No. CSWB-11/1/2024-CSWB.—Whereas, Central Social Welfare Board (CSWB) was established vide resolution dated 12.08.1953 passed by The Ministry of Education, Government of India. The Board was registered under Section 25 of The Companies Act 1956 vide Registration No.005018 on 31.3.1969. Subsequently, the Board was registered under Section 8 of The Companies Act 2013. Whereas, the report prepared by Principal Economic Adviser (Pr. EA) to the Government of India in November, 2020 on Rationalization of Government Bodies recommended to close down the CSWB as many projects and schemes which were being implemented by the CSWB, like Mahila Mandals, Dairy Scheme, Vocational Training Programme, Awareness Generation Programme, Integrated Scheme for Women’s Empowerment for North Eastern States etc., have been discontinued due to launch of new schemes in other Ministries/Departments with similar objectives. Whereas, in compliance of the decision taken by the Cabinet in its meeting held on 06.04.2023, the Ministry has taken the following actions:-[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 i. Out of 91 employees of CSWB, 48 employees have opted for voluntary retirement under Special Voluntary Retirement Scheme (SVRS) whereas rest of the employees have opted to continue in service. Accordingly, the Competent Authority in the Ministry of Women & Child Development has allowed the voluntary retirement sought by 48 employees under SVRS as well as redeployment of 43 employees in NIPCCD along with all their existing service facilities and pension. ii. Based on the statement of Accounts prepared by Chartered Accountant in STK 8 format, signed copies of affidavits, Indemnity bond and statement of Accounts, the account of CSWB has been closed after disbursement of dues and deposit of unspent balance to the Consolidated Fund of India through PAO,MWCD. iii. With the approval of the Competent Authority in the Ministry, Family Counselling Centres (FCCs) under the jurisdiction of State Social Welfare Boards (SSWBs) of respective States/UTs have been transferred to One Stop Centres (OSCs) for the purpose of linking them with the OSCs following the closure of SSWBs. Funding to the FCCs will be done from the Budget allocated to the OSC Division of the Ministry. iv. Assets in respect of State Social Welfare Advisory Boards (SSWABs) including manpower and financial liabilities, if any, have been transferred to the respective States/UTs. v. CSWB Legacy Cell has been established in NIPCCD for doing all the residual works of CSWB. Whereas, the resolutions for dissolution/closure of CSWB have been passed by the Committee constituted for closure of CSWB vide MWCD order No. CSWB-11/25/2015-CSWB (e-1365) dated 25.03.2022 in the absence of Executive Committee and General Body of CSWB. In view of the above, all operations and activities of CSWB stand closed w.e.f. 30th November, 2023. The CSWB no longer exists after striking off its name from the Register of Registrar by the Ministry of Corporate Affairs w.e.f. 4th March, 2024.
