प्राजधकार स्ट्वीकृत करन े के पाचं वर्षों के भीतर प्राजधकृत कंपनी द्वारा अजधसूजचत िरू स्ट्थ क्षत्रे ों, जिन्ह ें भारत सरकार की
दिनांक 5 अगस्ट्त, 2003 की अजधसूचना संख्या पी-23015/1/2003-जवपणन म ें पररभाजर्षत दकया गया ह,ै म ें अपन े
प्रस्ट्ताजवत खुिरा जबक्री केंद्रों (आरओि) के कम स ेकम 5 प्रजतित खुिरा जबक्री केंद्र स्ट्थाजपत करना अपेजक्षत ह।ै
2. अब अजधसूजचत िरू स्ट्थ क्षेत्रों की सूची की समीक्षा की गई ह ै और दिनांक 5 अगस्ट्त, 2003 की उक्त अजधसूचना का
अजधक्रमण करते हुए केंद्रीय सरकार दिनांक 8 नवम्बर, 2019 के उक्त संकल्प के प्रयोिन के जलए जनम्नजलजखत क्षेत्रों को
“िरू स्ट्थ क्षेत्रों” के रूप म ें एतद्द्वारा अजधसूजचत करती ह ै:-

(i) उन जिलों को छोड़कर, जिनम ें जडगबोई, गुवाहाटी, बोंगाई गावं और नुमालीगढ़ ररफाइनररयां पड़ती ह,ै
पूवोत्तर राज्यों (अथाात अरुणाचल प्रििे , असम, मजणपुर, मेघालय, जमिोरम, नागालडैं , जसदिम और
जत्रपुरा) के सभी जिल;े
(ii) िम्मू और कठवा जिलों को छोड़कर िम्म ू और कमीर संघ िाजसत प्रिेि के सभी जिल;े
(iii) लद्दाख संघ िाजसत प्रिेि के सभी जिले;
(iv) जहमाचल प्रिेि के सभी जिल;े
(v) हररद्वार और उधमससंह नगर जिलों को छोड़कर उत्तराखंड के सभी जिले;

3. िरू स्ट्थ क्षेत्रों की उपयक्तुा सूची जनम्नजलजखत ितों के अधीन ह:ै-
(i) राष्ट्रीय रािमागों/राज्य रािमागों/एक्सप्रेस वेि पर स्ट्थाजपत दकए गए खुिरा जबक्री केंद्रों को िरू स्ट्थ क्षत्रे
खुिरा जबक्री केंद्रों के रूप म ेंनहीं जगना िाएगा;
(ii) नगर-पाजलका क्षेत्रों म ें स्ट्थाजपत दकए गए खुिरा जबक्री केंद्रों को िरू स्ट्थ क्षत्रे खुिरा जबक्री केंद्रों के रूप म ें

(iii) ओएमसीज़ िरू स्ट्थ जिलों के भीतर उन ब्लाकों को प्राथजमकता िें जिनका प्रजतजनजधत्व नहीं ह;ै
4. यह भी प्रावधान दकया िाता ह ैदक :-
(i) उपयुाक्त खंड – 3 म ें उजल्लजखत ितें उन खुिरा जबक्री केंद्रों के जलए लागू नहीं होंगी जिन्ह ें यह अजधसूचना
िारी करन े स े पहले आिय पत्र (एलओआईज़) िारी कर दिए गए ह।ैं
(ii) िहां तक उपयक्तुा खडं -2 के उपखंड (viii) स े (xx) में उजल्लजखत जिलों का संबंध ह,ै केवल उन्हीं खुिरा
जबक्री केंद्रों को िरू स्ट्थ क्षत्रे खुिरा जबक्री केंद्र माना िाएगा जिन्ह ें इस अजधसूचना के िारी दकए िाने के
बाि स्ट्थाजपत दकया िाता ह।ै

NOTIFICATION
New Delhi, 13th October, 2021
No.M-12029(11)/5/2020-OMC-PNG.—The Government of India, vide its Resolution No. P-12029(11)/
2/2018-OMC-PNG dated 8th November, 2019, had laid down guidelines for granting authorisation to market
transportation fuels (MS and HSD) to the new entrants. The said Resolution provides that within five years of grant of
authorisation, an authorised entity is required to set up at least 5% of its proposed number of retail outlets (ROs) in
notified remote areas, which have been defined in the Government of India’s Notification No. P-23015/1/2003-Mkt.
dated 5th August, 2003.
2. Now, the list of the notified remote areas has been reviewed and in supersession of the said Notification dated
5th August, 2003, the Central Government hereby notifies the following areas as the “Remote Areas” for the purpose
of the said Resolution dated 8th November, 2019:-
(i) All the districts of the North Eastern States (i.e., Arunachal Pradesh, Assam, Manipur, Meghalaya,
Mizoram, Nagaland, Sikkim and Tripura) except the districts in which Digboi, Guwahati,
Bongaigaon and Numaligarh refineries are located;
(ii) All the districts of the Union Territory of Jammu and Kashmir excluding the districts of Jammu &
Kathwa;
(iii) All the districts of Union Territory of Ladakh;
(iv) All the districts of Himachal Pradesh;
(v) All the districts of Uttarakhand, excluding the districts of Haridwar and Udhamsingh Nagar;
(vi) All the districts of Andaman & Nicobar Islands;
(vii) All the districts of Lakshadweep Islands.
(viii) The districts of Banka, Jamui, Khagaria, Nawada and Sheikhpura in the State of Bihar;
(ix) The districts of Balrampur, Bastar, Bijapur, Dakshin Bastar Dantewada, Kondagaon, Mahasamund,
Narayanpur, Sukma and Uttar Bastar Kanker in the State of Chhattisgarh;
(x) The districts of Dahod and Narmada in the State of Gujarat;
(xi) The districts of Chatra, Dumka, Garhwa, Godda, Gumla, Khunti, Latehar, Pakur, Pashchimi
Singhbhum, Ramgarh, Sahibganj and Simdega in the State of Jharkhand;
(xii) The districts of Raichur and Yadgir in the State of Karnataka;

(xix) The districts of Chitrakoot and Shrawasti in the State of Uttar Pradesh;

3. The above list of remote areas is subject to the following conditions:-
(i) The retail outlets setup on National Highways/ State Highways/ Expressways shall not be counted as
remote area outlets.
(ii) The retail outlets setup in municipal corporation areas shall not be counted as remote area outlets.
(iii) OMCs should give preference to unrepresented blocks within remote districts.
4. It is further provided that:-
(i) The conditions mentioned in clause 3 above shall not be applicable for those retail outlets for which
Letters of Intent (LoIs) have been issued before the issue of this notification.
(ii) As regards the districts mentioned in the sub-clauses (viii) to (xx) of clause 2 above, only those
retail outlets shall be considered as remote area outlets which are setup after the issue of this
notification.
