और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस रांसजमिन योिना “श्री सत्य साईं जिला,
आंध्र प्रदिे म ें 100 मेगािाट सौर ऊिास संयंत्र के जलए मेससस एनएचपीसी जलजमटेड को कनेजक्टजिटी प्रदान करने के जलए
रांसजमिन प्रणाली” के तहत रासं जमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करने का अनरु ोध दकया ह,ै िो
भारतीय टेलीग्राि अजधजनयम, 1885 के तहत टेलीग्राि के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकय े
गए टेलीग्राि लाइन एि ंखम्पभे या इस प्रकार की स्ट्िापना और अनुरिण दकय ेिाने के जलए, टेलीग्राि प्राजधकरण को प्राप्त ह।ैं
योिना के अंतगसत जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं
1. मेसस सएनएचपीसी जलजमटेड के िनरेिन जस्ट्िच याडस (गांि पेदाबल्ली कोतापल्ल,े तालुकााः काददरी, जिलााः श्री सत्य
साई, आध्रं प्रदिे ) से एनपी कुंटा पीएस (आईएसटीएस एस/एस) तक 220 केिी एस/सी रांसजमिन लाइन।
उपरोि योिना के अतं गतस ओिरहडे रांसजमिन लाइन आंध्र प्रदेि के जनम्पन ादं कत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर
स,े उनके आसपास स ेऔर बीच स े होकर गुज़रेगी।

अब, सािधानीपूिसक जिचार करन े के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससस एनएचपीसी जलजमटेड को उपरोि
ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता ह,ै िो
भारतीय टेलीग्राि अजधजनयम, 1885 के तहत टेलीग्राि के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकय े
गए टेलीग्राि लाइन एि ंखम्पभे या इस प्रकार की स्ट्िापना और अनुरिण दकय ेिान ेके जलए, टेलीग्राि प्राजधकरण को प्राप्त ह-ैं
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना स े पूिस संबंजधत प्राजधकरणों अिातस ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम,
ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं

vi. मेसस स एनएचपीसी जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ं रिा प्राजधकरणों इत्यादद, स े अपेजित
अनुमजत को प्राप्त करने के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा।
vii. यदद उपरोि ओिरहडे लाइन का माग स (या उपरोि ओिरहडे लाइन के माग स का कुछ भाग) ग्रेट इंजडयन बस्ट्टड स
(िीआईबी) ित्रे म ें आता ह ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामले के संबंध म ें 2019 की याजचका
संख्या 838 पर माननीय उच्चतम न्यायालय के आदेिों का और माननीय उच् चतम न्यायालय द्वारा गरित
तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा।

New Delhi, the 9th July, 2025
S.O. 3066(E).— Whereas M/s NHPC Limited having its registered address at NHPC Office Complex, Sector-
33, Faridabad, Haryana, India-121003 has applied for authorization under Section 164 of the Electricity Act, 2003 for
laying of overhead transmission line under the transmission scheme “Transmission System for providing connectivity
to M/s NHPC Limited for its 100 MW Solar Power Plant in Sri Sathya Sai District, Andhra Pradesh”.
And whereas, Ministry of Power, Government of India vide its letter No. 25-17/102/2024-PG, dated 22nd
November, 2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line
covered under the transmission scheme “Transmission System for providing connectivity to M/s NHPC Limited for its
100 MW Solar Power Plant in Sri Sathya Sai District, Andhra Pradesh”.
M/s NHPC Limited had published notice for transmission scheme in local newspapers The Hindu (in English)
dated 02.12.2024, Daily Hindi Milap (in Hindi) dated 02.12.2024, Eenadu (in Telugu) dated 02.12.2024 and in Weekly
Gazette of India dated 21.12.2024 for the general public to make observations/representations on the proposed
transmission route within 2 Months from the date of publication. Subsequently, M/s NHPC Limited has submitted an
affidavit dated 29.04.2025 declaring that no observation/representation was received within 2 Months from the date of
Publication in the Newspaper / official gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of electric lines under the transmission scheme “Transmission System for providing
connectivity to M/s NHPC Limited for its 100 MW Solar Power Plant in Sri Sathya Sai District, Andhra Pradesh”. The
following overhead line is covered under this scheme:
1. Generation Pooling Station of M/s. NHPC Limited (Generation Switchyard in Village: Pedaballi Kothapalle,
Taluka: Kadiri, District: Sri Sathya Sai, Andhra Pradesh) to N P Kunta PS (ISTS Sub-station) 220kV S/c Line
on D/C Tower.
The transmission line covered under the above scheme will pass through, over, around and between the following

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s NHPC Limited for laying above overhead line, which telegraph authority
possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of
a telegraph established or maintained, by Government or to be established or maintained subject to following terms and
conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s NHPC Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining
the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
