24.03.2026 declaring that no observation/
representation was received within two months from the date of Publication in the official Gazette of Government of
India and newspaper publications.
M/S TEQ Green Power XVII Private Limited has submitted an Undertaking dated 17.02.2026 stating that the
route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority
Area of Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition
(Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme
Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities
in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment
has been optimized, in such a way that they share maximum common stretch to the extent possible
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “Transmission System for Providing
connectivity to M/s TEQ Green Power XVII Private Limited (TGPXVIIPL) for its 300 MW Hybrid Power Project in
Kachchh, Gujarat” . The following overhead line is covered under this scheme:
(i) TGPXVIIPL (generation switchyard situated in Village Badargadh, Taluka- Rapar, District-Kachchh,
Gujarat) – Lakadia PS(ISTS) 220 kV S/c line on D/c towers.
The transmission line covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Gujarat:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s TEQ Green Power XVII Private Limited for laying above overhead line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s TEQ Green Power XVII Private Limited shall have to submit the requisite clearances to Central Electricity
Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of
Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
