(क) योिना के अिीन लाभ प्राप्त करन े के इच्छुक क्रकसी बचच् े (18 िषि स े कम आय ुके क्रदिय् ांगिन) को आिार संख्या रिन े का प्रमाण पत्र प्रस्तुत करना होगा या आिार प्रमाणीकरण स े गुिरना होगा; (ि) योिना के अिीन लाभ प्राप्त करन े के इच्छुक क्रकसी भी बचच् े, जिसके पास आिार संख्या नहीं ह,ै या जिसने अभी तक आिार के जलए नामांकन नहीं क्रकया ह,ै को योिना के जलए रजिस्रीकरण करने स े पहल े अपन े माता-जपता या अजभभािकों की सहमजत के अिय् िीन आिार नामांकन के जलए आिेदन करना होगा, परन्त ु िह उि अजिजनयम की िारा 3 के अनुसार आिार प्राप्त करने का हकदार हो, और ऐसा बच्चा आिार के जलए नामांक्रकत होने के जलए क्रकसी भी आिार नामांकन केंद्र (भारतीय जिजशष्ट पहचान प्राजिकरण (यूआईडीएआई) िेबसाइट www.uidai.gov.in पर उपलसि सूची) पर िाएगा; (ग) आिार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के अनुसार, जिभाग को अपनी कायािन्ियन एिेंसी के माध्यम स े उन लाभार्थियों के जलए आिार नामांकन सुजििाएं प्रदान करना आिश्यक ह,ै जिन्होंने अभी तक आिार के जलए नामांकन नहीं क्रकया ह ै और यक्रद संबंजित सलॉक या तालुका या तहसील म ें जस्थत कोई आिार नामांकन केंद्र नहीं ह,ै तो जिभाग अपनी कायािन्ियन एिेंसी के माध्यम से यूआईडीएआई के मौिूदा रजिस्रार के समन्िय से या सि् यं यूआईडीएआई रजिस्रार बनकर सुजििािनक स्थानों पर यूआईडीएआई आिार नामांकन सजु ििाएं प्रदान करेगा : परन्त ु िब तक बच्चे को आिार नहीं सौंपा िाता ह,ै तब तक योिना के अिीन ऐस े बच्च े को लाभ क्रदए िाएंगे, िो जनम्नजलजित दस्तािेिों के प्रस्ततु होने के अिीन होंग,े अथाित:् :- (क) (i) यक्रद लाभाथी को पांच िषि की आय ु के बाद नामांक्रकत क्रकया गया था (बायोमेररक्स क्लेक्शन के साथ), उसकी आिार नामांकन पहचान पची, या बायो-मैररक अपडेट पहचान पची या; (ii) लाभाथी द्वारा आिार नामांकन के जलए क्रकए गए अनुरोि की एक प्रजत; और (ि) योिना के अनुसार माता-जपता या जिजिक संरक्षक के साथ संबंि के प्रमाण के रूप म ें लाभार्थियों के जनम्नजलजित दस्तािेिों म ेंसे कोई भी, अथाित:् – i. िन्म प्रमाण पत्र; या समुजचत प्राजिकारी द्वारा िारी िन्म का ररकॉड;ि या ii. जिद्यालय के प्राचायि द्वारा जिजिित हस्ताक्षररत सक् ूल पहचान पत्र, जिसमें माता-जपता के नाम ह;ैं और iii. राशन काडि; या iv. भूतपूि िसैजनक अंशदायी स्िास््य योिना (ईसीएचएस) काडि; या कमिचारी राज्य बीमा जनगम (ईएसआईसी) काडि; या केंद्रीय सरकार स्िास््य योिना (सीिीएचएस) काडि; या v. पेंशन काडि; या vi. सेना कैंटीन काडि; या vii. कोई भी सरकारी पररिार पात्रता काडि; या viii. जिभाग द्वारा यथा जिजनर्दष्टि कोई अन्य दस्तािेि: परन्त,ु यह और क्रक, उपरोि दस्तािेिों को उस प्रयोिन के जलए जिभाग द्वारा जिशेष रूप स े नाजमत अजिकारी द्वारा िांचा िाएगा। 2. योिना के अिीन लाभार्थियों को सुजििािनक रूप स े लाभ प्रदान करन े के जलए, जिभाग अपनी कायािन्ियन एिेंसी के माध्यम से यह सुजनजित करने के जलए सभी आिश्यक व्यिस्था करेगा क्रक लाभार्थियों को योिना के अिीन आिार की आिश्यकता के बारे म ेंिागरूक करने के जलए मीजडया के माध्यम से व्यापक प्रचार क्रकया िाएगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 3. सभी मामलों म,ें िहां िराब बायोमेररक्स के कारण या क्रकसी अन्य कारण स े लाभार्थियों के आिार प्रमाणीकरण जिफल हो िाते ह,ैं जनम्नजलजित उपचारात्मक तंत्र अपनाए िाएंग,े अथाित:् – (क) िराब फफंगरप्प्रंट गुणित्ता के मामले म,ें प्रमाणीकरण के जलए आईररस स्कैन या फेस प्रमाणीकरण सुजििा को अपनाया िाएगा, और जिभाग, अपनी कायािन्ियन एिेंसी के माध्यम से, जनबािि रीजत स े लाभ प्रदान करने के जलए फफंगर-प्प्रंट प्रमाणीकरण के साथ-साथ आईररस स्कैनर या फेस प्रमाणीकरण के जलए प्राििान करेगा; (ि) यक्रद उंगजलयों के जनशान या आईररस स्कैन या फेस प्रमाणीकरण के माध्यम स े बायोमेररक प्रमाणीकरण सफल नहीं होता ह,ै िहां भी संभि और स्िीकायि हो, सीजमत समय िैिता िाले यथाजस्थजत आिार िन टाइम पासिडि या समय-आिाररत िन-टाइम पासिडि द्वारा प्रमाणीकरण क्रकए िाएंग;े (ग) अन्य सभी मामलों में, िहां बायोमेररक या आिार िन टाइम पासिडि या टाइम-आिाररत िन-टाइम पासिडि प्रमाणीकरण संभि नहीं ह,ै योिना के अिीन भौजतक (क्रफजिकल) आिार पत्र के आिार पर लाभ क्रदए िा सकते ह ैं जिसकी प्रामाजणकता आिार पत्र पर मुक्रद्रत त्िररत प्रजतक्रिया (क्यूआर) कोड के माध्यम स े सत्याजपत की िा सकती ह ै और त्िररत प्रजतक्रिया कोड रीडर की आिश्यक व्यिस्था जिभाग द्वारा अपनी कायािन्ियन एिेंसी के माध्यम स े सुजििािनक स्थानों पर प्रदान की िाएगी। 4. प्रत्येक बच्चा इस योिना के अिीन लाभ का हकदार होगा, और यक्रद कोई जशशु प्रमाणीकरण के माध्यम स,े या आिार संख्या रिन े का प्रमाण प्रस्तुत करके, या क्रकसी ऐस े जशश ु के मामले म,ें जिसे कोई आिार संख्या नहीं सौंपी गई ह,ै नामांकन के जलए आिेदन प्रस्तुत करन े पर अपनी पहचान स्थाजपत करने म ें जिफल रहता ह,ै तो ऐसे जशशु को पैरा 1 के उप-पैरा (ग) के परंतुक के िंड (ि) म ें यथा उजललजित अन्य दस्तािेिों के आिार पर उसकी पहचान सत्याजपत करके लाभ क्रदया िाएगा और िहां ऐसे अन्य दस्तािेिों के आिार पर लाभ क्रदया िाता ह,ै उसे ररकॉडि करने के जलए एक अलग रजिस्टर रिा िाएगा, जिभाग द्वारा अपनी कायािन्ियन एिेंसी के माध्यम स े जिसकी आिजिक रूप स े समीक्षा और लेिा परीक्षा की िाएगी। 5. यह अजिसूचना सभी राज्यों और संघ राि्य क्षेत्रों म ें रािपत्र म ेंइसके प्रकाशन की तारीि स े लाग ूहोगी। [फा. सं. पी. 13013/24/2023-यूडीआईडी/आईटी/सांजख्यकी] रािीि शमाि, संयुक्त सजचव MINISTRY OF SOCIAL JUSTICE AND EMPOWERMENT Department of Empowerment of Persons with Disabilities (divyangjan) NOTIFICATION New Delhi, the 8th August, 2023 S.O. 3591(E).—Whereas, the use of Aadhaar as identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one’s identity; And whereas, the Department of Empowerment of Persons with Disabilities, Ministry of Social Justice and Empowerment (hereinafter referred as the Department) in the Government of India is administering the Unique Disability Identification (UDID) (hereinafter referred to as the Scheme) as a Central Sector Scheme, which is being implemented through the District Medical Authorities or any other medical authority notified by the State Government or Union Territory Administration (hereinafter referred to as the Implementing Agency); And whereas, under the Scheme, unique central database of persons with disabilities, recognition of UDID card across the territory of the Union of India and potential benefits which may arise from time to time due to linking of various Government schemes with UDID card (hereinafter referred to as the benefits) is given to persons with disabilities who are below the age of 18 years (hereinafter referred to as the beneficiaries) as per the Scheme and extend guidelines issued thereunder; And whereas, the implementation of the Scheme involves recurring expenditure incurred from the Consolidated Fund of India;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely:- (a) a child (persons with disabilities who are below the age of 18 years) desirous of availing the benefit under the Scheme shall be required to furnish proof of possession of Aadhaar number or undergo Aadhaar authentication; (b) any child desirous of availing the benefit under the Scheme, who does not possess the Aadhaar number, or has not yet enrolled for Aadhaar, shall be required to make application for Aadhaar enrolment subject to the consent of his parents or guardians, before registering for the Scheme, provided such child is entitled to obtain Aadhaar as per section 3 of the said Act and that child shall visit any Aadhaar enrolment centre (list available at Unique Identification Authority of India (UIDAI) website www.uidai.gov.in) to get enrolled for Aadhaar; (c) as per regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department, through its Implementing Agency, is required to offer Aadhaar enrolment facilities for the beneficiaries who are not yet enrolled for Aadhaar and in case there is no Aadhaar enrolment centre located in the respective Block or Taluka or Tehsil, the Department through its Implementing Agency shall provide Aadhaar enrolment facilities at convenient locations in coordination with the existing Registrars of UIDAI or by becoming UIDAI Registrar themselves: Provided that till the time Aadhaar is assigned to the child, benefits under the Scheme shall be given to such child, subject to production of the following documents, namely:- (a) (i) if the beneficiary was enrolled after the age of five years (with biometrics collection), his Aadhaar Enrolment Identification slip, or of bio-metric update identification slip, or; (ii) a copy of the request made for Aadhaar enrolment by the beneficiary; and (b) any of the following documents of the beneficiaries as proof of relationship with the parent or legal guardian as per the Scheme, namely:– i. Birth Certificate; or Record of birth issued by the appropriate authority; or ii. (School identity card, duly signed by the Principal of the school, containing parents names; and iii. Ration Card; or iv. Ex-Servicemen Contributory Health Scheme (ECHS) Card; or Employees' State Insurance Corporation (ESIC) Card; or Central Government Health Scheme (CGHS) Card; or v. Pension Card; or vi. Army Canteen Card; or vii. any Government Family Entitlement Card; or viii. any other document as specified by the Department: Provided further that the above documents shall be checked by an officer specifically designated by the Department for that purpose. 2. In order to provide benefits to the beneficiaries under the Scheme conveniently, the Department, through its Implementing Agency, shall make all the required arrangements to ensure that wide publicity through media shall be given to the beneficiaries to make them aware of the requirement of Aadhaar under the Scheme. 3. In all cases, where Aadhaar authentication fails due to poor biometrics of the beneficiaries or due to any other reason, the following remedial mechanisms shall be adopted, namely:- (a) in case of poor fingerprint quality, iris scan or face authentication facility shall be adopted for authentication, and the Department, through its Implementing Agency, shall make provisions for iris scanners or face authentication along with finger print authentication for delivery of benefits in seamless manner; (b) in case the biometric authentication through fingerprints or iris scan or face authentication is not successful, wherever feasible and admissible, authentication by Aadhaar One Time Password or Time- based One-Time Password with limited time validity, as the case may be, shall be offered; (c) in all other cases, where biometric or Aadhaar One Time Password or Time-based One-Time Password authentication is not possible, benefits under the Scheme may be given on the basis of physical Aadhaar letter whose authenticity can be verified through the Quick Response code printed on the Aadhaar letter[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 and the necessary arrangement of Quick Response code reader shall be provided at convenient locations by the Department through its Implementing Agency. 4. Every child shall be entitled to the benefit under the Scheme, and in case a child fails to establish its identity, by undergoing authentication, or furnishing proof of possession of Aadhaar number, or in the case of a child to whom no Aadhaar number has been assigned, on producing an application for enrolment, the benefit shall be given to such child by verifying its identity on the basis of other documents as mentioned in clause (b) of the proviso to sub- paragraph (c) of paragraph 1, and where benefit is given on the basis of such other documents, a separate register shall be maintained to record the same, which shall be reviewed and audited periodically by the Department through its Implementing Agency. 5. This notification shall come into effect from the date of its publication in the Official Gazette in all the States and Union territories. [F. No. .
