L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E2x1x0x 92023-248875 CG-DL-E-21092023-248875 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 538] नई दिल्ली, बृहस्ट्प जतिार, जसतम्ब र 21, 2023/भार 30, 1945 No. 538] NEW DELHI, THURSDAY, SEPTEMBER 21, 2023/BHADRA 30, 1945 कार्मकि , लोक जिकायत तथा पिें न मत्रं ालय (कार्मिक और प्रजिक्षण जिभाग) अजधसचू ना नई दिल्ली, 21 जसतम्ब र, 2023 जनयम सा.का.जन. 680(अ).—जनम्नजलजखत सेिाओं के अनुभाग अजधकारी ग्रेड (ग्रडे ‘ख’) हते ु चयन सूजचयों में सजम्मजलत करने के जलए संघ लोक सेिा आयोग द्वारा िर्ि 2023 के जलए आयोजित की िाने िाली सयं ुक् त अनभु ाग अजधकारी (ग्रडे ‘ख’) सीजमत जिभागीय प्रजतयोगी परीक्षा के जनयम संबंजधत मंत्रालयों की सहमजत से सििसाधारण की सूचना के जलए प्रकाजित दकए िाते ह।ैं श्रणे ी I केन्द्रीय सजचिालय सेिा का अनुभाग अजधकारी ग्रेड श्रणे ी II भारतीय जििेि सेिा िाखा ‘ख’ के सामान्द्य संिग ि(कैडर) का अनुभाग अजधकारी ग्रेड श्रणे ी III रेलिे बोड िसजचिालय सेिा का अनुभाग अजधकारी ग्रडे श्रणे ी VIII आसूचना ब्यरू ो का अनुभाग अजधकारी ग्रडे 6035 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] श्रणे ी X सिस्त्र सेना मुख्यालय जसजिल सेिा में अनुभाग अजधकारी श्रणे ी XI कमिचारी राज्य बीमा जनगम में सहायक जनिेिक/ अनुभाग अजधकारी/ प्रबंधक ग्रडे -I 1. प्रत्येक ग्रडे /सेिा हते ु चयन सूची म ें िाजमल करन े के जलए चयन दकए िान े िाल े व्यजियों की संख्या, आयोग द्वारा िारी दकए गए नोटिस म ें जनर्िष्टि की िाएगी। जिजभन्न श्रेजणयों के तहत उम्मीििारों का अंजतम चयन कार्मिक एिं प्रजिक्षण जिभाग के दिनांक 12.04.2022 के कायािलय ज्ञापन संख्या 36012/2016/2019-स्ट्था.(आर.) के तहत िारी दििा-जनििे ों के आधार पर जििेर् अनुमजत याजचका (जसजिल) संख्या 30621/2011 से उत्पन्न 2022 की जसजिल अपील संख्या 629 के अंजतम जनणिय के अध्यधीन दकया िाएगा तथा अन्द् य बातों के साथ-साथ पटरणाम घोजर्त दकया िाएगा। श्रेणी III (अथाित ् रेलि े बोडि सजचिालय सेिा का अनुभाग अजधकारी ग्रेड) के संबंध में सहायक अनुभाग अजधकारी ग्रेड की िरीयता सूची को चुनौती िी गई ह,ै िर् ि 2019-2022 के जलए श्रेणी-III का पटरणाम (अथाति ् रेलि े बोड ि सजचिालय सेिा का अनुभाग अजधकारी ग्रेड) माननीय केन्द्रीय प्रिासजनक अजधकरण, प्रधान पीठ, नई दिल्ली के समक्ष लंजबत न्द्यायालयी मामलों (ओ.ए संख्या 114/2022 और 215/2022) के जनणिय तथा रेलि े बोड ि सजचिालय सेिा के सहायक अनुभाग अजधकारी (एएसओ) ग्रेड की िरीयता सूची म ेंसंिोधन, यदि कोई हो, के अध्यधीन अनजन्द्तम होगा। 2. संघ लोक सेिा आयोग द्वारा यह परीक्षा इन जनयमों के पटरजिष्ट म ें जनधािटरत ढगं से ली िाएगी। परीक्षा की तारीख और स्ट्थान का जनधािरण आयोग द्वारा दकया िाएगा और इसे पृथक रूप से सूजचत दकया िाएगा। 3. नीचे कॉलम 1 म ें उजल्लजखत ग्रडे और सेिाओं के स्ट्थायी अथिा जनयजमत रूप स े जनयुि अस्ट्थायी अजधकारी िो पात्रता की जनणाियक जतजथ (िसै ा दक नीचे उजल्लजखत ह)ै को कॉलम 2 में उजल्लजखत सेिा की अिजध और िैजक्षक योग्यता, आदि से संबंजधत ित ें पूरी करत े ह,ैं कॉलम 3 में उजल्लजखत सेिा की संबंजधत श्रेजणयों के जलए परीक्षा में बैठने के पात्र होंगे। पात्रता जनधारि ण हते ुजनणायि क जतजथ 1 िुलाई, 2023 2023 की परीक्षा के जलए कॉलम 1 कॉलम 2 कॉलम 3 केन्द्रीय सजचिालय सेिा का सहायक केन्द्रीय सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड या केन्द्रीय श्रणे ी I अनुभाग अजधकारी ग्रेड और केन्द्रीय सजचिालय आिुजलजपक सेिा के िैयजिक सहायक ग्रेड में पांच िर्ि से कम सजचिालय आिुजलजपक सेिा का िैयजिक की अनुमोदित सेिा न हो तथा कम से कम चार िार्र्िक कायि जनष्पािन सहायक ग्रेड (आिुजलजपक ग्रेड ‘ग’) मूल्यांकन टरपोिि प्राप्त की हों। केन्द्रीय सजचिालय आिुजलजपक सेिा (सीएसएसएस) के िैयजिक सहायक के पास दकसी मान्द्यताप्राप्त जिश्वजिद्यालय की स्नातक जडग्री या समकक्ष हो। हालांदक, डीओपीिी के दिनांक 13.09.2023 के आिेि संख्य ा 21/04/2023-सीएस.I(पी) के अनुसरण में सीिीएलई, 2017 के डीआर एएसओ की अनुमोदित सेिा 01.7.2018 से मानी िाएगी और िे सीएसएस जनयमािली, 2009 के जनयम 2(ग) एिं सीएसएस अनभु ाग अजधकारी (एलडीसीई) जिजनयमािली, 2010 के जनयम 4 की मौिूिा ितों म ें एक बारगी उपाय के रूप में छूि िेते हुए कम से कम 3 िर्ों की एपीएआर के साथ एसओ एलडीसीई, 2023 में िाजमल होने के जलए पात्र होंगे। भारतीय जििेि सेिा, िाखा ‘ख’ के सामान्द्य संिगि के सहायक ग्रेड/ साईफर संिगि के सहायक साईफर ग्रेड/ श्रणे ी II सामान्द्य संिगि का सहायक ग्रेड, आिुजलजपक संिगि के िैयजिक सहायक ग्रेड में पांच िर्ि से कम की आिुजलजपक संिगि का िैयजिक सहायक अनुमोदित सेिा न हो तथा कम से कम चार िार्र्िक कायि जनष्पािन ग्रेड और साईफर उप संिगि का सहायक मूल्यांकन टरपोिि प्राप्त की हों। इसके अजतटरक् त उम्मीििार के पास दकसी मान्द्यता प्राप्त जिश्वजिद्यालय की स्नातक जडग्री होनी चाजहए तथा ऐसे[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 साईफर ग्रेड अजनिायि प्रजिक्षण कायिक्रम(कायक्रि मों) को पूणि दकया होना चाजहए िो जििेि मंत्रालय द्वारा जनधािटरत हों। रेलिे बोडि सजचिालय सेिा का सहायक रेलिे बोडि सजचिालय सेिा के सहायक अनुभाग अजधकारी ग्रेड अथिा श्रणे ी III अनुभाग अजधकारी ग्रेड और रेलिे बोडि रेलिे बोडि सजचिालय आिुजलजपक सेिा के ग्रेड-II/ग्रेड ‘ग’/िैयजिक सजचिालय आिुजलजपक सेिा का ग्रेड सहायक ग्रेडमें अथिा िोनों में, िैसी भी जस्ट्थजत हो, अनुमोदित तथा ‘ग’/िैयजिक सहायक ग्रेड। लगातार सेिा 5 िर्ि से कम न हो। आसूचना ब्यूरो का सहायक ग्रेड/आसूचना (i) स्ट् थाई एिं जनयजमत रूप से जनयुक्त सहायक अनुभाग अजधकारी; श्रणे ी VIII ब्यूरो का आिुजलजपक सेिा ग्रेड –II अथिा (ii) आसूचना ब् यूरो के आिुजलजपक ग्रेड-।। (िैयजिक सहायक) जिनके पास मान्द् यता प्राप्त जिश् िजिद्यालय की स्ट्न ातक जडग्री हो, जिनकी पांच िर्ों से कम की अनुमोदित सेिा न हो एिं कम से कम चार िार्र्िक कायि-जनष् पािन मूल् यांकन टरपोिि भी जलखी गई हों। सिस्त्र सेना मुख्यालय जसजिल सेिा म ें सिस्त्र बल मुख्यालय सेिा के सहायक अनुभाग अजधकारी ग्रेड में 05 िर्ि श्रणे ी X सहायक अनुभाग अजधकारी से कम अनुमोदित एिं जनरंतर सेिा न हो। सामाजिक सुरक्षा अजधकारी/ प्रबंधक ग्रेड- ग्रेड िेतन 4600/- रूपये सजहत िेतन बैंड-2, 9300-34800/- रूपये िो श्रणे ी XI II/अधीक्षक ग्रेड के कमिचारी िर्ि की जनयजमत सेिा सजहत सामाजिक सुरक्षा अजधकारी/ प्रबंधक ग्रेड-II/ अधीक्षक ग्रेड के कमिचारी दकन्द्तु ित ि यह ह ै दक दकसी प्रजतयोगी परीक्षा, जिसमें सीजमत जिभागीय प्रजतयोगी परीक्षा िाजमल ह,ै के पटरणामों के आधार पर यदि कोई उम्मीििार (श्रेणी I, श्रेणी II में सजम्मजलत होन े िाल े ऐसे उम्मीििार को छोड़कर) उपयुिक् त कॉलम 1 में उजल्लजखत ग्रेडों में जनयिु दकया गया था, तो ऐसी परीक्षा जनणाियक तारीख से कम से कम 5 िर्ि पहले हो गई हो और उस ग्रेड में उसन े जनणाियक तारीख तक कम से कम 4 िर्ि की अनुमोदित तथा लगातार सेिा कर ली ह।ै टिप्पणी 1 ऊपर के कॉलम 1 में उजल्लजखत ग्रेडों और सेिाओं के ि े स्ट्थायी अथिा जनयजमत रूप म ें जनयुि अजधकारी िो सक्षम प्राजधकारी की स्ट्िीकृजत से जनयत अिजध के जलए संिग ि बाह्य पिों पर प्रजतजनयुजि पर ह,ैं यदि अन्द्यथा पात्र हों, तो इस परीक्षा में प्रिेि पाने के पात्र होंग े और प्रजतजनयुजि की अिजध के िौरान उनके द्वारा की गई सेिा, कॉलम 2 म ें उजल्लजखत सेिा अिजध के जलए अहकि होगी। तथाजप यह कॉलम 1 में उजल्लजखत ग्रडे ों तथा सेिाओं के उन अजधकाटरयों पर लाग ू नहीं होता ह ै जिन्द्ह ें उनके सम्बंजधत ग्रेड में संिगि बाह्य पि पर अथिा अन्द्य सेिा में “स्ट्थानान्द्तरण” पर कॉलम 1 में संिर्भित अपन े संबंजधत ग्रडे ों तथा सेिाओं में जनयुि दकया गया हो (चाह ेिे कोई धारणाजधकार (जलयन) रखते हों या नहीं रखते हों)। टिप्पणी 2 केन्द्रीय सजचिालय सेिा के िे सहायक अनुभाग अजधकारी और केन्द्रीय सजचिालय आिुजलजपक सेिा के ि े आिुजलजपक, जिन्द्होंन े भारतीय जििेि सेिा, िाखा ‘ख’ म ें जनयुजि के जलए जिकल्प दिया हो और ऐस े जिकल्प के अनुसरण म ें उस सेिा के दकसी ग्रेड में जनयिु कर जलए गए हों, श्रणे ी-I के जलए परीक्षा में प्रिेि के पात्र नहीं होंगे। टिप्पणी 3 केन्द्रीय सजचिालय सेिा के िे सहायक अनुभाग अजधकारी तथा केन्द्रीय सजचिालय आिुजलजपक सेिा के िे आिुजलजपक िो भारतीय जििेि सेिा, िाखा ‘ख’ में प्रजतजनयुजि पर ह ैं श्रेणी-II के जलए परीक्षा में प्रिेि पान े के पात्र नहीं होंगे। 4. कार्मिक एिं प्रजिक्षण जिभाग द्वारा भारत के रािपत्र म ें परीक्षा के जनयमों की अजधसूचना तथा आयोग द्वारा परीक्षा की सूचना (नोटिस) के प्रकाजित दकए िान े के बाि उम्मीििारों को यूपीएससी की िेब-साइि पर ऑन-लाइन माध्यम से आिेिन पत्र भरन े होंगे भागीिार सेिाओं की संिगि जनयंत्रण प्राजधकाटरयों द्वारा इसकी हाडि कॉपी के सत्यापन/प्रमाणीकरण के बाि इन्द्ह ें आयोग को उजचत माध्यम से भेिा िाना ह।ै जनधािटरत पात्रता ितों के संिभि म ें उम्मीििारों की पात्रता का जनणिय करन े के जलए आिेिनों की िांच संबंजधत संिगि जनयंत्रण प्राजधकाटरयों (सीसीए) द्वारा की िाएगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 5. दकसी भी उम्मीििार का आिेिन स्ट्िीकार करने तथा परीक्षा में बैठने के जलए उम्मीििार की पात्रता अथिा अन्द् यथा के संबंध म ेंआयोग का जनणिय अंजतम होगा। 6. दकसी भी उम्मीििार को परीक्षा म ें तब तक प्रिेि नहीं दिया िाएगा िब तक दक उसके पास आयोग का प्रिेि प्रमाण-पत्र न हो। 7. िो उम्मीििार जनम्नजलजखत के जलए आयोग द्वारा िोर्ी घोजर्त दकया गया ह:ै – (i) जनम्न जलजखत प्रकार से अपनी उम्मीििारी के जलए समथनि प्राप्त दकया ह,ै नामत: (क) गैरकाननू ी रूप से पटरतोर्ण की पिे कि करना, या (ख) िबाि डालना, या (ग) परीक्षा आयोजित करने स े संबंजधत दकसी व्यजि को ब्लकै मेल करना अथिा उसे ब्लैकमेल करने की धमकी िेना, अथिा (ii) प्रजतरूपण, अथिा (iii) दकसी अन्द्य व्यजि से छद्म रुप से कायि कराया ह,ै अथिा (iv) िाली प्रमाण-पत्र या ऐसे प्रमाण-पत्र प्रस्ट्ततु दकए ह ैंजिनमें तथ्यों को जबगाड़ा गया हो, अथिा (v) आिेिन फॉमि म ेंिास्ट्तजिक फोिो/हस्ट्ताक्षर के स्ट्थान पर असगं त फोिो अपलोड करना। (vi) गलत या झूठे ििव्य दिए ह ैंया महत्िपूणि तथ्यों को जछपाया ह,ै अथिा (vii) परीक्षा के जलए अपनी उम्मीििारी के संबंध में जनम्नजलजखत साधनों का उपयोग दकया है, नामत: (क) गलत तरीके स ेप्रश्न-पत्र की प्रजत प्राप्त करना; (ख) परीक्षा स ेसंबंजधत गोपनीय कायि से िुड़ ेव्यजि के बारे म ेंपूरी िानकारी प्राप्त करना; (ग) परीक्षकों को प्रभाजित करना; अथिा (viii) परीक्षा के िौरान उम्मीििार के पास अनुजचत साधनों का पाया िाना या प्रयोग दकया िाना; अथिा (ix) उत्तर पुजस्ट्तका(ओं) पर भद्दी बातें या भद्द े रेखाजचत्र बनाना अथिा असंगत सामग्री जलखना; अथिा (x) परीक्षा भिन म ें िव्यु ििहार करना जिसमें उत्तर पुजस्ट्तकाओं को फाड़ना, साथी परीक्षार्थियों को परीक्षा का बजहष्कार करने के जलए उकसाना अथिा अव्यिस्ट्था तथा ऐसी ही अन्द्य जस्ट्थजत पिै ा करना िाजमल है; अथिा (xi) परीक्षा आयोिन के जलए आयोग द्वारा जनयिु कमिचाटरयों को परेिान दकया हो या अन्द्य प्रकार की िारीटरक क्षजत पहुचं ाई हो; अथिा (xii) परीक्षा के िौरान मोबाइल फोन (चाह े िह जस्ट्िच ऑफ ही क्य ों ना हो), पेिर या दकसी अन्द्य प्रकार का इलेक्रॉजनक उपकरण या प्रोग्राम दकए िा सकने िाला जडिाइस या पेन ड्राइि, स्ट् मािि िॉच इत्यादि िैसा कोई स्ट्िोरेि मीजडया, या कैमरा या ब्लूिूथ जडिाइस या कोई अन्द्य उपकरण या संचार यंत्र के रूप में प्रयोग दकए िा सकने िाला कोई अन्द्य संबंजधत उपकरण, चाह े िह बंि हो या चालू, प्रयोग करते हुए या आपके पास पाया गया हो; अथिा (xiii) परीक्षा में िाजमल होने की अनमु जत िेते हुए उम्मीििार को भेिे गए प्रमाण-पत्रों के साथ िारी अनुििे ों में स े दकसी का भी उल्लंघन दकया ह;ै अथिा (xiv) उपयुिि खंडों में उजल्लजखत सभी अथिा दकसी भी कायि के द्वारा,िैसा भी मामला हो, आयोग को अिप्रेटरत करने का प्रयत् न दकया हो, तो उस पर आपराजधक अजभयोग (दक्रजमनल प्रौजसक्यूिन) चलाया िा सकता ह ै और साथ ही उसे : (क) आयोग द्वारा इन जनयमों के अन्द्तगति आयोजित परीक्षा जिसमें िह उम्मीििार है, म ें बठै ने के जलए अयोग्य ठहराया िाएगा और/अथिा (ख) उसे स्ट्थायी रूप से अथिा जनर्ििष्ट अिजध के जलए-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (i) आयोग द्वारा ली िान े िाली दकसी भी परीक्षा अथिा चयन से जििर्िित दकया िाएगा; (ii) केन्द्रीय सरकार द्वारा उसके अधीन दकसी भी नौकरी से जििर्िित दकया िाएगा; और (ग) उसके जिरुद्ध उपयिुि जनयमों के अधीन अनिु ासजनक कारििाई की िा सकती ह।ै बित े दक इस जनयम के अधीन कोई पेनल्िी तब तक अजधरोजपत नहीं की िाएगी िब तक: (i) उम्मीििार को इस संबंध म ें जलजखत अभ्यािेिन, िो िह िने ा चाह,े प्रस्ट्तुत करने का अिसर न दिया िाए, और (ii) उम्मीििार द्वारा उसे अनुमत समय म ेंप्रस्ट्ततु अभ्यािेिन,यदि कोई हो,पर जिचार न कर जलया िाए। 8. कोई भी व्यजि, िो आयोग द्वारा उक्त खंड (i) स े (xiii) म ें उजल्लजखत कुकृत्यों में स े दकसी कुकृत्य को करन े म ें दकसी अन्द्य उम्मीििार (उम् मीििारों) के साथ जमलीभगत या सहयोग का िोर्ी पाया िाता है, उसके जिरुद्ध उक्त खडं (xiv) के प्रािधानों के अनुसार कारििाई की िा सकती ह।ै 9. (i) परीक्षा के उपरांत, उम्मीििारों के नामों पर, िर् ि के जलए उनकी पात्रता के अध्यधीन िर्ि 2023 की टरजियों के जलए जिचार दकया िाएगा और आयोग द्वारा यथाजनधािटरत परीक्षा के प्रत्येक पेपर/भाग हते ु अहकि मानकों के अध्यधीन प्रत्येक उम्मीििार को अंजतम तौर पर दिए गए कुल अंकों के माध्यम स े यथा जनधािटरत योग्यता क्रम म ें आयोग द्वारा व्यिजस्ट्थत दकया िाएगा। चयन सूची म ें िाजमल दकए िाने के जलए श्रणे ीिार योग्यता (मेटरि) की सूजचयां, टरजियों की सख्ं या और उम्मीििार की मेटरि तथा अन्द्य सभी पात्रता की ितों को पूणि करन े के आधार पर होगी। आयोग के पास परीक्षा के दकसी या सभी स्ट्तर (स्ट्तरों) या पपे र (पेपरों) के जलए न्द्यनू तम अहकि मानिण्ड जनधािटरत करने का अजधकार ह।ै उपयुि/योग्य उम्मीििारों की अनुपलब् धता के कारण िर्ि 2023 में श्रेणी I, III, VIII और XI के जलए जिन टरजियों को भरा नहीं िा सका, उनको अगले टरजि िर्ि हते ु अग्रेनीत दकया िाएगा। श्रेणी II की परीक्षा में िाजमल होन े िाले उम्मीििारों के मामल े में उपयुि/योग्य उम्मीििारों के उपलब्ध न होन े के कारण उस िर्ि म ें केिल अनुसूजचत िाजत/अनुसूजचत िनिाजत श्रेणी के उम्मीििारों के जलए आरजक्षत केिल उन टरजियों, जिन्द्ह ें भरा नहीं िा सका हो, को ही अगली परीक्षा के जलए अग्रने ीत दकया िाएगा। (ii) प्रत्येक श्रेणी की चयन सूची में िाजमल दकए िाने हते ु अनसु ूजचत िाजत तथा अनुसूजचत िनिाजत के उम्मीििारों सजहत, उम्मीििारों के अंजतम चयन का जनधािरण कार्मिक एिं प्रजिक्षण जिभाग के दिनांक 12.04.2022 के कायािलय ज्ञापन सं. 36012/16/2019-स्ट्था.(आर.) के माध् यम स े िारी दििा-जनििे ों के आधार पर, जििेर् अनुमजत याजचका (जसजिल) संख्या 30621/2011 से उत्पन्न जसजिल अपील संख्या 629/2022 के अंजतम जनणिय के अध्यधीन दकया िाएगा। (iii) प्रत् येक श्रेणी के जलए चयन सूची में िाजमल दकए िान े हते ु पीडब्ल् यूबीडी उम् मीििारों के अंजतम चयन का जनणिय कार्मिक एिं प्रजिक्षण जिभाग के दिनांक 17.05.2022 के का.ज्ञा. 36012/01/2020-स्ट् था.(आरक्षण-।।) के माध् यम स े िारी दििा-जनिेिों के आधार पर दकया िाएगा। नोि:– उम्मीििारों को यह स्ट्पष्ट रुप से समझ लेना चाजहए दक यह एक प्रजतयोजगता परीक्षा ह,ै न दक अहकि परीक्षा। परीक्षा के पटरणाम के आधार पर प्रत्येक चयन सूची में िाजमल दकए िाने िाले व्यजियों की संख्या जनयत करने के जलए सरकार परू ी तरह स े सक्षम ह।ै अत: कोई भी उम्मीििार इस परीक्षा म ेंअपन े जनष्पािन के आधार पर चयन सूची म ें िाजमल दकए िाने के जलए अजधकार के रूप म ेंिािा नहीं कर सकेगा। 10. प्रत्येक उम्मीििार को परीक्षा के पटरणाम की सूचना दकस रूप में और दकस प्रकार िी िाए, इसका जनणिय आयोग द्वारा अपन े जििेकानुसार दकया िाएगा और आयोग परीक्षा पटरणाम के बारे म ें दकसी भी उम्मीििार से पत्राचार नहीं करेगा। 11. परीक्षा म ें उत् तीण ि होने मात्र स े जनयुजि का अजधकार तब तक नहीं जमलता िब तक दक सरकार आिश्यक िांच के बाि संतुष्ट न हो िाए दक उम्मीििार सेिा में कायि संचालन की िजृ ष्ट से चयन के जलए हर प्रकार से पात्र और योग्य ह:ै बिते आयोग द्वारा चयन के जलए अनुिंजसत दकए गए दकसी उम्मीििार को चयन के जलए अपात्र मानने के बारे म ें जनणिय आयोग के साथ परामि िकरके दकया िाएगा। 12. यदि कोई उम्मीििार परीक्षा में प्रिेि के जलए आिेिन करने के बाि अथिा परीक्षा में बैठने के बाि अपनी जनयुजि से त्यागपत्र िे िेता ह ै अथिा दकसी और कारण से सेिा छोड़ िते ा ह ै अथिा उससे संबन्द्ध-जिच्छेि कर लेता ह,ै प्राजधकारी के अनुमोिन से संिग ि बाह्य पि पर प्रजतजनयुजि पर जनयुि कर दिया गया ह।ै [फा. सं. 06/03/2023-सीएस-I (पी)] रित कुमार, संयिु सजचि पटरजिष्ट परीक्षा जनम्नजलजखत योिना के अनुसार आयोजित की िाएगी :– भाग । (क) नीचे पैरा 2 म ें दिए गए जिर्यों में अजधकतम 500 अंकों की जलजखत परीक्षा। भाग II जिन उम्मीििारों न े जलजखत परीक्षा में, आयोग द्वारा अपन े जििेक से जनधािटरत, न्द्यूनतम अहकि अंक प्राप्त दकए ह,ैं उनके सेिा अजभलेख का मूल् याकं न दकया िाएगा, जिसके जलए अजधकतम अंक 100 होंग े (श्रेणी I, II, III, VIII, X और XI श्रेजणयों के जलए) टिप्पणी 1: सेिा अजभलेख (अथाित बैठक के िौरान मल्ू यांकन बोडि को प्राप्त हुई अजधकाटरयों की एपीएआर) के मल्ू यांकन म ें अर्िित अंकों की गणना रैंक जनधािरण हते ु की िाएगी। मल्ू यांकन बोडों द्वारा एपीएआर का एक बार मूल्यांकन कर जलए िाने के उपरांत, बाि की जतजथ में, एपीएआर ग्रेडडगं आदि में दकसी पटरितिन सजहत दकसी भी पटरजस्ट्थजत में इसके पुनः मूल्यांकन हते ु दकसी भी अनरु ोध पर जिचार नहीं दकया िाएगा। टिप्पणी 2: सेिा अजभलेख के मूल्यांकन म ें न्द्यनू तम 40% (चालीस प्रजतित) अंक होन े चाजहए। इसजलए, सेिा अजभलेख के मूल्यांकन में 40% (चालीस प्रजतित) से कम अंक प्राप्त करन े िाले उम्मीििारों के नाम पर रैंक जनधािरण हते ु जिचार नहीं दकया िाएगा। 2. सेिा के जभन्न श्रजणयों के प्रजतयोगी उम्मीििारों को जनम्नजलजखत जिर्यों की जलजखत परीक्षा म ें बैठना होगा िो दक इस प्रकार ह:ै – पपे र जिर्य पपे र का प्रकार अजधकतम अंक अिजध सख्ं या 1. सामान्द्य अध्ययन और भारत के संजिधान और मूल्यांकन 100 कुल अकं – 6600[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 3. गलत उत्तरों के जलए पने ल्िी (िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों म)ें िस्ट्तजु नष्ठ प्रकार के प्रश्न पत्रों म ें उम्मीििार द्वारा अदं कत दकए गए गलत उत्तरों के जलए पने ल्िी (नकारात्म क अकं न) लगाई िाएगी। (i) प्रत्येक प्रश्न के उत्तर के जलए चार जिकल्प होंगे। उम्मीििार द्वारा प्रत्येक प्रश्न के जलए गलत उत्तर दिए िाने पर उस प्रश्न के जलए जनर्ििष्ट अंको म ेंसे एक जतहाई अंकों की किौती की िाएगी। (ii) यदि कोई उम्मीििार दकसी प्रश्न के एक स े ज्यािा उत्तर िेता ह,ै तो इसे गलत उत्तर माना िाएगा चाह ेदिए गए उत्तरों मे से एक सही भी हो तथा उस प्रश्न के जलए भी उपयुिि समान पेनल्िी होगी। (iii) यदि दकसी प्रश्न को खाली छोड़ दिया िाता ह,ै अथाित ् उम्मीििार द्वारा कोई उत्तर नहीं दिया िाता ह ै तो उस प्रश्न के जलए कोई पेनल्िी नहीं लगाई िाएगी। 4. परीक्षा के जलए पाठ्यक्रम, अनसु ूची में ििािए गए अनुसार होगा। 5. उम्मीििारों को टिप्पण एिं प्रारूपण और सार लेखन का उत्तर डहिं ी (िेिनागरी) या अग्रं ेिी म ें िेन े का जिकल्प होगा। सभी तीनों प्रश्नपत्र / परीक्षा पुजस्ट्तकाएं अग्रं ेिी तथा डहिं ी िोनों में होंगी। टिप्पणी 1:– टिप्पण एि प्रारूपण तथा सार लेखन पेपर के उत्तर जहन्द्िी (िेिनागरी) में िेन े के जिकल्प का उपयोग करन े िाले उम्मीििारों को अपनी इस इच्छ ा का उल्लेख ऑनलाइन आिेिन के संगत कालम म ें स्ट्पष्ट रूप स े करना चाजहए, नहीं तो यह समझा िाएगा दक िे उपयुिि प्रश्न पत्रों के उत्तर अग्रं ेिी में ही िेंगे। एक बार दिया गया जिकल्प अंजतम माना िाएगा और उि कालम म ेंपटरितनि करने के जलए दकसी भी अनरु ोध पर जिचार नहीं दकया िाएगा। टिप्पणी 2:– प्रश्न पत्र के उत्तर जहन्द्िी (िेिनागरी) में जलखने िाले उम्मीििार, यदि चाह ें तो, जहन्द्िी की िब्िािली, के साथ तकनीकी िब्िों के अग्रं ेिी पयायि , यदि कोई हों, भी कोष्ठक म ेंिे सकते ह।ै टिप्पणी 3:– यदि उम्मीििार द्वारा आिेिन प्रपत्र में जनर्िष्टि दकए गए माध्यम से इतर माध्यम का परीक्षा म ेंउत्तर जलखन े म ें प्रयोग दकया िाता ह ैतो ऐस ेउम्मीििारों के प्रश्न पत्र का मल्ू यांकन नहीं दकया िाएगा। 6. (i) उम्मीििारों को प्रश्नों के उत्तर स्ट्ियं जलखने होंगे। दकसी भी पटरजस्ट्थजत में उन्द्ह ें उत्तर जलखने के जलए स्ट्क्राइब की सहायता लेन े की अनुमजत नहीं िी िाएगी। हालांदक, िजृ ष्टहीन, लोकोमोिर दिव्यागं ता (िोनों भुिाएं प्रभाजित - बीए) तथा प्रमजस्ट्तष्कीय पक्षाघात श्रेजणयों के अंतगित बेंचमाकि दिव्यांग व्यजि ही मांग दकए िाने पर, स्ट् क्राइब की सुजिधा के जलए पात्र होंगे। आरपीडब्ल्यडू ी अजधजनयम, 2016 की धारा 2 (आर) के अंतगित यथापटरभाजर्त बेंचमाकि दिव्यांगताओं की अन्द्य श्रेजणयों िाले व्यजियों के मामले में केिल ऐसे उम् मीििार ही इस सुजिधा को प्राप् त करने के जलए पात्र होंग ेिो अनुबंध-I पर दिए गए प्रपत्र के अनुसार दकसी सरकारी स्ट्िास्ट्थ्य िेखभाल संस्ट्था के मुख्य जचदकत्सा अजधकारी/जसजिल सििन/जचदकत्सा अधीक्षक द्वारा िारी इस आिय का प्रमाण पत्र प्रस्ट्ततु करेंगे दक संबंजधत व्यजि जलखन े में िारीटरक रूप से अक्षम ह ै तथा उसकी ओर स ेपरीक्षा जलखन े के जलए स्ट्क्राइब की सेिाएं लने ा अजनिायि ह।ै इसके अजतटरि, जिजिष्ट दिव्यागं ता िाले ि े व्यजि िो आरपीडब्ल्यडू ी अजधजनयम, 2016 की धारा 2(एस) की पटरभार्ा के अंतगित िाजमल ह ैं परंत ु उि अजधजनयम की धारा 2(आर) की पटरभार्ा के अंतगति िाजमल नहीं ह ैं अथाित ् 40% स े कम दिव्यांगता िाल े व्यजियों की श्रेणी म ें ह ैं तथा जिन्द्ह ें जलखन े म ें कटठनाई होती ह,ै को अनुबंध-III म ें दिए गए प्रोफॉमाि के अनुसार सरकारी स्ट्िास्ट्थ्य संस्ट्था के सक्षम जचदकत्सा प्राजधकारी से प्राप्त इस आिय का प्रमाण-पत्र, दक संबंजधत व्यजि की लेखन क्षमता प्रभाजित ह ै तथा इनके परीक्षा जलखने के जलए स्ट्क्राइब अजनिाय ि ह,ै प्रस्ट्तुत करने के अध्यधीन, स्ट्क्राइब की सुजिधा के जलए पात्र होंगे। (ii) उम्मीििार को अपना स्ट्क्राइब लान े या आयोग को इसके जलए अनुरोध करन े का जििेकाजधकार है। ऑनलाइन आिेिन करते समय अनुबंध–II (जिन उम्मीििारों की दिव्यांगता 40% या अजधक ह)ै तथा अनुबंध-IV (जिन उम्मीििारों की दिव्यांगता 40% से कम ह ै एिं जलखने म ें कटठनाई होती ह)ै के प्रोफॉमाि के अनुसार स्ट्क्राइब का जििरण अथाति ् अपना या आयोग का और यदि उम्मीििार अपना स्ट्क्राइब लाना चाहते ह,ैं तो तत्संबंधी जििरण मांगा िाएगा। (iii) आयोग द्वारा उपलब्ध कराए गए स्ट्क्राइब के साथ-साथ स्ट्िय ं के स्ट्क्राइब की योग्यता, परीक्षा के जलए जनधािटरत न्द्यूनतम योग्यता मानिंड स े अजधक नहीं होगी। तथाजप, स्ट्क्राइब की योग्यता सिैि मैटरक अथिा इससे अजधक होनी चाजहए।8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (iv) िजृ ष्टहीन, लोकोमोिर अक्षमता (िोनों भुिाए ं प्रभाजित - Category I Section Officers’ Grade of the Central Secretariat Service. Category II Section Officer Grade of the General Cadre of the Indian Foreign Service, Branch ‘B’ Category III Section Officers’ Grade of the Railway Board Secretariat Service Category VIII Section Officers’ Grade of the Intelligence Bureau. The number of persons to be selected for inclusion in the Select List for each grade/service will be specified in the Notice issued by the Commission. After the notification of the rules of the examination in the gazette of India by the Department of Personnel & Training and publication of Notice of Examination by the Commission, the candidates will have to fill in the application form on-line on the UPSC web-site and hard copies of the same are to be routed through proper channel, to the Cadre Controlling Authorities of participating Services for verification/authentication and onward transmission to the Commission. The scrutiny of applications for deciding the eligibility of candidates with reference to the stipulated eligibility conditions will be done by the CCAs concerned. 5. The decision of the Commission with regard to the acceptance of the application of a candidate and his/her eligibility or otherwise for admission to the Examination shall be final. 6. No candidate will be admitted to the examination unless he holds certificate of admission from the Commission. 7. A candidate who is or has been declared by the Commission to be guilty of:- i. Obtaining support for his candidature by the following means, namely:- a. Offering illegal gratification to; or b. Applying pressure on; or c. Blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or ii. impersonation, or iii. procuring impersonation by any person, or iv. submitting fabricated document or documents which have been tampered with, or v. uploading irrelevant photos in the application form in place of actual photo/signature. vi. making statements which are incorrect or false or suppressing material information, or vii. resorting to the following means in connection with his candidature for the examination, namely:- a. obtaining copy of question paper through improper means; b. finding out the particulars of the persons connected with secret work relating to the examination; c. influence the examiners; or viii. being in possession of or using unfair means during examination, or ix. writing obscene matter or drawing obscene sketches or irrelevant matter in the script(s), or x. misbehaving in the examination hall including tearing of the scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or xi. harassing or doing bodily harm to the staff employed by the commission for the conduct of their examination, or xii. being in possession of or using any mobile phone, (even in switched off mode) , pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination; or xiii. violating any of the instructions issued to candidates along with their Admission Certificates permitting them to take the examination, or xiv. attempting to commit or, as the case may be, abetting the Commission of all or any of the acts specified in the foregoing clauses; may, in addition to rendering himself liable to criminal prosecution, be liable :- a. to be disqualified by the Commission from the Examination held under this Rules for which he/she is a candidate, and/or b. to be debarred either permanently or for a specified period- i. by the Commission from any examination or selection held by them ; ii. by the Central Government from any employment under them; and16 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] c. to disciplinary action under the appropriate rules. Any person who is found by the Commission to be guilty of colluding with a candidate(s) in committing or abetting the commission of any of the misdeeds listed at the clauses (i) to (xiii) above render himself liable to action in terms of the clause (xiv). 9. (i) After the examination, candidates shall be considered for vacancies for the year 2023 subject to their eligibility for the year and will be arranged by the Commission in the order of merit as disclosed by the aggregate marks finally awarded to each candidate subject to qualifying standards for each paper/part of the examination as decided by the Commission. Category wise merit lists for inclusion in the Select List will be based on the number of vacancies and candidate’s merit and fulfilment of all other eligibility conditions. The Commission reserves the right to fix minimum qualifying standards for any or all stage(s) or paper(s) of the Examination. Vacancies remaining unfilled in the year 2023 due to non-availability of suitable/qualified candidates will be carried forward to the next Vacancy year for Category I, III, VIII, and XI. Secy.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 17 APPENDIX The examination shall be conducted according to the following plan:- Part I (a) Written examination carrying maximum of 500 marks in the subjects as shown in para 2 below. Part II Evaluation of record of service carrying a maximum of 100 marks of candidates who obtain such minimum qualifying marks in the written examination as may be fixed by the Commission in their discretion (for categories I, II, III,VIII, X and XI); Note 1 : Marks obtained in evaluation of record of service (i.e. APARs of the officers available to the Assessment Board at the time of its meeting) will be counted for ranking. Once the APARs have been evaluated by the Assessment Boards, no request for its reassessment will be entertained under any circumstances including a change in APAR grading, etc. at a subsequent date. Note 2 :There shall be a minimum of 40% (forty percent) marks in the evaluation of record of service. Therefore, such candidates who obtain less than 40% (forty percent) marks in the evaluation of record of service will not be considered for ranking. 2. The subjects, in which the candidates competing for different categories of services will be required to take the written examination, will be as follows:-- Paper Subject Type of Max. Penalty for wrong answers (in Objective Type Papers) THERE WILL BE PENALTY (NEGATIVE MARKING) FOR WRONG ANSWERS MARKED BY A CANDIDATE IN THE OBJECTIVE TYPE QUESTION PAPERS. (i) There are four alternatives for the answer to every question. For each question for which a wrong answer has been given by the candidate, one third of the marks assigned to that question will be deducted as penalty. (ii) If a candidate gives more than one answer, it will be treated as a wrong answer even if one of the given answers happens to be correct and there will be same penalty as above for that question. (iii) If a question is left blank, i.e., no answer is given by the candidate, there will be no penalty for that question. 4. Syllabi for the Examination will be as shown in the schedule. 5. Candidates are allowed the option to answer the Noting and Drafting, Precis Writing paper either in Hindi (Devanagari) or in English. All the three question papers/test booklets will be set both in Hindi and English. Note 1 : Candidates desirous of exercising the option to answer the Noting and Drafting, Precis Writing paper in Hindi (Devanagari) should indicate their intention to do so in relevant column of on-line Application Form; otherwise it would be assumed that they would answer the aforesaid paper in English. The option once exercised shall be treated as final and no request for alteration in the said column shall be entertained. Note 2 : Candidates exercising the option to answer the paper in Hindi (Devanagari) may, if they so desire, give English version within brackets of the description of the technical terms, if any, in addition to the Hindi version.18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 3 : If a medium other than the one indicated by the candidate in the application form is used to write the answer in the examination, the paper of such candidates will not be evaluated. 6. (i) Candidates must write the papers in their own hand. In no circumstances will they be allowed the help of a scribe to write the answers for them. However, the Persons with Benchmark Disabilities in the categories of blindness, locomotor disability (both arm affected – BA) and cerebral palsy will be eligible for the facility of scribe, if desired by the person. In case of other category of Persons with Benchmark Disabilities as defined under section 2 (r) of the RPWD Act, 2016, such candidates will be eligible for the facility of scribe on production of a certificate to the effect that the person concerned has physical limitation to write, and scribe is essential to write examination on behalf, from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per proforma at Annexure-I. Further, for persons with specified disabilities covered under the definition of Section2(s) of the RPwD Act, 2016 but not covered under the definition of Section2(r) of the said Act, i.e. persons having less than 40% disability and having difficulty in writing will be eligible for the facility of scribe subject to production of a certificate to the effect that person concerned has limitation to write and that scribe is essential to write examination on his/her behalf from the competent medical authority of a Government healthcare institution as per proforma at Annexure – III. (ii) The candidates have discretion of opting for their own scribe or request the Commission for the same. The details of scribe i.e. whether own or the Commission’s and the details of scribe in case candidates are bringing their own scribe, will be sought at the time of filling up the application form online as per proforma at Annexure-II (for candidates having 40% disability or more) and Annexure-IV (for candidates having less than 40% disability and having difficulty in writing). (iii) The qualification of the Commission’s scribe as well as own scribe will not be more than the minimum qualification criteria of the examination. However, the qualification of the scribe should always be matriculate or above. (iv) The Persons with Benchmark Disabilities in the category of blindness, locomotor disability (both arms affected- BA) and cerebral palsy will be eligible for Compensatory Time of twenty minutes per hour of the examination. In case of other categories of Persons with Benchmark Disabilities, such candidates will be eligible for this facility on production of a certificate to the effect that the person concerned has physical limitation to write from the Chief Medical Officer/Civil Surgeon/Medical Superintendent of a Government Health Care institution as per proforma at Annexure-I. Further, for persons with specified disabilities covered under the definition of Section 2(s) of the RPwD Act, 2016 but not covered under the definition of Section 2(r) of the said Act, i.e. persons having less than 40% disability and having difficulty in writing will be eligible for compensatory time subject to production of a certificate to the effect that person concerned has limitation to write from the competent medical authority of a Government healthcare institution as per proforma at Annexure-III. (v) Facility of Scribe and/or Compensatory time to eligible candidates will be provided, if desired by them. Note (1) : The eligibility conditions of a scribe and the conduct of scribe inside the examination hall and the manner in which and extent to which the scribe can help the eligible candidates (as defined above) in writing the SOs (Gr.B) LDCE shall be governed by the instructions issued by the UPSC in this regard. Violation of all or any of the said instructions shall entail the cancellation of the candidature of the Persons with Benchmark Disabilities (PwBD) candidate in addition to any other action that the UPSC may take against the scribe. The Commission has the discretion to fix minimum qualifying marks in any or all the subjects of the examination. 8. Marks will not be allotted for mere superficial knowledge. 9. Deduction upto 5% of the maximum marks in the written subject will be made for illegible handwriting. 10. Credit will be given for orderly, effective and exact expression combined with due economy of words in the subjective paper. 11. Candidates should use only international form of Indian numerals (e.g. 1, 2, 3, 4, 5, 6 etc.) while answering Paper - III.
