अधीन िारी की गई भारत सरकार के पेरोजलयम और प्राकृजतक गैस मंत्रालय की अजधसूचना सख्ं या
का.आ.1952(अ),तारीख.01.05.2025, िो भारत के रािपत्र तारीख 01.05.2025 म े प्रकाजित की गई थी, द्वारा उस
अजधसूचना स े संलग्न अनुसूची में जवजनर्िजष्ट भूजम म ें आन्ध्ं रप्रििे राज्य म ें “ वाईपीएए to एमएसईए” & “एमएसईए to

पररवहन के जलय ओ.एन.िी.सी.जलजमटेड द्वारा पाइपलाईन जबछाने के प्रयोिन के जलय े उपयोग के अजधकार का
अिजन के अपन े आिय की घोषणा की थी। और उक्त रािपत्र अजधसूचना की प्रजतया ं िनता को तारीख 25.05.2025 तक
उपलब्ध करा िी गई थी।
और सक्षम प्राजधकारी न,े उक्त अजधजनयम की धारा 6 की उप-धारा (1) के अधीन केन्ध्रीय सरकार को
ररपोटज िे िी ह।ै

और केन्ध्रीय सरकार न,े उक्त ररपोटज पर जवचार करने के पश्चात, और यह समाधन हो िाने पर दक उक्त भूजम
पाइपलाईन जबछाने के जलए अपेजक्षत ह,ै उसमे उपयोग के अजधकार का अिनज करने का जवजनश्चय दकया ह।ै
अत: अब, केन्ध्रीय सरकार,उक्त अजधजनयम की धारा 6 की उपधारा (1) द्वारा प्रित्त िजक्तयों का प्रयोग करत े हुए,
यह घोषणा करती ह ै दक इस अजधसूचना से सलं ग्न अनुसूची में जवजनर्िजष्ट भूजम म ें पाइपलाइन जबछान े के जलए उपयोग के
अजधकार का अिजन दकया िाए।
और केन्ध्रीय सरकार उक्त अजधजनयम की धारा 6 की उप-धारा (4) द्वारा प्रित्त िजक्तयों का प्रयोग करते हुए, यह जनििे
िेती ह ैदक उक्त भूजम म ेंउपयोग का अजधकार इस घोषणा के प्रकािन की तारीख स ेकेन्ध्रीय सरकार म ेंजनजहत होन ेके बिाए,
सभी जवल्लंगमों से मुक्त होकर, ओ.एन.िी.सी. जलजमटेड में जनजहत होगा।
पेरोजलयम और खजनि पाइपलाइन अजधजनयम, 1962 की धारा 10 के अधीन दकसी भी क्षजतपूर्तज के जलए ऑयल
एण्ड नेचुरल गैस कॉरपोरेिन जलजमटेड पणू जतया उत्तरिायी होगी और पाइपलाइन से सम्बजन्ध्धत दकसी भी मामले पर केन्ध्रीय
सरकार, सक्षम प्राजधकारी और दकसी भी राज्य सरकार या कॉपोरेषन के जवरूद्ध कोई वाि या कानूनी कायजवाही नहीं हो
सकेगी।

NOTIFICATION
New Delhi, the 26th November, 2025
S.O. 5409(E).— Whereas by notification of Government of India in Ministry of Petroleum and Natural Gas
S.O. 1952(E). dated.01.05.2025 issued under sub-section (1) of Section 3 of the Petroleum and Minerals Pipelines
(Acquisition of Right of Users in Land) Acts, 1962 (50 of 1962) (hereinafter referred to as the said Act), Published in
the Gazette of India dated 01.05.2025 the Central Government declared its intention to acquire the Right of User in the
Land specified in the Schedule appended to that notification for the purpose of laying pipeline for transportation of
natural gas through YPAA to MSEA and MSEA to MSNAA I/C POINT in the State of Andhra Pradesh by ONGC
Limited.
And whereas copies of the said Gazette notification were made available to the public up to 25.05.2025.
And whereas the Competent Authority has, under sub-section (1) of Section 6 of the said Act submitted report
to Central Government:
And whereas the Central Government, after considering the said report and on being satisfied that the said land
is required for laying the pipelines, has decided to acquire the Right of User there in:
Now, therefore, in exercise of the powers conferred by Sub-Section (1) of the Section 6 of the said Act, the
Central Government hereby declares that the Right of User in the land specified in the Schedule appended to this
notification is hereby acquired for laying the pipeline.
And, further in exercise of the power conferred by sub-section (4) of Section 6 of said Act, the Central
Government hereby directs that the Right of User in the said land for laying the pipeline shall, instead of vesting in the
Central Government, vest on the date of publication of the declaration, in the ONGC Limited, free from all
encumbrances.
Oil and Natural Gas Corporation Ltd., shall be exclusively liable for any compensation in terms of Section 10
of the P&MP Act,1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter
