400009, भारत म ेंजस्ट्ित ह,ै न ेरांसजमिन योिना “तजमलनाडु के करूर म ें198 मेगािाट की पिन ऊिास पररयोिना के जलए मेससस टाटा पािर ररन्यूएबल एनिी जलजमटेड को कनेजटटजिटी प्रदान करने के जलए रांसजमिन प्रणाली” के तहत ओिरहडे रांसजमिन लाइन जबछान े के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत प्राजधकृत करन े हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार ने अपन े पत्र स.ं 25-17/54/2024-PG ददनांदकत 06.06.2024 के द्वारा रांसजमिन योिना “तजमलनाडु के करूर म ें 198 मेगािाट की पिन ऊिास पररयोिना के जलए मेससस टाटा पािर ररन्यूएबल एनिी जलजमटेड को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन प्रणाली” के अंतगतस आन े िाली ओिरहडे रांसजमिन लाइनों के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा। मैसस स टाटा पािर ररन्यूएबल एनिी जलजमटेड न े स्ट्िानीय समाचार पत्रों डेक्कन क्रॉजनकल (अग्रं ेिी म)ें ददनांक 21.03.2025, द टाइम्स ऑफ इंजडया (अग्रं ेिी म)ें ददनांक 21.03.2025, दजिण प्रकाि (हहदं ी म)ें ददनांक 21.03.2025, 5953 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ददनाकरन (तजमल म)ें ददनांक 21.03.2025, दीनािंती (तजमल म)ें ददनांक 21.03.2025 और भारत के साप्ताजहक रािपत्र ददनांक 03.05.2025 म ेंरांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन माग सपर प्रकािन की तारीख स े2 महीन ेके भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मांग करत े हुए नोरटस प्रकाजित दकया िा। इसके पश्चात, मैसस स टाटा पािर ररन्यूएबल एनिी जलजमटेड ने 14.08.2025 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई ह ैभारत सरकार के आजधकाररक रािपत्र म ें प्रकािन की तारीख स े और समाचार पत्र प्रकािन म ें प्रकािन की तारीख स े दो महीन े के भीतर 39 आपजियां/अभ्यािेदन प्राप्त हुए िे। 39 आपजियों/अभ्यािेदन म,ें उन्होंन े18 भूस्ट्िाजमयों/जिकायतकतासओं के साि समझौते पर हस्ट्तािर दकए ह,ैं 08 आपजियां स्ट्िीकाय सनहीं ह ैंटयोंदक न तो टािर और न ही लाइन कॉररडोर आपजि पत्रों म ेंउजल्लजखत सिेिण संख्या स े होकर गुिरता ह,ै 04 आपजियां करूर पीएस के पास कॉररडोर ित्रे स े संबंजधत ह ैंिहा ं िेएसडब्ल्य ू एनिी जलजमटेड न े पहले ही भूजम माजलकों/जिकायतकतासओं के साि समझौते पर हस्ट्तािर दकए ह ैं और ईएचिी लाइन का जनमासण दकया ह ैऔर टाटा पािर ररन्यएू बल एनिी जलजमटेड िेएसडब्ल्यू एनिी के साि साझा समझौते के माध्यम स ेउसी कॉररडोर का उपयोग करेगा। िेष 09 आपजियों का उजचत उिर ददया गया ह ै और उसके बाद उपरोक्त 09 जिकायतकताओंस से कोई और आपजि/अभ्यािेदन प्राप्त नहीं हुआ ह।ै और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “तजमलनाडु के करूर म ें 198 मेगािाट की पिन ऊिा सपररयोिना के जलए मेससस टाटा पािर ररन्यूएबल एनिी जलजमटेड को कनेजटटजिटी प्रदान करने के जलए रांसजमिन प्रणाली” के तहत रांसजमिन लाइन जबछान े के जलए उसे ि े सभी िजक्तया ं प्रदान करन े का अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकय ेगए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनरु िण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अंतगतस जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं 1. मेसस स टाटा पािर ररन्यूएबल एनिी जलजमटेड का िनरेिन पूहलंग स्ट्टेिन (िनरेिन पूहलगं स्ट्टेिन ग्राम सेनापजतपालयम, तालुक कंगायम, जिला जतरुपरु , तजमलनाडु म ेंजस्ट्ित ह)ै - करूर पीएस (आईएसटीएस एस/एस) डी/सी टािरों पर 230 केिी एस/सी लाइन उपरोक्त योिना के अंतगसत ओिरहडे रांसजमिन लाइन तजमलनाडु के जनम्न ादं कत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े उनके आसपास स ेऔर बीच स े होकर गुज़रेगी। क्र. गााँि का नाम तहसील / जिला राज्य स.ं तालकु 1 मुिानायक्कनिलासु, िेलप्पनयाक्कनिलासु, सुंदराददिलासु, पप्पािलासु, िेल्लाट्टंगाराईपुदरु , मोट्टक्कजलिलासु, कंगायम जतरुपुर तजमलनाडु िडकरई मनलूर, मेलरंगम, सेनापजतपालयम, 2 कुररक्करंतुराई, मुलप्पलैयम, मेट्टूर, पुदरु , कोम्बई, जसलमपट्टी, एराजसनमपालयम, येल्लाप्पलैयम कॉलोनी, धारापुरम जतरुपुर तजमलनाडु नलुरोडु, करूप्पनिलास,ु संबलटोट्टम, नाराणिलास,ु नट्टरमंगलम, तट्टारिलासु, मोलक्किुन्दनिलासु, रदक्कयािलास,ु कुमारय्यापलायम, उिमकिुन्दनिलासु, नैनाकािुन्दनिलासु, सनारपलायम, नट्टपलायम, िजल्लयप्पनकिुंदनिलास,ु कुलंदैकिुंदनिलासु, िट्टक्कजलिलासु, िुरमबड़ी अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मैससस टाटा पािर ररन्यूएबल एनिी जलजमटेड को उपरोक्त ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी िजक्तया ं जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनरु िण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना स े पूिस संबंजधत प्राजधकरणों अिातस ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मैसस सटाटा पािर ररन्यूएबल एनिी जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ंरिा प्राजधकरणों इत्यादद, स ेअपेजित अनुमजत को प्राप्त करने के बाद, इस ेकेंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। vii. यदद उपरोक्त ओिरहडे लाइनों का माग स (या उपरोक्त ओिरहडे लाइन के माग स का कुछ भाग) ग्रेट इंजडयन बस्ट्टड स (िीआईबी) ित्रे म ें आता ह ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामले के संबंध म ें 2019 की याजचका संख्या 838 पर माननीय उच्चतम न्यायालय के आदिे ों का और माननीय उच्चतम न्यायालय द्वारा गरित तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा। [फा. स. ं 25-16/39/2024-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 8th September, 2025 S.O. 4074(E).— Whereas M/s Tata Power Renewable Energy Limited having its registered address at Tata Power Company Limited, Corporate Centre, Block B, 34 Sant Tukaram Road, Carnac Bunder, Mumbai, Maharashtra- 400009, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to M/s Tata Power Renewable Energy Limited for its 198 MW Wind Power Project in Karur, Tamil Nadu”. And whereas, Ministry of Power, Government of India vide its letter No. 25-17/54/2024-PG dated 06.06.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to M/s Tata Power Renewable Energy Limited for its 198 MW Wind Power Project in Karur, Tamil Nadu”. M/s Tata Power Renewable Energy Limited had published notice for transmission scheme in local newspapers Deccan Chronicle (in English) dated 21.03.2025, The Times of India (in English) dated 21.03.2025, Dakshin Prakash (in Hindi) dated 21.03.2025, Dinakaran (in Tamil) dated 21.03.2025, Dinathanthi (in Tamil) dated 21.03.2025 and in Weekly Gazette of India dated 03.05.2025 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Tata Power Renewable Energy Limited has submitted an affidavit dated 14.08.2025 declaring that 39 objections/representations were received within two months from the date of publication in the official gazette of Government of India and from the date of publication in the Newspaper Publication. In the 39 objections/representation, they have signed agreements with 18 Landowners/Complainants, 08 Objections are not admissible as neither tower nor line corridor passes through the survey numbers mentioned in the objection letters, 04 Objections pertain to corridor area near Karur PS where JSW Energy Limited has already signed agreement with the Landowners/Complainants and constructed the EHV line and Tata Power Renewable Energy Limited will utilize the same corridor through sharing agreement with JSW Energy Limited and the remaining 09 objections have been replied suitably and thereafter no further objection/representation have been received from the aforementioned 09 Complainants. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] or maintained for laying of electric lines under the transmission scheme “Transmission system for providing connectivity to M/s Tata Power Renewable Energy Limited for its 198 MW Wind Power Project in Karur, Tamil Nadu”. The following overhead line is covered under this scheme: 1. Generation Pooling Station of M/s Tata Power Renewable Energy Limited (Generation pooling station located in village Senapathipalayam, Taluk Kangayem, District Tiruppur, Tamil Nadu) – Karur PS (ISTS S/s) 230 kV S/c line on D/c towers The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Tamil Nadu: S Name of Villages Tehsil/Taluk District State No. 1. Muttanayakkanvalasu, Velappanayakkanvalasu, Sundaradivalasu, Pappavalasu, Kangayem Tiruppur Tamilnadu Vellattangaraipudur, mottakkalivalasu, Vadakarai manalur, Mailrangam, Senapathipalayam 2. Kurikkaranturai, Mulappalaiyam, Mettur, Pudur, Kombai, Silampatti, Dharapuram Tiruppur Tamilnadu Erasinampalaiyam, Yellappalaiyam Colony, Naluroadu, Karuppanvalasu, Sambalatottam, Naranavalasu, Nattarmangalam, Tattaravalasu, Molakkavundanvalasu, Rakkiyavalasu, Kumarayyapalaiyam, Uttamakavundanvalasu, Nainakavundanvalasu, Sanarpalaiyam, Nattapalaiyam, Valliappankavundanvalasu, Kulandaikavundanvalasu, Vattakkalivalasu, Thurambadi Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Tata Power Renewable Energy Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Tata Power Renewable Energy Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
