Executive Summary & Key Takeaways

## Report on the Recognition of Zoo Amendment Rules, 2022 **1. Executive Summary:** This report analyzes the Recognition of Zoo Amendment Rules, 2022, as detailed in the provided notification from the Ministry of Environment, Forest and Climate Change. The core purpose of this amendment is to revise the fee structure for applications related to zoo recognition under the Wild Life Protection Act, 1972. The key findings indicate a simplification and standardization of application fees, specifically by removing the differential fee for renewal of recognition. **2. Introduction:** This report aims to provide a comprehensive overview of the Recognition of Zoo Amendment Rules, 2022, based solely on the provided government notification. It details the changes introduced to the original rules concerning the recognition of zoos, focusing on the adjustments to application fees. **3. Policy Overview:** * This document amends the *Recognition of Zoo Rules, 2009*. * Core Objective(s): Based on the text, the core objective of this *amendment* is to revise and standardize the fee structure for applications related to zoo recognition and operation. **4. Background and Rationale:** As this is an amendment, the likely reason for this specific amendment is to streamline the fee structure associated with zoo recognition applications. The removal of the separate, potentially lower, fee for renewal suggests a move towards a more uniform financial requirement for all application types, regardless of whether it is a new application or a renewal. This simplification likely aims to reduce administrative complexity. **5. Key Provisions / Changes:** This amendment focuses primarily on changes to rule 4 of the Recognition of Zoo Rules, 2009, which pertains to "Fee for Application," and rule 8, subrule 2. * **Change to Rule 4:** The amendment maintains the fee structure based on the zoo category (Large, Medium, Small, Mini) for applications made under subrule 1 of rule 3 and sets the fees as follows: Large - Rs. 2,00,000; Medium - Rs. 2,00,000; Small - Rs. 1,00,000; Mini - Rs. 50,000. It also clarifies that a newly established zoo making its first application will pay Rs. 2,00,000 regardless of category. For applications made under subrule 2 of rule 3, the fee is standardized at Rs. 2,00,000. The fees are payable through Demand Draft, Postal Order, or Electronic Transfer to the Central Zoo Authority, New Delhi. * **Effect of Change to Rule 4:** The amendment standardizes fees for new and renewal applications under subrule 1 of rule 3 for newly established zoos, as well as simplifies the process by explicitly detailing the fee structure based on zoo category. * **Change to Rule 8, subrule 2:** The phrase "except that the fee payable in respect of an application for renewal of recognition shall be five thousand rupees" has been omitted. * **Effect of Change to Rule 8, subrule 2:** This deletion removes the previous lower fee for renewal applications. Renewal applications will now likely be subject to the same fees as initial applications, depending on the category of the zoo and the specific application type (subrule 1 or 2 of rule 3). This implies a significant increase in fees for renewal in some cases. **6. Target Audience and Stakeholders:** The primary target audience and stakeholders are: * Existing zoo operators seeking renewal of their recognition. * New entities establishing zoos and applying for recognition. * The Central Zoo Authority, which is responsible for receiving and processing applications and managing the collected fees. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Central Zoo Authority, New Delhi, is the designated recipient of the application fees. The Ministry of Environment, Forest and Climate Change is responsible for enacting and publishing the amendment. * **Timelines/Procedures:** The amendment came into force on the date of its publication in the Official Gazette (July 15, 2022). The procedure involves paying the prescribed fee via Demand Draft, Postal Order, or Electronic Transfer to the Central Zoo Authority when submitting an application under rule 3. * **Amendment Specifics:** The implementation of this amendment requires the Central Zoo Authority to update its fee collection processes to reflect the new standardized fees, particularly the elimination of the lower renewal fee. **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of these specific changes is to: * **Increase revenue** for the Central Zoo Authority by eliminating the reduced renewal fee. * **Simplify the fee structure** for both applicants and the administering authority. * **Potentially discourage** the establishment of mini or small zoos due to higher initial and renewal fees. * **Increase the cost** for established zoos during the renewal of their recognition, especially impacting small and mini zoos. **9. Conclusion:** The Recognition of Zoo Amendment Rules, 2022, represents a simplification and potential revenue enhancement for the Central Zoo Authority. By standardizing and increasing the application fees for zoo recognition, particularly by removing the discounted renewal fee, the amendment aims to streamline the financial aspects of zoo regulation. While this might simplify administration, it could also increase the financial burden on zoo operators, especially those running smaller establishments and those seeking renewal. This report is based solely on the provided text; a more comprehensive analysis would require a review of the original Recognition of Zoo Rules, 2009, and related policy documents.
