अथवा पयावेक्षण करने के जलए मुयय अजभकरण होगा; (ग) सूचनाप्रिाता सांजययकीय िानकारी की जवजिजियां ऐसे प्ररूप म ें और ऐसे अंतराल म ें प्रस्ट् तुत करेगा िैसा सांजययकीय अजधकारी इस संबंध म ें जवजनर्िाष् ट करें; (घ) सांजययकी अजधकारी द्वारा प्राजधकृत व्यजक्त, प्रत्येक सूचनाप्रिाता द्वारा िी गई िानकारी के सत्यापन, सुसंगत अजभलेखों का जनरीक्षण करन ेऔर आवश्यकतानुसार स्ट्पिीकरण मागं न े के जलए सांजययकी अजधकारी द्वारा िारी एक फोटो पहचान-पत्र या एक प्राजधकार पत्र अपन े साथ रखेंग;े (ङ) इन जनिेिों के संबंध में दकसी भी दक्रयाकलाप में जनयोजित व् यजक्त सांजययकी संग्रहण अजधजनयम, 2008 (2009 का 7) और सांजययकी संग्रहण जनयम, 2024 के उपबंधों द्वारा िाजसत होंगे।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 अनसु चू ी 1. सांजययकी के संग्रहण का जवषय और प्रयोिन—आंकडों के जवश्ल ेषण, मॉनीटररंग, नीजत जनमाणा और डाटा प्रकािन के प्रयोिनस े भारत सरकार की अपेक्षा के अनुसार इस्ट् पात मंत्रालय लौह और इस्ट् पात उत् पािन या जवजनमााण की कीमत, उत् पािन, संस्ट् थाजपत क्षमता, मालसूची, इनपुट की खपत, जनयाात, आयात, जवक्रय, लॉजिजस्ट्टक्स , अवसंरचना और उनकेअन् य आर्थाक, सामाजिक, पयाावरणीय पहलुओं स े सबं जधत सांजययकी। 2. सांजययकी के संग्रहण के जलए भौगोजलक क्षत्रे —उक्त अजधजनयम के उपबंधों के अधीन संपूण ा भारत म ें सांजययकी को एकजत्रत दकया िाएगा। 3. आंकड े एकजत्रत करन े की पद्धजत— सांजययकी अजधकारी द्वारा सूचना प्रिाता को एक नोठटस िारी दकया िाएगा जिसम ें इलेक्र ॉजनक रूप स े सूचना प्रस्ट्त ुत करन े सजहत, सूचना प्रस्ट् तुत करन े की तारीख, रूपजवधान और वह रीजत जिसम ें सूचना प्रस्ट् तुत दकया िाना अपेजक्षत ह,ैप्रिर्िात दकया िाएगा। 4. सूचनाप्रिाता की प्रकृजत जिनस े आंकड े एकजत्रत दकए िा सकते ह—ैं सूचनाप्रिाता दकसी कारखाने अथवास्ट् थापन अथवा प्रबंधन का स्ट् वामी अथवा अजधभोगी या भारसाधक व् यजक्त ह ैंजिन् ह ेंसांजययकी अजधकारी द्वारा अपेजक्षत सूचना प्रस्ट् तुत करन े के जलए नोठटस िारी दकया िाएगा। 5. वह अवजध जिसके िौरान सांजययकी का संग्रहण पूरा दकया िा सकता ह—ै सांजययकी अजधकारी द्वारा िारी नोठटस म ें प्रत् यके प्रकार की सूचना को प्रस्ट् तुत करन े की आवृजत्त और तारीख का उल्ल ेख दकया िाएगा। 6. जनर्िाि अवजध—सांजययकी अजधकारी द्वारा िारी नोठटस म ें यथा जवजनर्िाष् ट सूचना जनयजमत आधार पर प्रस्ट्त ुत करनी अपेजक्षत ह ै िो िैजनक अथवा पाजक्षक अथवा माजसक अथवा त्रैमाजसक अथवा वार्षाक आधार पर हो सकती ह।ै 7. एकजत्रत की िाने वाली सूचना की प्रकृजत— अपेजक्षत सूचना लौह और इस्ट् पात उत् पािन अथवा जवजनमााण की कीमतों, उत् पािन, संस्ट् थाजपत क्षमता, माल सूची, इनपुट की खपत, जनयाात,आयात, जवक्रय, लॉजिजस्ट्टक्स , अवसंरचना और उनके कोई अन् य आर्थाक, सामाजिक, पयाावरणीय पहलुओं स े सबं ंजधत ह ै। 8. सूचना प्रिाता द्वारा प्रस्ट् तुत की िाने वाली सूचना की भाषा—प्रत्येक सूचनाप्रिाता अग्रं ेिी म ें जवजहत रूपजवधान म ें अथवा सांजययकी अजधकारी द्वारा यथा जवजनर्िाष् ट रूपजवधान म ें सूचना प्रस्ट्त ुत करेगा । 9. सूचना प्रिाता की बाध् यता—यथाजस्ट्थजत दकसी कारखाने अथवा स्ट् थापन अथवा प्रबंधन का स्ट् वामी अथवा अजधभोगी अथवा भारसाधक व्यजक्त, सांजययकी अजधकारी स ेप्राप् त नोठटस म ेंउजल् लजखत रीजत स ेऔर तारीख तक सूचना प्रस्ट् तुत करेगा,वह जनरीक्षण के जलए ससु ंगत अजभलेखों को भी प्रस्ट् ततु करेगा तथा सांजययकी अजधकारी अथवा इस जनजमत्त उसके द्वारा प्राजधकृत व्यजक्त द्वारा यथा अपेजक्षत सूचना के संबंध म ेंप्रश् नों का उत् तर िेगा । 10. जनरीक्षण दकए िान ेवाल ेव्यापाठरक अजभलेखों और अन् य िस्ट्तावेिोंकी प्रकृजत—दकसी इकाई के व्यापाठरकअजभलेख अथवा इकाई द्वारा सूचना के समथान म ेंप्रस्ट्त ुत की गई अन् य दकसीिस्ट् तावेि का जनरीक्षण सांजययकी अजधकारी अथवा उसके द्वारा प्राजधकृत व् यजक्त द्वारा दकया िा सकेगा । 11. जनरीक्षण की रीजत—सांजययकी अजधकारी या इस जनजमत्त उसके द्वारा प्राजधकृत व् यजक्त इन जनििे ों के अधीन इकाई के कारबार अजभलेख और अन् य अजभलेखों के आधार पर प्रिान की गई सूचना को सत् याजपत कर सकेगा और उस पठरसर के संबंध म ेंस्ट्प ष्ट ीकरण मांग सकेगा, िहां संबंजधत कारखाने अथवा स्ट्थ ापन अथवा प्रबधं न के स्ट् वामी अथवा अजधभोगी अथवा भारसाधक व् यजक्त अथवा इकाई के प्रबंधन द्वारा प्राजधकृत व् यजक्त द्वारा ऐसे अजभलेख रखे गए 2025 S.O. 1868(E).— In exercise of the powers conferred by sections 3, 4, 15A and 15B of the Collection of Statistics Act, 2008 (7 of 2009) (hereinafter referred to as the said Act) read with rules 5 and 7 of the Collection of Statistics Rules, 2024 and insupersession of the notification of the Government of Indiain the th Ministry of Steel, number S.O. 2368 (E), dated the 19 June, 2024, except as respects things done or omitted to be done before such supersession, the Ministry of Steel in the Government of India, hereby directs that the collection of statistics from informants such as producers, traders, exporters, importers and associations of iron and steel on prices, production, installed capacity, inventory, consumption of inputs, exports, imports, sales, logistics, infrastructure and any other economic, social and environmental aspects of iron and steel production or manufacture, for the purpose of analysis, monitoring, formulation of policy and publication of data, shall be as per the details mentioned in the Schedule annexed herewith, and in this regard,- (a) the officers specified in the following table shall be the statisticsofficer, adjudicating Udyog Bhawan, Rafi Marg, NewDelhi– 110011 Tele-23063046 E-mailID:ddg-steel@gov.in (b) the Joint Plant Committee constituted by the Ministry of Steel in the Government of India which is located at Ispat Niketan, 52/1A, Ballygunge Circular Road, Kolkata 700019 shall be the primary agency to take or aid in or supervise the collection of statistics from informants including producers, traders, exporters, importers and associations of iron and steel in this regard; (c) the informant shall furnish the particulars of statistical information in such form, and within such intervals as the statistics officer may specify in this regard; (d) the persons authorised by the statistics officer shall carry a photo identity card or a letter of authorization issued by the statistics officer, for verification of information furnished by each informant, for inspecting relevant records and for seeking clarifications, as may be necessary; (e) the persons engaged in any activity in respect of these directions shall be governed by the provisions of the Collection of Statistics Act, 2008 (7 of 2009), and Collection of Statistics Rules, 2024.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 SCHEDULE 1. Subject and purpose for collection of statistics. — Statistics relating to prices, production, installed capacity, inventory, consumption of inputs, exports, imports, sales, logistics, infrastructure and any other economic, social, environmental aspects of iron and steel production or manufacturing shall be as per the requirement of the Ministry of Steel in the Government of India for the purpose of analysis, monitoring, policy formulation and publication of data. 2. Geographical area for collection of statistics. — The statistics would be collected in the whole of India under the provisions of the said Act. 3. Method of data collection. — A notice shall be issued by the statistics officer to informants, indicating therein the date by which, format and the manner in which the information is required to be furnished including submission of information in electronic form. 4. Nature of informants from whom data may be collected. — The informants are owners or occupiers or persons –in- charge of a factory or establishment or management to whom notice would be issued by the statistics officer for furnishing the required information. 5. Period during which collection of statistics may be completed. — The frequency and date of submission of each type of information would be mentioned in the notice issued by the statistics officer. 6. Reference period. —Information is required to be furnished on a regular basis which may be on daily or fortnightly or monthly or quarterly or annually as specified in the notice issued by the statistics officer. 7. Nature of information to be collected. — The information required relates to prices, production, installed capacity, inventory, consumption finputs, exports, imports, sales, logistics, infrastructure and any other economic, social, environmental aspects of iron and steel production or manufacturing. 8. Language in which information is to be furnished by informants. —Every informant shall furnish information in the prescribed formats in English or as specified by the statistics officer. 9. Obligation of informant. — An owner or occupier or person in-charge of a factory or establishment or management, as the case may be, shall furnish information in the manner and by the date mentioned in the notice received by him from the statistics officer along with relevant records for inspection and answer questions in relation to the information sought, as may be required by the statistics officer or a person authorised by him in this behalf. 10. Nature of business records and other document which may be inspected. — Business records of a unit or any other document in support of the information furnished by the unit may be inspected by the statistics officer or by the person authorised by him. 11. The manner of inspection. — The statistics officer or a person authorised by him in this behalf, may verify the information furnished under his directions on the basis of the business records and other records of the unit and seek clarification at the premises where such records are kept from the concerned owner or occupieror a person in-charge of a factory or establishment or management or a person authorised by the management of the unit.
