दिनांक 30.09.2024 िो भारत सरकार के असाधारण रािपत्र दिनांक 03.10.2024 म ें प्रकाजित की गई थी, द्वारा उस
अजधसूचना से संलग्न अनुसूची में जिजनदििॅष्ट भूजम में जिल साईट LNLF से LNC#193 तक ऑयल एण्ड नेचुरल गैस कॉरपोरेिन
जलजमटेड, द्वारा, गुिरात राज्य के िीिानपुरा गांि, तहसील एिं जिला मेहसाणा में पाइपलाइन जबछाने के प्रयोिन के जलए
उपयोग के अजधकार का अिजन के अपन ेआिय की घोषणा की थी;
और उक्त असाधारण रािपत्र अजधसूचना की प्रजतयां िनता को दिनांक 09.10.2024 तक उपलब्ध करा िी गई थी;
और सक्षम प्राजधकारी ने उक्त अजधजनयम की धारा 6 की उपधारा (1) के अधीन केन्द्रीय सरकार को ररपोटज िे िी है;
और केन्द्रीय सरकार न े उक्त ररपोटज पर जिचार करन े के पश्चात् और यह समाधान हो िाने पर दक उक्त भूजम
पाइपलाइन जबछाने के जलए अपेजक्षत ह,ै उसमें उपयोग के अजधकार का अिनज करने का जिजनश्चय दकया ह:ै

अतः अब, केन्द्रीय सरकार, उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए
यह घोषणा करती ह ै दक इस अजधसूचना से सलं ग्न अनुसूची में जिजनर्िजष्ट भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए;
और केन्द्रीय सरकार उक्त अजधजनयम की धारा 6 की उपधारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए यह
जनिेि िेती ह ैदक उक्त भूजम में उपयोग का अजधकार इस घोषणा के प्रकािन की तारीख से केन्द्रीय सरकार में जनजहत होने के
बिाए, सभी जिल्लगं मों से मक्तु होकर ऑयल एण्ड नेचुरल गैस कॉरपोरेिन जलजमटेड म ेंजनजहत होगा ।
पेरोजलयम और खजनि पाइपलाइन अजधजनयम,1962 की धारा 10 के अध्याधीन दकसी भी क्षजतपूर्तज के जलए ऑयल
एण्ड नेचुरल गैस कॉरपोरेिन जलजमटेड पणू जतया उत्तरिायी होगी और पाइपलाइन से सम्बजन्द्धत दकसी भी मामले पर केन्द्रीय
सरकार के जिरूद्ध कोई िाि, िािा या कानूनी कायजिाही नहीं हो सकेगी ।

NOTIFICATION
New Delhi, the 3rd September, 2025
S.O. 4055(E).— Whereas by notification of the Government of India in the Ministry of Petroleum and Natural
Gas S.O. No. 4323(E) Dated 30.09.2024 issued under Sub-Section (1) of Section 3 of the Petroleum and Minerals
Pipeline (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), (herein after referred to as the said Act),
published in the Extraordinary Gazette of India dated 03.10.2024 the Central Government declared its intention to
acquire the right of user in the land specified in the Schedule appended to that notification for the purpose of laying
pipeline from drill site LNLF To LNC#193 in Diwanpura village, Taluka & District Mehsana in the State of Gujarat
to be laid by Oil and Natural Gas Corporation Ltd.
And whereas copies of the said Extraordinary Gazette notification were made available to the public up to
dated 09.10.2024.
And whereas the Competent Authority has under Sub-Section (1) of Section 6 of the said Act submitted report to the
Central Government.
And whereas the Central Government, after considering the said report and on being satisfied that the said land
is required for laying the pipeline, has decided to acquire right of user therein.
Now therefore, in exercise of the powers conferred by Sub-Section (1) of Section 6 of the said Act, the Central
Government hereby declares that the right of user in the land specified in the Schedule appended to this notification is
hereby acquired for laying the pipeline.
And further, in exercise of the powers conferred by Sub-Section (4) of Section 6 of the said Act, the Central
Government hereby directs that the right of user in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in Oil and Natural Gas Corporation Ltd. free
from all encumbrances.
Oil and Natural Gas Corporation Ltd., shall be exclusively liable for any compensation in terms of Section 10
of the P&MP Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter
relating to the pipeline.
