## Policy Analysis Report: Appointment of Electrical Inspectors for Uttar Pradesh Metro Rail Corporation Ltd. (UPMRC)
**1. Executive Summary:**
This report analyzes a notification (S.O. 926(E)) issued by the Ministry of Power, Government of India, dated February 28, 2022. The notification pertains to the appointment of officers from Uttar Pradesh Metro Rail Corporation Ltd. (UPMRC) as Chief Electrical Inspector and Electrical Inspectors for UPMRC. This is a new policy (appointment), not an amendment. The core purpose is to designate qualified personnel within UPMRC to oversee electrical works, installations, and rolling stock within the corporation's jurisdiction. Key findings indicate that the appointments are subject to specific qualifications, conditions, and adherence to existing electricity safety regulations.
**2. Introduction:**
The purpose of this report is to provide an informative analysis of the Ministry of Power's notification (S.O. 926(E)) regarding the appointment of electrical inspectors for UPMRC, based solely on the information presented within the provided text.
**3. Policy Overview:**
* This is a new policy initiative.
* **Core Objective(s):** To officially appoint and authorize specific officers within Uttar Pradesh Metro Rail Corporation Ltd. (UPMRC) to function as Chief Electrical Inspector and Electrical Inspectors for the corporation. The objective is to ensure proper oversight and adherence to safety regulations concerning electrical works, installations, and rolling stock within UPMRC's operational jurisdiction.
**4. Background and Rationale:**
* **Likely Problem/Issue Addressed:** The policy likely addresses the need for designated and qualified personnel to be responsible for ensuring the safety and regulatory compliance of electrical systems within the UPMRC. The Electricity Act, 2003, empowers the government to appoint such inspectors. Without such appointments, the UPMRC would likely be non-compliant with regulations and could pose safety risks.
**5. Key Provisions / Changes:**
* The notification appoints three officers from UPMRC to specific roles:
* Shri Mohit Sonakiya (GMRS Kanpur) is appointed as Chief Electrical Inspector for UPMRC.
* Shri Vikash Kumar Dubey (JGM/OMTraction) is appointed as Electrical Inspector for UPMRC.
* Shri Amit Kumar (Dy CEE/Electrical) is appointed as Electrical Inspector for UPMRC.
* The appointments are effective from the date of the notification until their tenure in UPMRC ends or until further orders are issued, whichever comes first.
* The appointments are subject to the fulfillment of the qualifications and conditions outlined in the Qualification, Power and Function of Chief Electrical Inspector and Electrical Inspectors Rules, 2006 (as amended).
* The appointed officers are authorized to exercise their powers and perform their functions concerning electrical works, installations, and rolling stock within UPMRC's jurisdiction, following the procedures in the Central Electricity Authority (CEA) Measures relating to Safety and Electricity Supply Regulations, 2010 (as amended).
* The officers cannot function as inspectors for electrical work or installations that are their responsibility for execution or maintenance.
* The officers must undergo any necessary training as deemed appropriate by the Central Government to the Government's satisfaction.
**6. Target Audience and Stakeholders:**
* Uttar Pradesh Metro Rail Corporation Ltd. (UPMRC)
* The appointed officers: Shri Mohit Sonakiya, Shri Vikash Kumar Dubey, and Shri Amit Kumar.
* Ministry of Power, Government of India
* Central Electricity Authority (CEA)
* Any entities involved in electrical works, installations, and rolling stock within UPMRC's jurisdiction.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** Ministry of Power, UPMRC, Central Electricity Authority (CEA).
* **Timelines/Procedures:**
* Appointments are effective from the date of the notification (February 28, 2022) until the officer's tenure ends or further orders are issued.
* The officers must adhere to the procedures outlined in the CEA Measures relating to Safety and Electricity Supply Regulations, 2010 (as amended).
* The officers must undergo training as required by the Central Government.
* UPMRC is responsible for ensuring that the appointed officers do not inspect work for which they are responsible.
**8. Expected Outcomes / Impact of Changes:**
* The intended outcome is to strengthen the regulatory oversight of electrical systems within UPMRC, ensuring compliance with safety standards and regulations. This should lead to safer operations, reduced risk of electrical accidents, and improved reliability of UPMRC's electrical infrastructure.
**9. Conclusion:**
The Ministry of Power's notification formally designates qualified personnel within UPMRC to oversee electrical safety and compliance. This policy will contribute to a more robust and regulated electrical environment within the UPMRC. The appointments are contingent upon meeting specific qualifications and adherence to established safety regulations, highlighting the government's commitment to ensuring the safe and reliable operation of metro rail systems.
