382421, भारत म ें जस्ट्ित ह,ै ने रांसजमिन योिना “अंतररम व्यिस्ट्िा के रूप म ें आईएसटीएस म ें गोड्डा िमलस पािर प्रोिेक्ट स े कनेजक्टजिटी” के तहत ओिरहडे रांसजमिन लाइन जबछान े के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस प्राजधकृत करन े हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न ेअपन े पत्र स.ं 25-17/103/2024-PG ददनांदकत 29.11.2024 के द्वारा रांसजमिन योिना “अंतररम व्यिस्ट्िा के रूप म ेंआईएसटीएस म ेंगोड्डा िमलस पािर प्रोिेक्ट स ेकनेजक्टजिटी” के अंतगसत आन े िाली ओिरहडे रांसजमिन लाइनों के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगतस पूिस अनुमोदन प्रदान दकया िा। मैसस सअदानी पािर जलजमटेड (पूिस म ेंअदानी पािर (झारखंड) जलजमटेड ) न ेस्ट्िानीय समाचार पत्रों द टाइम्स ऑफ़ इजण्डया (अग्रं ेिी म)ें ददनांक 11.12.2024, प्रभात खबर (हहदं ी म)ें ददनांक 11.12.2024, संताल एक्सप्रेस (हहदं ी म)ें 6672 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] ददनांक 11.12.2024, और भारत के साप्ताजहक रािपत्र ददनांक 11.01.2025 म ें रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन माग स पर प्रकािन की तारीख स े 2 महीन े के भीतर आम िनता की रटप्पजणयों / अभ्यािेदन की मागं करत े हुए नोरटस प्रकाजित दकया िा। इसके पश्चात, मैससस अदानी पािर जलजमटेड (पूिस म ें अदानी पािर (झारखंड) जलजमटेड ) न े 05.08.2025 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसम ें घोषणा की गई ह ैदक भारत सरकार के आजधकाररक रािपत्र एि ं स्ट्िानीय समाचार पत्रों म ेंप्रकािन की तारीख स े 2 महीन े के भीतर कोई रटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ िा। और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत “अतं ररम व्यिस्ट्िा के रूप म ेंआईएसटीएस म ें गोड्डा िमलस पािर प्रोिेक्ट स े कनेजक्टजिटी” के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करन े का अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकय ेगए टेलीग्राफ लाइन एि ंखम्भ े या इस प्रकार की स्ट्िापना और अनरु िण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अंतगसत जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं 1. गोड्डा िमसल पािर प्रोिेक्ट म ेंकहलगांि ए-मैिन बी 400 केिी लाइन का एलआईएलओ उपरोि योिना के अंतगसत ओिरहडे रांसजमिन लाइन झारखडं के जनम्न ादं कत गााँिों, कस्ट्बों और िहरों स ेहोकर, उन पर स,े उनके आसपास स ेऔर बीच स ेहोकर गुज़रेगी। क्र. गािाँ का नाम तहसील जिला राज्य स.ं 1 मोजतया, गंगटा, नयाबाद, कारीकादो, कौरी-बजहयार माल, पैरडीह, कौरी-बजहयारघाट,तबलपुर, गोड्डा गोड्डा झारखंड जसकरटया, लछनपुर, सुसुजनया, लोबंधा, रामपुर, डुमररया, मालडीह, जसमररया, झरकटा, पटिा, मालीपालगजिया, अमलो, कुसमारा, बैिनािपुर, दसु ाजध कोला, गंगटा- फाजसया 2 बहरािोर, माजनकपुर, दाहुपघार, लीलादह, िलगो, बोहरा, जबरजनयां, पेटबी, देबंधा, बसंतपुर, पोडैै़याहाट गोड्डा झारखंड माली, सरिां, रतनपुर, ददनदयालपुर, िगरनािपुर, कोरासी, राणाबांध, अमरा-कनौली, अमरा- कामत, जछतनीपूर्णसया, बक्सरा, बजलयादकता, गायघाट, रंगजनया, िैिलपुर, सोनडीहा, गुम्मा, मसानीबेलडीहा, आनंदडीह, अमरा मोचास कामत, मुचौरा, परासी अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मैससस अदानी पािर जलजमटेड (पूिस म ेंअदानी पािर (झारखंड) जलजमटेड ) को उपरोि ओिरहडे रांसजमिन लाइन को लगाने के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एिं ितों के साि प्रदान करता है, िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकये गए टेलीग्राफ लाइन एि ं खम्भे या इस प्रकार की स्ट्िापना और अनरु िण दकये िान े के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना से पूिस संबंजधत प्राजधकरणों अिातस ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vi. मैससस अदानी पािर जलजमटेड (पूिस में अदानी पािर (झारखंड) जलजमटेड ) को जिद्युत जनरीिण के समय जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। vii. यदद उपरोि ओिरहडे लाइनों का माग स (या उपरोि ओिरहडे लाइन के माग स का कुछ भाग) ग्रेट इंजडयन बस्ट्टड स (िीआईबी) िेत्र में आता ह ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामले के संबंध में 2019 की याजचका संख्या 838 पर माननीय उच्चतम न्यायालय के आदिे ों का और माननीय उच्चतम न्यायालय द्वारा गरित तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा। [फा. स. ं 25-16/58/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 29th September, 2025 S.O. 4534(E).— Whereas M/s Adani Power Limited (Formerly known as Adani Power (Jharkhand) Limited) having its registered address at Adani Corporate House, Shantigram, Near Vaishno Devi Circle, S. G. Highway, Khodiyar, Ahmedabad-382421, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Connectivity to Godda Thermal Power Project at ISTS as an interim arrangement”. And whereas, Ministry of Power, Government of India vide its letter No. 25-17/103/2024-PG dated 29.11.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Connectivity to Godda Thermal Power Project at ISTS as an interim arrangement”. M/s Adani Power Limited (Formerly known as Adani Power (Jharkhand) Limited) had published notice for transmission scheme in local newspapers The Times of India (in English) dated 11.12.2024, Prabhat Khabar (in Hindi) dated 11.12.2024, Santal Express (in Hindi) dated 11.12.2024, and in Weekly Gazette of India dated 11.01.2025 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Adani Power Limited (Formerly known as Adani Power (Jharkhand) Limited) has submitted an affidavit dated 05.08.2025 declaring that no observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India and newspaper publications. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Connectivity to Godda Thermal Power Project at ISTS as an interim arrangement”. The following overhead line is covered under this scheme: 1. LILO of Kahalgaon A – Maithon B 400 kV line at Godda Thermal Power Project. The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Jharkhand: S Name of Villages Tehsil District State No. 1. Motia, Gangta, Nayabad, Karikado, Kauribahiyar Mal, Pairdih, Godda Godda Jharkhand Kauribahiyarghat, Tabalpur, Sikatia, Lachhanpur, Susunia, Lohbandha, Rampur, Dumariya, Maldiha, Simariya, Jharkata, Patwa, Malipalgajia, Amlo, Kusmara, Baijnathpur, Dusadhi Kola, Ganta Phasiya4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2. Behrajor, Manikpur, Dahupadhar, Liladah, Jalgo, Bohra, Birniyan, Petbi, Poreyahat Godda Jharkhand Debandha, Basantpur, Mali, Sarwan, Ratanpur, Dindayalpur, Jagarnathpur, Korasi, Ranabandh, Amra Kanauli, Amra Kamat, Chhitnipurniya, Baksara, Baliya Kita, Gaeghat, Rengniya, Jaijalpur, Sondiha, Guma, Masanibeldih, Aandadih, Amra Morcha Kamat, Muchora, Parasi Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Adani Power Limited (Formerly known as Adani Power (Jharkhand) Limited) for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Adani Power Limited (Formerly known as Adani Power (Jharkhand) Limited) shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
