(1) और उपधारा (2) के खंड (घ) द्वारा प्रित्त िजियों का प्रयोग करते हुए और मुख्य जनरीक्षक, उप मुख्य जनरीक्षक और
जनरीक्षक (अर्तध ा और अनुभव) जनयम, 2012 को, उन बातों के जसवाय अजधक्ांत करत े हुए, जिन्र् ें ऐस े अजधक्मण स े पूव ध
दकया गया र् ै या करन े का लोप दकया गया र्ै, मख्ु य जनरीक्षक, उप मख्ु य जनरीक्षक और जनरीक्षक के पिों पर व्यजियों की
अर्तध ा और अनुभव का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनाती र्ै, अर्ाधत:-
1. सजं क्षप्त नाम और प्रारंभ (1) इन जनयमों का संजक्षप्त नाम मुख्य जनरीक्षक, उप मख्ु य जनरीक्षक और जनरीक्षक
(अर्तध ा और अनुभव) जनयम, 2025 र्।ै
(2) ये रािपत्र में उनके प्रकािन की तारीख को प्रवृत् त र्ोंगे।
2. पररभाषा- इन जनयमों म,ें िब तक दक संिभध स ेअन्यर्ा अपजे क्षत न र्ो,-
(क) "अजधजनयम" स ेबायलर अजधजनयम, 2025 (2025 का 12) अजभप्रते र्;ै
(ख) "मख्ु य जनरीक्षक", "उप मख्ु य जनरीक्षक" और "जनरीक्षक" से अजधजनयम के अधीन क्मिः मख्ु य जनरीक्षक, उप मख्ु य
जनरीक्षक और जनरीक्षक के रूप में जनयुि कोई व्यजि अजभप्रेत र्ै;

(ग) "मान्यता प्राप्त जवश्वजवद्यालय या समतुल्य" से, केन्द्रीय या राज्य जवत्तपोजषत जवश्वजवद्यालय या संस्ट्र्ा, "अजखल
भारतीय तकनीकी जिक्षा पररषि" द्वारा अनुमोदित इंिीजनयरी मर्ाजवद्यालय, जवश्वजवद्यालय अनुिान आयोग, इंस्ट्टीट्यूसन
ऑफ इंिीजनयसध द्वारा अनुमोदित प्राईवेट या सम जवश्वजवद्यालय अजभप्रेत र्।ै
3. (1) मुख्य जनरीक्षक के रूप म ेंजनयुि दकए िाने वाल ेव्यजि के पास जनम्नजलजखत अर्तध ा और अनुभव र्ोगा, अर्ाधत:-
(क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या समतुल्य से मैकेजनकल या उत्पािन या जवद्युत संयंत्र या धातुकमध इंिीजनयरी
में स्नातक की जडग्री; और
(ख) बायलरों के जडिाइन, संजनमाधण, पररजनमाधण, प्रचालन, परीक्षण, मरम्मत, अनुरक्षण या जनरीक्षण म ें या इस
अजधजनयम और इसके तद्धीन जवरजचत जनयमों और जवजनयमों के कायाधन्वयन में प्रबधं कीय क्षमता में िस वष ध का
अनुभव; या उप मख्ु य जनरीक्षक के रूप म ें न्यनू तम चार वष ध का अनुभव; या उप मख्ु य जनरीक्षक के रूप म ें और
जनरीक्षक के रूप म ेंन्यनू तम आठ वषध का कुल अनुभव; या जनरीक्षक के रूप में न्यूनतम आठ वषध का अनुभव।
(2) उप मुख्य जनरीक्षक के रूप म ें जनयुि दकए िाने वाले व्यजि के पास जनम्नजलजखत अर्तध ा और अनुभव र्ोगा,
अर्ाधत:-
(क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या समतुल्य से मैकेजनकल या उत्पािन या जवद्युत संयंत्र या धातुकमध इंिीजनयरी
में स्नातक की जडग्री; और
(ख) बायलरों के जडिाइन, संजनमाधण, पररजनमाधण, प्रचालन, परीक्षण, मरम्मत, अनरु क्षण या जनरीक्षण म ें या इस
अजधजनयम तर्ा तद्धीन जवचररत जनयमों और जवजनयमों के कायाधन्वयन में प्रबंधकीय क्षमता में छर् वष ध का
अनुभव; या जनरीक्षक के रूप म ेंन्यूनतम चार वष ध का अनुभव।
(3) जनरीक्षक के रूप म ेंजनयिु दकए िाने वाल ेव्यजि के पास जनम्नजलजखत अर्तध ा और अनुभव र्ोगा, अर्ाधत्:-
(क) दकसी मान्यता प्राप्त जवश्वजवद्यालय या समतुल्य से मैकेजनकल या उत्पािन या जवद्युत संयंत्र या धातुकमध इंिीजनयरी
में स्नातक की जडग्री; और
(ख) बायलरों के जडिाइन, संजनमाधण, पररजनमाधण, प्रचालन, परीक्षण, मरम्मत, अनुरक्षण या जनरीक्षण या इस
अजधजनयम और तद्धीन जवचररत जनयमों और जवजनयमों के कायाधन्वयन में तकनीकी कार्मधक के रूप में िो वषध का
अनुभव:
परंत ु मुख्य जनरीक्षक या उप मख्ु य जनरीक्षक या जनरीक्षक के रूप में पर्ल े से र्ी कायध कर रर् ेव्यजि की अर्तध ा और
अनुभव, राज्य सरकार के जवकल्प के अनुसार राज्य म ें जवद्यमान भती जनयमों द्वारा िाजसत र्ो सकेगा।

NOTIFICATION
New Delhi, the 10th September, 2025
G.S.R. 618(E).— In exercise of the powers conferred by sub-section (1) and clause (d) of sub-
section (2) of section 39 of the Boilers Act, 2025 (12 of 2025) and in supersession of the Chief Inspectors,
Deputy Chief Inspectors and Inspectors (qualification and experience) Rules, 2012, except as respects
things done or omitted to be done before such supersession, the Central Government hereby makes the
following rules to regulate the qualifications and experience of persons to the posts of Chief Inspectors,
Deputy Chief Inspectors and Inspectors, namely:-
1. Short title and commencement.– (1) These rules may be called the Chief Inspectors, Deputy Chief
Inspectors and Inspectors (qualification and experience) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Definitions.– In these rules, unless the context otherwise requires,-[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3
(a) "Act" means the Boilers Act, 2025 (12 of 2025);
(b) " Chief Inspector”, “Deputy Chief Inspector” and “Inspector” respectively, shall mean, a person
appointed to be as a Chief Inspector, a Deputy Chief Inspector and an Inspector under the Act;
(c) “Recognised University or equivalent” means a Central or State funded University or
Institution, Engineering College approved by “All India Council for Technical Education”,
Private or Deemed University approved by the University Grants Commission, Institution of
Engineers.
3. (1) A person to be appointed as Chief Inspector shall have the qualification and experience,
namely:-
(a) a bachelor’s degree in Mechanical or Production or Power Plant or Metallurgical Engineering
from a recognised University or equivalent; and
(b) ten years experience in a managerial capacity in the design, construction, erection, operation,
testing, repair, maintenance or inspection of boilers or in the implementation of the Act and the
rules and regulations framed thereunder; or minimum four years experience as Deputy Chief
Inspector; or minimum eight years total experience as Deputy Chief Inspector and as Inspector;
or minimum eight years experience as Inspector.
(2) A person to be appointed as Deputy Chief Inspector shall have the qualification and experience,
namely:-
(a) a bachelor’s degree in Mechanical or Production or Power Plant or Metallurgical Engineering
from a recognised University or equivalent; and
(b) six years experience in a managerial capacity in the design, construction, erection, operation,
testing, repair, maintenance or inspection of boilers or in the implementation of the Act and the
rules and regulations framed thereunder; or minimum four years experience as Inspector.
(3) A person to be appointed as an Inspector shall have the qualification and experience , namely:-
(a) a bachelor’s degree in Mechanical or Production or Power Plant or Metallurgical Engineering
from a recognised University or equivalent; and
(b) two years experience as a technical personnel in the design, construction, erection, operation,
testing, repair, maintenance or inspection of boilers or in the implementation of the Act and the
rules and regulations framed thereunder:
Provided that the qualification and experience of a person already working as a Chief Inspector or a
Deputy Chief Inspector or an Inspector may be governed by the existing recruitment rules in the State as
per the option of the State Government.
