L.-33004/99 सी.जी.-डी.एल.-अ.-31052023-246197 xxxGIDHxxx CG-DL-E-31052023-246197 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 327] नई ददल्ली, बुधवार, मई 31, 2023/ज्य ष्े ठ 10, 1945 No. 327] NEW DELHI, WEDNESDAY, MAY 31, 2023/JYAISHTHA 10, 1945 सस्ट्ं कृजत मत्रं ालय (भारतीय परु ातत्व सवक्षे ण) अजधसचू ना नई ददल्ली, 29 मई, 2023 सा.का.जन. 401(अ).—राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए, संस्ट्कृजत मंत्रालय, भारतीय पुरातत्व सवेक्षण, कजनष्ठ संरक्षण सहायक रर सरं क्षण सहायक (समूह ‘ग’ पद), भती जनयम, 2016 का जहां तक उसका संबंध संरक्षण सहायक के पदों से है, उन बातों के जसवाए अजधक्ांत करत े हुए, जजन्ह ें ऐस े अजधक्मण से पूव व दकया गया ह ै या करने का लोप दकया गया ह,ै संस्ट् कृजत मंत्रालय, भारतीय पुरातत्व सवेक्षण म ें संरक्षण सहायक के पद पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाती हैं, अथावत:्- 1. सजं क्षप्त नाम रर प्रारंभ .--- (1) इन जनयमों का संजक्षप् त नाम संस्ट्कृजत मंत्रालय, भारतीय पुरातत्व सवेक्षण, संरक्षण सहायक (समूह ‘ग’ पद) भती जनयम, 2023 ह।ै (2) ये राजपत्र म ेंइनके प्रकािन की तारीख को प्रवृत् त होंगे। 2. पद की सख्ं या, वगीकरण रर वते न मट्रै रक्स म ेंस्ट्त र.--- पद की संख्या, इसका वगीकरण रर इससे सलं ग्न वेतन मैट्ररक्स में स्ट् तर वह होगा जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट ह।ै 3. भती की पद्धजत, आय-ु सीमा रर अहतव ाएं, आदद .--- भती की पद्धजत, आय-ु सीमा, अहतव ाएं रर उससे संबंजधत अन्य पूवोक्त बातें वे होंगी जो अनुसचू ी के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट ह।ैं 3431 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतव ा.— वह व्यजि,---- (क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजवत ह,ै जववाह दकया ह,ै या जववाह की संजवदा की ह।ै (ख) जजसने अपन े पजत या अपनी पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया ह ै या जववाह की संजवदा की ह।ै उि पद पर जनयुजि का पात्र नहीं होगा : परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जववाह ऐसे व्यजि रर जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै रर ऐसा करन े के जलए अन्य आधार हैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट दे सकेगी। 5. जिजथल करन े की िजि .--- जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए जो कारण ह,ैं उन्ह ें लेखबद्ध करके रर संघ लोक सवे ा आयोग से परामिव करके इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवग वके व्यजियों की बाबत आदेि द्वारा जिजथल कर सकेगी। 6. व्यावजृ त्त.-- इन जनयमों की कोई बात, ऐसे आरक्षणों, आय-ु सीमा में छूट रर अन्य ट्ररयायतों पर प्रभाव नहीं डालेगी, जजनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछडा वग,व भूतपूवव सैजनकों रर अन्य जविेष प्रवगव के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पद का नाम पद की संख्य ा वगीकरण वेतन मैट्ररक् स में स्ट्त र चयन अथवा सीधे भती दकए जाने वाले अचयन पद व् यजक् तयों के जलए आयु- सीमा (1) (2) (3) (4) (5) (6) संरक्षण 540*(2023) साधारण केन् रीय स्ट् तर – 4 अचयन 18 से 27 वषव के बीच सहायक (*कायवभार के सेवा, समूह ‘ग’ (25500-81100 रू.) (केंरीय सरकार द्वारा आधार पर अराजपजत्रत, समय-समय पर जारी पट्ररवतवन दकया जा अनुसजचवीय अनुदिे ों या आदिे ों के सकता ह)ै अनुसरण में सरकारी सेवकों के जलए आयु सीमा चालीस वषव तक जिजथल की जा सकती है।) ट्रटप्पण: आयु सीमा अवधाट्ररत करने के जलए जनणावयक तारीख कमवचारी चयन आयोग द्वारा जवज्ञजपत दकया जाएगा। सीध ेभती दकए जान ेवाले व्यजियों के जलए सीध ेभती दकए जान ेवाल ेव्यजियों के जलए पट्ररवीक्षा की अवजध, यदद कोई हो। अपजे क्षत िजै क्षक रर अन्य अहताएव ं जवजहत आय ु रर िजै क्षक अहताएव ं प्रोन्नत व्यजियों की दिा म ेंलाग ूहोंगी या नहीं। (7) (8) (9) आवश्य क: नहीं; तथाजप इन जनयमों की अजधसूचना के दो वषव पहले भती दकए गए पदधारकों को भी (i) दकसी मान् यता प्राप्त बोडव से कम से कम ट्रटप्प ण: सीधी भती के जलए दो वषव प्रोन् नजत के जलए पात्रता हते ु संरक्षण में सेवा 10वीं उत् तीणव I की पट्रर वीक्षा अवजध में दो सप्त ाह कालीन प्रजिक्षण संतोषप्रद रूप से पूरा का अजनवायव आगमन प्रजिक्षण को (ii) दकसी मान् यता प्राप्त संस्ट् थान से न् यूनतम करना अपेजक्षत होगा। सफलतापूववक पूरा दकया जाना तीन वषव की अवजध का जसजवल इंजीजनयररग िाजमल होगा। में जडप्ल ोमा I[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 ट्रट प्प ण 1. जनयजु क् त होने पर, अभ् यथी को आगे रर प्रोन् नजत के जलए पयववेक्षण अवजध के दररान संरक्षण में सेवा-काल प्रजिक्षण सतं ोषप्रद रूप से पूरा करना अपेजक्ष त होगा। ट्रटप्प ण 2: अहतव ाएं अन् यथा सुअ्ह त अभ् य्थयों की दिा में कारणों के जलए जो लेखबद्ध दकए जाएं कमवचारी चयन आयोग के जव वेकानुसार जिजथल की जा सकती है। भती की पद्धजत: भती सीध ेहोगी या प्रोन्नजत द्वारा या प्रजतजनयजुि/आमले न द्वारा प्रोन्नजत या प्रजतजनयजु ि / आमेलन द्वारा भती की दिा तथा जवजभन्न पद्धजतयों द्वारा भरी जान ेवाली ट्ररजियों की प्रजतितता म ेंवे श्रजे णया ंजजनस ेप्रोन्नजत या प्रजतजनयजु ि या आमले न दकया जाएगा। (10) (11) सीधी भती द्वारा लागू नहीं होता। ट्रटप्पण :- स्ट् तर 2 में (19900-63200 रु.) ऐसे कजनष्ठ सहायक जजन्होंने इस ग्रेड में आठ वषव की जनयजमत सेवा की ह,ै को संरक्षण सहायक के रुप में प्रोन्नत दकया जाएगा रर जब उनमें से सभी प्रोन्नत हो जाएंगे तब कजनष्ठ सहायक संरक्षण का पद समाप्त हुआ माना जाएगा । यदद जवभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना भती करने में दकन पट्ररजस्ट्थजतयों में संघ लोक सेवा आयोग से परामिव दकया जाएगा (12) (13) समूह ग जवभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जवचार करने के जलए) जजसमें संघ लोक सेवा आयोग से परामिव करना जनम् नजलजखत सजम्मजलत ह:ैं आवश् यक नहीं है। (1) संयुक्त महाजनेदिे क (सरंक्षण) या जनदिे क(सरंक्षण), भारतीय पुरातत् व सवेक्षण – अध्य क्ष; (2) अजधक्षण पुरातत्त्व अजभयंता - सदस्ट् य; रर (3) उपजनदिे क (प्रिासन), भारतीय पुरातत् व सवेक्षण - सदस्ट् य I समूह ग जवभागीय पुजष्ट सजमजत (पुजष्ट पर जवचार करने के जलए) जजसमें जनम् नजलजखत सजम्मजलत ह:ैं (1) संयुक्त महाजनेदिे क (सरंक्षण) या जनदिे क(सरंक्षण), भारतीय पुरातत् व सवेक्षण - अध्य क्ष; (2) अजधक्षण पुरातत्त्व अजभयंता - सदस्ट् य; रर (3) उपजनदिे क (प्रिासन), भारतीय पुरातत् व सवेक्षण - सदस्ट् य I [फा. सं. जे-11012/3/2022-प्रिासन-I] एम. जेना, जनदेिक (प्रिासन)4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF CULTURE (Archaeological Survey of India) NOTIFICATION New Delhi, the 29th May, 2023 G.S.R. 401(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Culture, Archaeological Survey of India, Junior Conservation Assistant and Conservation Assistant (Group ‘C’ posts), Recruitment Rules, 2016, in so far as it relates to the post of Conservation Assistant, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Conservation Assistant in the Archaeological Survey of India, Ministry of Culture, namely:- 1. Short title and Commencement.- (1)These rules may be called the Ministry of Culture, Archaeological Survey of India, Conservation Assistant (Group ‘C’ post), Recruitment Rules, 2023. (2) They shall come into force on the date of their publications in the Official Gazette. 2. Number of post, classification and level in the pay matrix.- The number of post, its classification and level in the pay matrix attached therto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification etc.- The method of recruitment, age-limit, qualification and other matters relating thereto, shall be as specified in column (5) to (13) of the aforesaid Schedule. 4. Disqualification.- No person,- (a) who, has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other ground for doing so, exempt any person from the operation to this rule. 5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes. Other Backward Classes, ex- Servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard. SCHEDULE Name of post.
