1. सजं िप्त नाम और प्रारंभ- (1) इन जनयमों का संजिप्त नाम भाखडा ब्यास प्रबंध बोडग (संिोधन) जनयम, 2022 ह।ै
(2) ये रािपत्र म ें उनके प्रकािन की तारीख स े प्रिृत्त होंगे।
2. भाखडा ब्यास प्रबंध बोड ग जनयम, 1974 म ेंजनयम 4 के स्ट्थान पर जनम्नजलजखत जनयम रखे िाएगं ,े अथागत:्

(i)(क) बोड ग के अध्यि की संिोजधत िेतन संरचना केंद्रीय जसजिल सेिा (संिोजधत िेतन) जनयम, 2016
के प्रािधानों के अनुसार िेतन मैट्ररक्स म ें स्ट्तर-16 (205400-224400 रुपय)े होगी।

सेिारत व्यजि को अध्यि अथिा पूणगकाजलक सदस्ट्य के रूप म ें जनयुि दकया िाता ह,ै तो ऐसी जनयुजि िेतन,
िेतन िृजद्ध, उपदान, पेंिन और अन्य सेिाजनिृजत्त लाभों पर प्रजतकूल प्रभाि नहीं डालेगी िो यदद िे अध्यि अथिा
पूणगकाजलक सदस्ट्य, िैसा भी मामला हो, के रूप म ें जनयिु नहीं दकए गए होते तो आहट्ररत अथिा प्राप्त कर रह े
होते।
(ii) अध्यि अथिा पणू गकाजलक सदस्ट्य ऐस े यात्रा भत्त े और अन्य भत्तों के हकदार होंगे िो जनयम 6 म ें
संदर्भभत पंिाब जसजिल सेिा जनयम, खंड-3 (यात्रा भत्ता जनयम) के अधीन पंिाब सरकार के उच्चतम ग्रेड के
अजधकाट्ररयों को स्ट्िीकायग, अथिा सािगिजनक उद्यम चयन बोडग के अध्यि अथिा सदस्ट्यों के जलए स्ट्िीकाय ग अथिा
भाखडा ब्यास प्रबंध बोड ग द्वारा केंद्रीय सरकार के अनुमोदन स े समय-समय पर अपने उच्चतम रैंक के अजधकाट्ररयों
के जलए अपनाए गए यात्रा भत्तों और अन्य भत्तों म ें से िो भी अजधक हो (अनुबंध-6 के अनुसार संिोजधत), उसके
हकदार होंग;े
परंत ु भाखडा ब्यास प्रबधं बोड ग म ें प्रजतजनयुजि पर आने िाल े दकसी केंद्रीय सािगिजनक ित्रे के उपक्रम म ें
सेिारत व्यजि के मामल े म,ें कजथत बोड ग म ें उनकी प्रजतजनयुजि के दौरान प्रदिगन संबंधी िेतन स्ट्िीकाय ग नहीं होगा।
(iii) अध्यि और पणू गकाजलक सदस्ट्यों के िेतन और भत्तों का भुगतान बोडग की जनजधयों स े दकया िाएगा।
3. पात्रता-
(i) आय.ु- आिेदन प्राप्त करने की अंजतम जतजथ को अभ्यथी की आय ुअट्ठािन िर्ग स ेअजधक नहीं होनी चाजहए।
(ii) िार्भर्क गोपनीय ट्ररपोर्ग की उपलब्धता- यथालाग ू जिगत पांच िर्ों के जलए अद्यतन िार्भर्क गोपनीय ट्ररपोर् ग
डोजियर।
(iii) सतकगता मिं रू ी- अभ्यथी के जिरुद्ध कोई सतकगता अथिा अनिु ासजनक मामला लंजबत अथिा जिचाट्ररत नहीं
होना चाजहए।
(iv) अहतग ा और अनभु ि-
(क) अध्यि- अभ्यथी को दकसी मान्यता प्राप्त जिश्वजिद्यालय अथिा संस्ट्था स े जसजिल अथिा इलेजक्रकल अथिा
मैकेजनकल इंिीजनयररग म ेंइंिीजनयररग स्नातक अथिा उसके समकि होना चाजहए।
(क) उन्ह ें कम स े कम पच्चीस िर्ग का जनयजमत अनुभि होना चाजहए, जिसम ें स े जनम्नजलजखत के संबंध म ें पट्ररयोिना
प्रमुख के रूप म ेंकम से कम पाचं िर्ग का अनुभि (आिेदन प्राप्त करन े की अंजतम जतजथ को) प्राप्त हो,-
(i) जनमागण और प्रचालन,-
(क) 200 मगे ािार् अथिा उससे अजधक िमता की िृहद ्िल जिद्युत पट्ररयोिनाओं अथिा
(ख) 132 केिी एिं उससे अजधक के िोल्र्ेि स्ट्तर िाली न्यनू तम 500 सर्ककर् दकलोमीर्र पारेर्ण लाइन; का
जनमागण और प्रचालन
(ii) बडे बांधों (न्यूनतम ऊंचाई 50 मीर्र और लंबाई 300 मीर्र) अथिा 15 मीर्र ऊंचाई और 350 मीर्र
लंबाई के बैराि अथिा न्यूनतम 1000 क्यूसेक की िल िहन िमता िाले नहर नेर्िकग का जनमागण और प्रचालन;
अथिा
(ख) उन्होंने ससचाई अथिा जिद्युत पट्ररयोिनाओं के जनमाणग , प्रचालन, रखरखाि, आयोिना और जडिाइसनग म ें
न्यूनतम पच्चीस िर्ों के जनयजमत अनुभि सजहत मुख्य अजभयंता (ज्यष्ठे प्रिासजनक ग्रेड स्ट्तर) के रूप म ें काय ग दकया
हो।
(ख) सदस्ट्य (ससचाई)- अभ्यथी को दकसी मान्यता प्राप्त जिश्वजिद्यालय अथिा संस्ट्था स े जसजिल इंिीजनयररग म ें
इंिीजनयररग स्नातक अथिा समकि होना चाजहए और उन्ह ें जनमागण और प्रचालन स े संबद्ध पट्ररयोिना प्रमुख के
रूप म ें न्यूनतम तीन िर् ग के अनुभि सजहत न्यूनतम बीस िर्ग का जनयजमत अनुभि (आिेदन प्राप्त करन े की अंजतम
जतजथ को) जनम्नजलजखत म ेप्राप्त होना चाजहए,-

NOTIFICATION
New Delhi, the 23rd February, 2022
G.S.R. 148(E).—In exercise of the powers conferred by section 97 of The Punjab Re-organization
Act, 1966 (31 of 1966), the Central Government hereby makes the following rules further to amend the
Bhakra Beas Management Board Rules, 1974, namely:-
1. Short title and commencement - (1) These rules may be called the Bhakra Beas Management
Board (Amendment) Rules, 2022.
(2) They shall come into force on the date of their publication in the Official Gazette.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
2. In the Bhakra Beas Management Board Rules, 1974, for rule 4, the following rule shall be
substituted namely:-
“4. Selection Criteria in respect of appointment of Chairman and Whole-time Members.-
1. Method of Recruitment.- The posts shall be filled on Deputation or Direct Recruitment basis
with the approval of the Appointment Committee of Cabinet.
2. Salaries.-
(i)(a) Revised Pay structure of the Chairman of the Board shall be level-16 (Rs. 205400-
224400) in the pay matrix in accordance with the provisions of the Central Civil Services (Revised
Pay) Rules, 2016.
(i)(b) Revised Pay structure of whole-time Members of the Board shall be level-15 (Rs.
112200-224100) in the pay matrix in accordance with the provisions of the Central Civil Services
(Revised Pay) Rules, 2016.
Provided that where a person serving under the State Government, State Electricity Board,
Central public Sector Undertaking or the Central Government is appointed as the Chairman or a
whole-time Member, such appointment shall not adversely affect the pay, increment, gratuity,
pension and other retirement benefits which he would have drawn or received had he not been so
appointed as Chairman or whole-time Member as the case may be.
(ii) The Chairman or a whole-time Member shall be entitled to such travelling allowance
and other allowances as are admissible to the officers of the highest grade of the Govt. of Punjab
under the Punjab Civil Services Rules, Vol. lll (Travelling Allowance Rules) as referred to in rule
6, or as admissible to the Chairman or Members of the Public Enterprises Selection Board or as
adopted by the Bhakra Beas Management Board for its highest ranking officers from time to time
with the approval of the Central Govt., whichever is higher (Amendment as per Annexure VI);
Provided that in case of a person serving under any Central Public Sector Undertaking
coming on deputation to Bhakra Beas Management Board, the performance related pay shall not be
admissible during their deputation in the said Board.
(iii) The salary and allowances of the Chairman and whole-time Members shall be paid out
of the funds of the Board.
3. Eligibility.-
(i) Age.- The candidate should not be more than fifty eight years of age as on the closing date of
receipt of application.
(ii) Availability of Annual Confidential Reports.- Up-to-date Annual Confidential Reports
Dossiers for the last five years as applicable.
(iii) Vigilance Clearance.- No Vigilance or Disciplinary case should be pending or contemplated
against the candidate.
(iv) Qualification and Experience.-
(a) Chairman.- The candidate should be an engineering graduate or equivalent in Civil or
Electrical or Mechanical Engineering from a recognised University or Institution.
(A) He should have a minimum twenty five years of regular experience with a minimum of five
years experience (as on the closing date of receipt of application) as Head of Project involved in,-
(i) Construction and operation of,-
(a) Large Hydro Electric Projects with 200 MW capacity or more or
(b) minimum 500 circuit kilometres transmission line having voltage level of 132kV and above;
(ii) Construction and Operation of large dams (Minimum 50m height and 300m Length) or
Barrage of 15m height and 350m length or Canal network with water carrying capacity of

(B) He should have worked as a Chief Engineer (Senior Administrative Grade Level) with
minimum twenty five years of regular experience in construction, operation, maintenance, planning
and designing of Irrigation or Power Projects.
(b) Member (Irrigation).- The candidate should be an engineering graduate or equivalent in Civil
Engineering from a recognised University or Institution and he should have minimum twenty years
of regular experience with a minimum of three years experience (as on the closing date of receipt
of application) as Head of Project involved in construction and Operation of,-
(a) Large Dam (Minimum 50m height and 300m Length); or
(b) Barrage of minimum 15m height and 350m length; or
(c) Canal network with water carrying capacity of minimum 1000 cusecs.
(c)Member (Power).- The candidate should be an engineering graduate or equivalent in Electrical
or Mechanical Engineering from a recognised University or Institution and he should have
minimum twenty years of overall experience with a minimum of three years experience (as on the
closing date of receipt of application) as Head of Project involved in construction and operation of,-
(a) Large Hydro Electric Projects with 200 MW capacity or more; or
(b) minimum 500 circuit kilometres transmission line having voltage level of 132kV and above.
4. Lien.- Candidate can maintain lien with the parent department, if allowed by the parent
department.
5. Composition of Search-cum-Selection Committee.- The Committee shall consist of:-
(i) Chairman:- with the approval of Department of Personnel and Training and consisting of:-
a) Secretary, Ministry of Power – Chairman;
b) Secretary, Ministry of New and Renewable Energy – Member;
c) Secretary, Ministry of Jal Shakti– Member;
d) Chairman of one of the Central Public Sector Undertakings under the administrative control
of Ministry of Power, to be nominated by Hon’ble Minister - Member;
e) An outside expert as Member to be nominated by the Hon’ble Minister.
(ii) Member (Power) and Member (Irrigation):- With the approval of the Department of Personnel
and Training and consisting of:-
a) Secretary, Ministry of Power – Chairman;
b) Chairman, Central Water Commission– Member;
c) Chairman, Central Electricity Authority – Member;
d) Chairman, Bhakra Beas Management Board – Member;
e) An outside Expert as Member to be nominated by the Hon’ble Minister.”
