म ें जस्ट्ित ह,ै ने रांसजमिन योिना “रााँची झारखंड म ें गते लसूद िलािय म ें 100 मेगािाट फ्लोटटंग सोलर संयंत्र के जलए सोलर एनिी कॉरपोरेिन ऑफ इंजडया जलजमटेड को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन प्रणाली” के तहत ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, जिद्युत मंत्रालय, भारत सरकार न ेअपन ेपत्र स.ं No. 25-17/34/2025-PG ददनांदकत 11.04.2025 के द्वारा रांसजमिन योिना “राचाँ ी झारखंड म ें गते लसूद िलािय म ें 100 मेगािाट फ्लोटटंग सोलर संयंत्र के जलए सोलर एनिी कॉरपोरेिन ऑफ इंजडया जलजमटेड को कनेजटटजिटी प्रदान करन े के जलए रांसजमिन प्रणाली” के अंतगसत आन े िाली ओिरहडे रांसजमिन लाइनों के जलए जिद्युत अजधजनयम की धारा 68(1) के अंतगसत पूिस अनुमोदन प्रदान दकया िा। 6673 GI/2025 (1)2 THE GAZETTE OF INDIA : 24.04.2025, रााँची एटसप्रेस (जहन्दी म)ें ददनांक 24.04.2025 और भारत के साप्ताजहक रािपत्र ददनांक 10.05.2025 म ेंरांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन माग सपर प्रकािन की तारीख स े2 महीन ेके भीतर आम िनता की टटप्पजणयों / अभ्यािेदन की मागं करत ेहुए नोटटस प्रकाजित दकया िा। इसके बाद, मेसस ससोलर एनिी कॉरपोरेिन ऑफ इंजडया जलजमटेड न े02.09.2025 ददनांदकत एक हलफनामा प्रस्ट्तुत दकया, जिसम ें घोषणा की गई ह ै दक भारत सरकार के आजधकाटरक रािपत्र एि ं स्ट्िानीय समाचार पत्रों म ेंप्रकािन की तारीख स े 2 महीन े के भीतर कोई टटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ िा। और अब आिेदक न े जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत रांसजमिन योिना “रााँची झारखंड म ें गेतलसूद िलािय म ें 100 मेगािाट फ्लोटटंग सोलर संयंत्र के जलए सोलर एनिी कॉरपोरेिन ऑफ इंजडया जलजमटेड को कनेजटटजिटी प्रदान करने के जलए रांसजमिन प्रणाली” के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करने का अनरु ोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनरु िण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह।ैं योिना के अतं गतस जनम्नजलजखत ओिरहडे रांसजमिन लाइन ह:ैं 1. गेतलसूद बांध- 132/33 के. व्ही. इरबा उपकेंद्र (झा.ऊ.स.ं जन.जल.) 132 के. व्ही. डबल सर्कसट रांसजमिन लाइन उपरोि योिना के अंतगसत ओिरहडे रांसजमिन लाइन झारखंड के जनम्न ादं कत गााँिों, कस्ट्बों और िहरों स ेहोकर, उन पर स,े उनके आसपास स ेऔर बीच स ेहोकर गुज़रेगी। क्र. गााँिों के नाम तहसील / तालुका जिला स.ं 1 गेतलसूद, बूकी, बनादाग, पैलादा (नगड़ाबेड़ाडेगाडेगी), हसे ातू अनगड़ा रााँची अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, मेससस सोलर एनिी कॉरपोरेिन ऑफ इंजडया जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान ेके जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एि ंितों के साि प्रदान करता ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनुरजित दकय े गए टेलीग्राफ लाइन एि ं खम्भ े या इस प्रकार की स्ट्िापना और अनरु िण दकय े िाने के जलए, टेलीग्राफ प्राजधकरण को प्राप्त ह-ैं i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइन की स्ट्िापना स े पूिस संबंजधत प्राजधकरणों अिातस ् स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के तहत समुजचत आयोग के द्वारा तैयार दकए गए रांसजमिन, ओ एडं एम, ओपन एटसेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मुख्य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 vi. सोलर एनिी कॉरपोरेिन ऑफ इंजडया जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ं रिा प्राजधकरणों इत्यादद, स े अपेजित अनुमजत को प्राप्त करन े के बाद, इस े केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्तुत करना होगा। vii. यदद उपरोि ओिरहडे लाइन का माग स (या उपरोि ओिरहडे लाइन के माग स का कुछ भाग) ग्रेट इंजडयन बस्ट्टड स (िीआईबी) ित्रे में आता ह ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) मामले के संबंध म ें 2019 की याजचका संख्या 838 पर माननीय उच्चतम न्यायालय के आदिे ों का और माननीय उच्चतम न्यायालय द्वारा गटित तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा। [फा. स. ं 25-16/59/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी) MINISTRY OF POWER ORDER New Delhi, the 30th September, 2025 S.O. 4535(E).— Whereas M/s Solar Energy Corporation of India Limited (A Government of India Enterprise) having its registered address at 6th Floor, Plate-B, NBCC Office Block Tower-2, East Kidwai Nagar, New Delhi- 110023, India has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “transmission system for providing connectivity to M/s Solar Energy Corporation of India Limited for Evacuation of Power from 100 MW Floating Solar PV Plant at Getalsud Dam, Ranchi, Jharkhand)”. And whereas, Ministry of Power, Government of India vide its letter No. No. 25-17/34/2025-PG dated 11.04.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “transmission system for providing connectivity to M/s Solar Energy Corporation of India Limited for Evacuation of Power from 100 MW Floating Solar PV Plant at Getalsud Dam, Ranchi, Jharkhand”. M/s Solar Energy Corporation of India Limited had published notice for transmission scheme in local newspapers Prabhat Khabar (in Hindi) dated 23.04.2025, The Times of India (in English) dated 24.04.2025, Ranchi Express (in Hindi) dated 24.04.2025 and in Weekly Gazette of India dated 10.05.2025 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Solar Energy Corporation of India Limited has submitted an affidavit dated 02.09.2025 declaring that no observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “transmission system for providing connectivity to M/s Solar Energy Corporation of India Limited for Evacuation of Power from 100 MW Floating Solar PV Plant at Getalsud Dam, Ranchi, Jharkhand”. The following overhead line is covered under this scheme: 1. Getalsud Dam Site- 132/33kV IRBA Substation (JUSNL) 132kV Double Circuit Transmission Line4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Jharkhand: Sl. Name of Villages Tehsil / Taluka District No 1. Getalsud, Buki, Banadag, Pailada (Nagraberadegadegi), Hesatu Angara Ranchi Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Solar Energy Corporation of India Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Solar Energy Corporation of India Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
