भीतर आम िनता स े अिलोकन/ अभ्यािेदन की मांग करते हुए नोटिस प्रकाजित दकया िा। इसके पश् चात, मेससस सेरेंटिका
टरन्यूएबल्स इंजडया प्राइिेि जलजमिेड, न े ददनांदकत 23.05.2025 को एक हलफनामा प्रस्ट्तुत दकया, जिसम ें घोषणा की गई
िी दक भारत के िासकीय रािपत्र म ें सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर िनता स े एक अिलोकन/
अभ्यािेदन प्राप्त हुआ िा और मसे सस सेरेंटिका टरन्यूएबल्स इंजडया प्राइिेि जलजमिेड द्वारा उसका उत्तर ददया गया ह ैऔर आग े
कोई अभ्यािेदन प्राप्त नहीं हुआ।
और अब आिेदक न ेजिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत महाराष्ट्र के सोलापुर और धाराजिि जिलों
म ें मेससस एसआरआईपीएल को हाइजिड आरई पािर प्रोिेक्ि के जलए 400 मगे ािाि (कुल स्ट्िाजपत क्षमता 500 मगे ािाि के
मुकाबले) की कनेजक्िजििी प्रदान करने के जलए रांसजमिन प्रणाली के अतं गतस ओिरहडे रांसजमिन लाइन जबछाने के जलए
उन्ह ें िे सभी िजिया ं प्रदान करन े का अनुरोध दकया ह,ै िो िेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत
िेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय िेलीग्राफ अजधजनयम 1885 के अंतगसत िेजलग्राफ प्राजधकरण
के पास ह।ै इस स्ट्कीम के अतं गतस जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं
• 400/220/33 केिी एसआरआईपीएल पीएसएस (गांि- केिगे ााँि, तालुका और जिला- धाराजिि म ें जस्ट्ित) से
आरिीईएसएल पीएसएस-1 (गांि- घंडोरा, तालुका- तुलिापरु , जिला- धाराजिि म ेंजस्ट्ित) तक डबल सर्कसि
िािर पर 400 केिी ससंगल सर्कसि लाइन । (लाइन की लंबाई लगभग 32 दकमी)
इस योिना के अंतगसत ओिरहडे पारेषण लाइन ें महाराष्ट्र राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों स े होकर, उन पर स,े
उनके आसपास स ेऔर बीच से होकर गुज़रेगी।

अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के
अंतगतस मेसस स सरे ेंटिका टरन्यूएबल्स इंजडया प्राइिेि जलजमिेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए ि े
सभी िजिया ंजनम्नजलजखत जनबधं नों एि ंितों के साि प्रदान करता ह,ै िो िेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्िाजपत
िेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय िेलीग्राफ अजधजनयम, 1885 के अंतगसत िेलीग्राफ प्राजधकरण
के पास ह ै
i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाटरयों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण,
ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीक्षक/मुख्य जिद्युत जनरीक्षक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की
अपेक्षाओं का अनुपालन दकए िाने के अध्यधीन ह।ै
vi. मेसस स सेरेंटिका टरन्यूएबल्स इंजडया प्राइिेि जलजमिेड को जिद्यतु जनरीक्षण के समय जिमानन एि ं रक्षा प्राजधकरणों
इत्यादद, स े अपेजक्षत अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीक्षण के समय
प्रस्ट्तुत करना होगा।
vii. अगर उपरोि ओिरहडे लाइनों का मागस (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेि इंजडयन बस्ट्िड स
(िीआईबी) क्षत्रे म ें आता ह,ै तो आिेदक को ग्रेि इंजडयन बस्ट्िड स (िीआईबी) के मामले म ें याजचका स.ं 2019 के न.ं
838 म ें माननीय सिोच्च न्यायालय द्वारा ददए गए आदेिों तिा माननीय सिोच्च न्यायालय द्वारा इस बारे म ें गटठत
िेदिकल/एक्सपिस कमेिी के जनदिे ों का पालन करना पडेगा.

New Delhi, the 28th July, 2025
S.O. 3472(E).— Whereas M/s Serentica Renewables India Private Limited (SRIPL), the applicant with its
registered office at DLF Cyber Park, Block B, 9th Floor, Udyog Vihar, Phase – III, Sector 20, Gurugram- 122008,
Haryana, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead
transmission line included in the transmission scheme “Transmission system for providing connectivity of 400 MW
(against the total installed capacity of 500 MW) to M/s Serentica Renewables India Private Limited for its Hybrid RE
Power Project in Solapur and Dharashiv Districts, Maharashtra”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/78/2024-PG dated 18th Nov
2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission
line included in the transmission scheme “Transmission system for providing connectivity of 400 MW (against the total
installed capacity of 500 MW) to M/s Serentica Renewables India Private Limited for its Hybrid RE Power Project in
Solapur and Dharashiv Districts, Maharashtra”.
M/s Serentica Renewables India Private Limited had published notice for transmission scheme in local
newspapers Business Standard (in English) dated 28.12.2024, Navbharat (in Hindi) dated 28.12.2024, Navarashtra &
Sakal (in Marathi) dated 28.12.2024 and in Weekly Gazette of India dated 22.02.2025 for the general public to make
observations/ representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s Serentica Renewables India Private Limited has submitted an affidavit dated 23.05.2025, declaring
that one observation/ representation was received within two months from the date of Publication in the official Gazette
of Government of India and the same have been answered by M/s Serentica Renewables India Private Limited and that
no further representations were received.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of overhead transmission line for “Transmission system for providing connectivity of 400 MW
(against the total installed capacity of 500 MW) to M/s. Serentica Renewables India Private Limited for its Hybrid RE
Power Project in Solapur and Dharashiv Districts, Maharashtra”. The following overhead transmission line is covered

• 400 kV S/c line on D/c tower from 400/220/33 kV SRIPL PSS (located at Village Keshegaon, Taluka &
District Dharashiv) to RGESL PSS-1 [located at Village Ghandora, Taluka Tuljapur, District Osmanabad
(Dharashiv)] (The total line length is approx. 32 km)
The overhead transmission line covered under the above scheme will pass through, over, around and between the

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act,
2003, confers all the powers to M/s Serentica Renewables India Private Limited for laying above overhead transmission
line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines
and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi. M/s Serentica Renewables India Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in
the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
