ऑफ इंजडया (अंग्रेिी म)ें ददनांक 21.05.2024 और गुिरात िैभि (जहन्दी म)ें ददनांक 21.05.2024, भुि संदेि (गुिराती
म)ें ददनांक 21.05.2024 तथा भारत के साप्ताजहक रािपत्र ददनांक 10.08.2024 म ें प्रकािन की तारीख स े दो महीनों के
भीतर आम िनता से अिलोकन/ अभ्यािेदन की मांग करत े हुए नोरटस प्रकाजित दकया था। इसके पिच् ात, मेससस गुिरात
इंडस्ट्रीि पािर कंपनी जलजमटेड, ने ददनांदकत 17.04.2025 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई थी दक
भारत के िासकीय रािपत्र में सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर िनता स े कोई अिलोकन/ प्रजतजनजधत्ि
प्राप्त नहीं हुआ ह।ै
और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस गुिरात इंडस्ट्रीि पािर कंपनी
जलजमटेड को ओिरहडे रांसजमिन लाइन जबछाने के जलए उन्ह ेंिे सभी िजियां प्रदान करन ेका अनुरोध दकया ह,ै िो टेलीग्राफ
लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्थाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ
अजधजनयम 1885 के अंतगसत टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं
1. प्रत्येक पुललंग सबस्ट्टेिन )PSS-1 और PSS-2) से खिाडा पुललंग सबस्ट्टेिन-II (KPS-II) तक 400 kV D/C
ओिर हडे रांसजमिन लाइन का जनमासण और
2. पीएसएस-1 और पीएसएस-2 को िोडन े िाली 400 केिी लाइन का जनमासण।
इस योिना के अंतगसत ओिरहडे पारेषण लाइन ें राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े उनके
आसपास से और बीच स ेहोकर गुज़रेगी।

अंतगतस मेससस गुिरात इंडस्ट्रीि पािर कंपनी जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी
िजियां जनम्नजलजखत जनबंधनों एि ं ितों के साथ प्रदान करता ह,ै िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्थाजपत
टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगसत टेलीग्राफ प्राजधकरण
के पास ह ै
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्थापना स े पूिस संबंजधत प्राजधकाररयों अथासत ् स्ट्थानीय जनकायों, रेलि,े राष्ट्रीय
रािमाग,स राज्य रािमाग स आदद की सहमजत प्राप्त करनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण,
ओ एंड एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की
अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेससस गुिरात इंडस्ट्रीि पािर कंपनी जलजमटेड को जिद्युत जनरीक्षण के समय जिमानन एिं रक्षा प्राजधकरणों इत्यादद,
स ेअपेजक्षत अनुमजत को प्राप्त करन ेके बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय प्रस्ट्तुत करना

vii. अगर उपरोि ओिरहडे लाइनों का माग स (या उपरोि ओिरहडे लाइन के मागस का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स

ORDER
New Delhi, the 8th May, 2025
S.O. 2121(E).— Whereas M/s Gujarat Industries Power Company Limited (GIPCL), the applicant with its
registered office at Corporate Office at P.O. Ranoli, District Vadodara - 391350 (Gujarat), India has applied for
authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the
transmission scheme "Transmission System for evacuation of RE injection at Khavda P.S. project of GIPCL”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/29/2024-PG dated 28.03.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line
included in the transmission scheme "Transmission System for evacuation of RE injection at Khavda P.S. project of
GIPCL”.
M/s Gujarat Industries Power Company Limited had published notice for transmission scheme in local
newspapers Times of India (in English) dated 21.05.2024, Gujarat Vaibhav (in Hindi) dated 21.05.2024, Bhuj Sandesh
(in Gujarati) dated 21.05.2024 and in Weekly Gazette of India dated 10.08.2024 for the general public to make
observations/ representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s Gujarat Industries Power Company Limited has submitted an affidavit dated 17.04.2025 declaring
that no observation/ representation was received within two months from the date of Publication in the official Gazette
of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of overhead transmission line for M/s Gujarat Industries Power Company Limited. The
following overhead transmission line is covered under this scheme:-
1. Construction of 400 kV D/C overhead transmission line from each Pooling Substation (PSS-I & PSS-2) to
Khavda Pooling Substation-Il (KPS-II) and
2. Construction of 400 kV line connecting to PSS-I and PSS-2.
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Gujarat:
Villages Tehsil District State
Khavda Bhuj Kutch Gujarat
Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Gujarat Industries Power Company Limited for laying above overhead transmission
line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines
and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Gujarat Industries Power Company Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
