1. (1) इन जनयमों को पिें न जनजध जिजनयामक और जिकास प्राजधकरण (अध्यक्ष और पणू णकाजलक सिस्ट्यों को िेय िेतन तथा भत्ते और सेिा की अन्य ितें एिं जनबंधन) जनयमािली, 2025 कहा िाएगा।

(2) य ेजनयम रािपत्र म ेंप्रकािन की तारीख स े प्रिृत्त होंगे।

2. पेंिन जनजध जिजनयामक और जिकास प्राजधकरण (अध्यक्ष और पणू णकाजलक सिस्ट्यों को िेय िते न तथा भत्ते और सेिा की अन्य ित ें एिं जनबंधन) जनयमािली, 2014 (इसके बाि उि जनयमों के रूप में संिर्भणत) के जनयम 5 के, - 6138 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) उप-जनयम (1) और उप-जनयम (2) के स्ट्थान पर जनम्नजलजखत उपजनयम को प्रजतस्ट्थाजपत दकया िाएगा, नामत:- "(1) अध्यक्ष के पास भारत सरकार के सजचि के जलए स्ट्िीकायण िेतन 5,62,500 रुपये प्रजत माह का समेदकत िेतन प्राप्त करन े का जिकल्प होगा, जिसम ें आिास और कार की सुजिधा नहीं होगी|

(2) प्रत्येक पणू णकाजलक सिस्ट्य को अपर सजचि, भारत सरकार को स्ट्िीकायण िेतन या 5,00,000 रुपय ेप्रजत माह का समेदकत िेतन प्राप्त करन े का जिकल्प होगा, जिसम ेंआिास और कार की सुजिधा नहीं होगी। (ख) उप-जनयम (2) के बाि, जनम्नजलजखत उप-जनयम अंतः स्ट्थाजपत दकया िाएगा, नामत::- "(3) दकसी व्यजि की अध्यक्ष या पूणणकाजलक सिस्ट्य के रूप में जनयुजि के मामले म ें क्रमिः सजचि या अपर सजचि, भारत सरकार को स्ट्िीकायण िेतन प्राप्त करन े का जिकल्प होगा, िो केंद्र सरकार या राज्य सरकार के अतं गतण सेिा स े सेिाजनिृत्त हो चुके ह,ैं िैसा भी मामला हो, और िो पेंिन, ग्रेच्युटी, अिं िायी भजिष्य जनजध या अन्य जनजधयों या सेिाजनिृजत्त लाभों में जनयोिा के अंििान के माध्यम से दकसी भी सेिाजनिृजत्त लाभ को प्राप्त कर रह े ह ैं या प्राप्त कर चुके ह,ैं या प्राप्त करन े के हकिार हो गय े हैं, ऐसे अध्यक्ष या सिस्ट्य के िेतन और भत्ते को पेंिन की सकल राजि और ग्रेच्युटी के पेंिन समकक्ष या अिं िायी भजिष्य जनजध या सेिाजनिृजत्त लाभ के दकसी अन्य रूप, यदि कोई हो, म ेंजनयोिा के अंििान से कम दकया िाएगा, िो उसके द्वारा जलया गया ह ैया जलया िाना ह।ै

3. उि जनयमों म,ें जनयम 5 के पश्चात,् जनम्नजलजखत जनयम अंतःस्ट्थाजपत दकया िाएगा, नामत::- "5क. महगं ाई भत्ता - अध्यक्ष या पूणणकाजलक सिस्ट्य, जिन्होंन े क्रमिः सजचि या अपर सजचि, भारत सरकार को स्ट्िीकायण िेतन का जिकल्प चुना ह,ै केंद्र सरकार के समूह 'क' अजधकारी को स्ट्िीकायण िरों पर महगं ाई भत्ता प्राप्त करेंगे।

4. उि जनयमों म,ें जनयम 6 के पश्चात,् जनम्नजलजखत जनयम अंतःस्ट्थाजपत दकया िाएगा, नामत::- "6क. (1) यदि अध्यक्ष या पूणणकाजलक सिस्ट्य केंद्रीय सरकार के िेतन ढांचे का जिकल्प चनु त ेह ैंतो आिासन और िहरी कायण मंत्रालय से यह पुजि की िा सकती ह ैदक क्या सामान्य पलू आिासीय आिास उपलब्ध कराया िा सकता ह ैऔर सामान्य पूल आिासीय आिास का आबंटन न होन े की जस्ट्थजत म ें केन्द्रीय सरकार द्वारा इस संबंध में िारी दकये गए ितणमान अनिु ेिों के अनुसार आिास दकराया भत्ता प्रिान दकया िा सकता ह|ै

(2) आिास म ेंखपत होने िाल ेपानी, जबिली और ईंधन का िल्ु क घर म ेंरहन ेिाल ेव्यजि द्वारा िहन दकया िाएगा।

NOTIFICATION New Delhi, the 16th September, 2025 G.S.R. 639(E).— In exercise of the powers conferred by clause (a) of sub-section (2) of section 51 read with sub-section (3) of section 5 of the Pension Fund Regulatory and Development Authority Act, 2013 (23 of 2013), the Central Government hereby makes the following rules further to amend the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Rules, 2014, namely:-

1. (1) These rules may be called the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Amendment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Pension Fund Regulatory and Development Authority (Salary and Allowances Payable to, and Other Terms and Conditions of Service of, Chairperson and Whole-time Members) Rules, 2014, (hereafter referred to as the said rules) in rule 5, -

(a) for sub-rules (1) and (2), the following sub-rule (s) shall be substituted, namely : - “(1) The Chairperson shall have an option to receive pay as admissible to a Secretary to the Government of India or a consolidated salary of Rs. 5,62,500 per month without facility of house and car.

(2) Every whole-time member shall have an option to receive pay as admissible to an Additional Secretary to the Government of India or a consolidated salary of Rs. 5,00,000 per month without facility of house and car”;

(b) after sub-rule (2), the following sub-rule shall be inserted, namely: - “(3) In the case of an appointment of a person as the Chairperson or a whole-time member shall have an option to receive pay as admissible to a Secretary or Additional Secretary to the Government of India, respectively, who has retired from service under the Central Government or the State Government, as the case may be, and who is in receipt of, or has received, or has become entitled to receive any retirement benefits by way of pension, gratuity, employer’s contribution to the Contributory Provident Fund or other Funds or retirement benefits, the pay and allowances of such Chairperson or member shall be reduced by gross amount of pension and pension equivalent of gratuity or employer’s contribution to the Contributory Provident Fund or any other form of retirement benefits, if any, drawn or to be drawn by him”.

3. In the said rules, after rule 5, the following rule shall be inserted, namely:- “5A. Dearness allowance. - The Chairperson or a whole-time member who has opted pay as admissible to a Secretary or Additional Secretary to the Government of India, respectively, shall receive dearness allowance at the rates admissible to a Group ‘A’ Officer of the Central Government”.

4. In the said rules, after rule 6 the following rule shall be inserted, namely : - “6A. (1) In case the Chairperson or a whole-time member opts for Central Government pay structure, it may be confirmed from the Ministry of Housing and Urban Affairs whether General Pool Residential Accommodation4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] may be provided and in case of non-allotment of General Pool Residential Accommodation, the HRA may be granted as per extant instructions issued by the Central Government in this behalf.

(2) Charges for water, electricity and fuel consumed in the house shall be borne by the occupant of the house.
