L.-33004/99 सी.जी.-डी.एxलxx.-GअID.-H1x1x0x8 2026-275367 CG-DLxx-xEG-I1D1E0x8x2x0 26-275367 असाधारण EXTRAORDINARY भाग I—खण्ड 1 PART I—Section 1 प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 224] नई कदल्ली, सोमिार, अगस्ट्त 10, 2026/श्रािण 19, 1948 No. 224] NEW DELHI, MONDAY, AUGUST 10, 2026/SHRAVAN 19, 1948 रसायन और उर्रव क मत्रं ालय (रसायन एर् ं परे ोरसायन वर्भाग) अविसचू ना नई दिल्ली, 10 अगस्त, 2026 फा. स.ं सी-I-43012/8/2026-रसा.II-सीपीसी.— रसायन पाकों की स्ट्थापना हते ,ु भारत सरकार, “भारत औद्योजगक जिकास योिना – रसायन (भव्य रसायन)” योिना की घोषणा करती ह।ै 1. पष्ठृ भवू म: भारतीय रसायन एर् ं पेरोरसायन क्षत्रे अर्वव्यर्स्र्ा के समग्र वर्कास म ें महत्र्पर्ू व भूवमका वनभाता ह,ै क्योंदक यह ऑटोमोबाइल, र्स्त्र, फामावस्यूटटकल्स, वनमावर्, इलेक्रॉवनक्स आदि जैसे वर्वभन्न डाउनस्ट्रीम उद्योगों के वलए आर्श्यक कच्चा माल और इनपुट प्रिान करता ह।ै इस उद्योग के वर्कास के वलए, समववर्त नीवतगत समर्वन और साझा औद्योवगक अर्संरचना के वनमावर् के माध्यम स ेस्ट्केल, अर्संरचना, वर्वनमावर् िक्षता और लागत प्रवतस्पिात्व मकता स ेसंबंवित चुनौवतयों का समािान करना महत्र्पूर् व ह।ै इस संिभव म,ें भारत सरकार न े चैलेंज रूट के माध्यम स े तीन समर्पवत रसायन पाकों की स्र्ापना हते ु भव्य रसायन योिना को 24 जलु ाई, 2026 को अनुमोदन प्रदान ककया ह।ै 2. उद्देश्य: भव्य रसायन योजना बढ़ती घरेलू और डाउनस्ट्रीम मांग के अनुरूप घरेलू उत्पािन क्षमताओं को बढ़ाएगी, इकोनॉमीज़ ऑफ स्ट्केल को प्राप्त करन े म ेंमिि करेगी, लागत प्रवतस्पिावत्मकता को बढ़ाएगी, आयात म ेंकमी लाएगी, वनयावत 6155 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] म ें र्ृवि करेगी, घरेलू और वर्िेशी वनर्ेश को आकर्षवत करेगी और रासायवनक मूल्य श्ृंखला म ें रोजगार सृवजत करेगी। इस प्रकार ये 2047 तक 'जिकजसत भारत' के जनमााण में योगदान दगे ी। 3. योजना का प्रारंभ और अर्वि: यह योजना वर्त्तीय र्षव 2026-27 स े िषा 2030-31 तक पांच र्षों की अर्वि के वलए ₹3,030 करोड़ के पटरव्यय के सार् संचावलत होगी। 4. योजना का कायक्षा त्रे : भव्य रसायन योजना के अंतगवत, तीन समर्पवत ग्रीनफील्ड रसायन पाकव वर्कवसत दकए जाएंग,े वजनम ें स े प्रत्येक का वयूनतम सहिती और बािा-मुक्त भूवम क्षत्रे 8 र्गव दकलोमीटर होगा। इस योजना के तहत रासायवनक उद्योग द्वारा आर्श्यक साझी अिसंरचना सुजिधाओं और बेजसक यूटिजलिीज़ जैसे केंद्रीय अपजिष्ट उपचार संयंत्र, िल आपूर्त,ा सॉल्िेंि टरकिरी और जडजस्ट्िलिे न संयत्रं , स्ट्िीम िनरेिन और जितरण प्रणाली, पाइपलाइनों स े यक्तु जितरण नेििका, सामान्य लॉजिजस्ट्िक सुजिधाएं, प्रयोगिाला परीक्षण केंद्र, आपातकालीन प्रजतकिया केंद्र, तकनीकी सहायता केंद्र के वर्कास के वलए वर्त्तीय सहायता प्रिान की जाएगी। 5. वर्त्तीय सहायता: इस योजना के तहत चयवनत तीन रसायन पाकों को साझी अर्संरचना सुवर्िाओं और बेजसक यूटिजलिीज़ की पटरयोजना लागत के वलए वर्त्तीय सहायता प्रिान की जाएगी, वजसकी अविकतम सीमा प्रवत पाकव ₹1,000 करोड़ होगी। यह सहायता इस शतव के अिीन होगी दक संबंवित राज्य द्वारा वयूनतम ₹500 करोड़ प्रवत पाकव की रावश की व्यिस्ट्था की िाएगी। योजना के तहत प्रिान की गई वर्त्तीय सहायता के अवतटरक्त रसायन पाकव की स्र्ापना म ें होन े र्ाला कोई भी अवतटरक्त व्यय संबंवित राज्य सरकार द्वारा र्हन दकया जाएगा। 6. कायावव र्यन प्रणाली: 6.1 भवू म की आर्श्यकता: राज्य सरकारें रसायन पाकों के वलए आर्श्यक भूवम उपलब्ि कराने, भूवम का अविग्रहर् और इसे बाधारजहत बनाने के जलए वजम्मेिार होंगी और भूवम अविग्रहर् स े संबंवित संपूर् व वर्त्तीय लागत र्हन करेंगी। 6.2 राज्य कायावव र्यन एजवें सया:ं रसायन पाकों का कायाववर्यन नावमत राज्य कायाववर्यन एजेंवसयों (एसआईए) के माध्यम स े दकया जाएगा, जो पटरयोिना कियान्ियन, संबंजधत अजधकाटरयों के साथ समन्िय और योिना कदिाजनदेिों के अनुपालन के जलए जिम्मेदार होंगी। 7. शासन तत्रं : 7.1 योजना सचं ालन सवमवत: इस योजना के अतं गतव प्रस्तार्ों को रसायन एर् ं पेरोरसायन वर्भाग द्वारा गटित योजना संचालन सवमवत (एसएससी) द्वारा अनुमोिन प्रदान दकया जाएगा। एसएससी की संरचना इस प्रकार ह:ै i. सवचर्, रसायन एर् ं पेरोरसायन वर्भाग - अध्यक्ष ii. वर्त्तीय सलाहकार, रसायन एर् ंपेरोरसायन वर्भाग - सिस्य iii. संयुक्त सवचर्, पयावर्रर्, र्न और जलर्ायु पटरर्तवन मंत्रालय - सिस्य iv. संयुक्त सवचर्, उद्योग एर् ं आतं टरक व्यापार संर्िवन वर्भाग – सिस्य v. संयुक्त सवचर् (रसायन), रसायन एर् ं पेरोरसायन वर्भाग – सिस्य-संयोजक[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 3 नोि: संबंजधत राज्य को रसायन पाका आिंटित ककए िान े के पश्चात, संबंजधत राज्य सरकार के प्रधान सजचि (उद्योग) को सदस्ट्य के तौर पर िाजमल ककया िाएगा। 7.2 अविकार प्राप्त सवमवत: प्रभारी मंत्री की अध्यक्षता म ेंएक अविकार प्राप्त सवमवत (ईसी) इस योजना की आर्विक समीक्षा करेगी। अजधकार प्राप्त सजमजत (ईसी) की संरचना इस प्रकार ह:ै i. प्रभारी मंत्री - अध्यक्ष ii. वर्त्तीय सलाहकार, रसायन एर् ंपेरोरसायन वर्भाग - सिस्य iii. सवचर्, पयावर्रर्, र्न और जलर्ाय ु पटरर्तवन मंत्रालय - सिस्य iv. सवचर्, उद्योग एर् ंआंतटरक व्यापार संर्िवन वर्भाग – सिस्य v. सवचर्, औषध वर्भाग - सिस्य vi. सवचर्, रसायन एर् ं पेरोरसायन वर्भाग – सिस्य-संयोजक नोि: संबंजधत राज्य को रसायन पाका आिंटित ककए िान े के पश्चात, संबंजधत राज्य सरकार के प्रमुख सजचि (उद्योग) को सदस्ट्य के तौर पर िाजमल ककया िाएगा। 8. पटरयोजना प्रबिं न इकाई: इस योजना का कायाववर्यन एक पटरयोजना प्रबंिन इकाई (पीएमय)ू के माध्यम स े दकया जाएगा, जो रसायन एर् ं पेरोरसायन वर्भाग को सवचर्ालय, प्रबंिन, कायाववर्यन और वनगरानी संबंिी सहायता प्रिान करेगी। पीएमय ू की वर्स्तृत भूवमकाए ँ और काय,व योजना दिशावनिेशों म ें वनर्िष्टव की िाएगं ी। 9. चयन प्रदिया: तीन रसायन पाकों का चयन चैलेंि रूि के माध्यम से ककया िाएगा, जिसके अतं गता प्राप्त प्रस्ट्तािों का मूल्यांकन मात्रात्मक एिं गुणात्मक दोनों घिकों पर आधाटरत एक संरजचत एिं पारदिी मूल्यांकन तंत्र के अनुसार ककया िाएगा। मूल्यांकन पूर्ववनिावटरत और मापन े योग्य मापिंडों पर आिाटरत होगा। इसके अलार्ा, मल्ू यांकन म ें प्रस्तार्ों के वर्वभन्न पहलुओं को भी ध्यान म ेंरखा जाएगा, वजनम ेंरर्नीवतक प्रासंवगकता, समग्र व्यर्हायवता, कायाववर्यन योजना, वर्त्तीय सुिढ़ृ ता, नीवतगत उद्देश्यों के सार् तालमेल और िीघवकावलक वस्र्रता शावमल ह,ैं वजससे प्रत्येक प्रस्तार् का व्यापक और संतुवलत मल्ू यांकन सुवनवित हो सके। 10. योजना म ें सशं ोिन: भव्य रसायन योजना म ें मामूली संशोिन, वजवह ें मंवत्रमंडल द्वारा अनुमोदित व्यापक िायरे और वर्त्तीय पटरव्यय के भीतर इसके कायाववर्यन के वलए आर्श्यक समझा जाए, प्रभारी मंत्री की स्र्ीकृवत स े दकए जा सकते ह।ैं 11. योजना सबं धं ी दिशावनिेश: इस योजना के वर्स्ततृ पटरचालन संबंधी दिशावनिेश अलग स ेजारी दकए जाएंगे। िीपांकर ऐरन, संयुक्त सवचर्4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] MINISTRY OF CHEMICALS AND FERTILIZERS (Department of Chemicals and Petrochemicals) NOTIFICATION New Delhi, the 10th August, 2026 F. No. C-I-43012/8/2026-CHEM. II-CPC.—The Government of India is pleased to announce the Scheme for Chemicals Parks – Bharat Audyogik Vikas Yojana – Rasayan (BHAVYA Rasayan) Scheme. 1. Background: The Indian Chemical and Petrochemical sector plays a vital role in the overall development of the economy as it provides requisite raw material and inputs for various downstream sectors such as Automobiles, Textiles, Pharmaceuticals, Construction, Electronics etc. For the growth of the sector, it is important to address challenges related to scale, infrastructure, manufacturing efficiency, and cost competitiveness through coordinated policy support and the creation of shared industrial infrastructure. In this context, the Government of India has approved the Scheme for Chemicals Parks – BHAVYA Rasayan Scheme on 24th July 2026 for the establishment of three dedicated Chemical Parks through the challenge route. 2. Objective: The BHAVYA Rasayan Scheme will enhance domestic production capacities in line with rising domestic and downstream demand, help achieve economies of scale, increase cost competitiveness, promote import substitution, augmentation of exports, attract domestic and foreign investment, and generate employment across the Chemical Value Chain, thereby contributing to the vision of Viksit Bharat by 2047. 3. Commencement and Duration of the Scheme: The Scheme will be operational for a period of five years commencing from the financial year 2026-27 up to 2030-31 with an outlay of ₹3,030 Crore. 4. Scope of the Scheme: Under the BHAVYA Rasayan Scheme, three dedicated greenfield chemical parks will be developed, each having a minimum contiguous and encumbrance-free land area of 8 square kilometres. Financial assistance will be provided under the Scheme for the development of common infrastructural facilities and basic utilities required by the chemical industry such as central effluent treatment plant, water supply, solvent recovery and distillation plant, steam generation and distribution system, distribution network comprising pipelines, common logistics facilities, laboratory testing centre, emergency response centre, technical support centre. 5. Financial Assistance: Financial assistance under the Scheme shall be provided to three selected Chemical Parks towards the project cost of Common Infrastructure Facilities and basic utilities, subject to an overall ceiling of ₹1,000 Crore per park. This will be subject to the condition that a minimum amount of ₹500 Crore shall be mobilised by the concerned State. Any additional expenditure incurred towards the establishment of the Chemical Park beyond the financial assistance provided under the Scheme shall be borne by the concerned State Government. 6. Mode of implementation: 6.1 Land Requirement: State Governments shall be responsible for providing the required land for the Chemical Parks including its acquisition and making it encumbrance-free, and shall bear the entire financial cost associated with land acquisition. 6.2 State Implementing Agencies: The Chemical Parks shall be implemented through designated State Implementing Agencies (SIAs), which shall be responsible for project execution, coordination with relevant authorities, and compliance with Scheme guidelines. 7. Governance Mechanism: 7.1 Scheme Steering Committee: The proposals under the scheme will be approved by the Scheme Steering Committee (SSC) constituted by Department of Chemicals and Petrochemicals (DCPC). The composition of the SSC is as follows: i. Secretary, DCPC - Chairperson ii. Financial Adviser, DCPC - Member iii. Joint Secretary, Ministry of Environment, Forest and Climate Change - Member[भाग I—खण् ड 1] भारत का रािपत्र : असाधारण 5 iv. Joint Secretary, Department for Promotion of Industry and Internal Trade – Member v. Joint Secretary (Chemical), DCPC – Member-Convenor Note: Principal Secretary (Industries) of the concerned State Government will be coopted as Member, once the Chemical Park is awarded to the State. 7.2 Empowered Committee: An Empowered Committee (EC) under the chairmanship of the Minister- in-Charge will conduct periodic review of the scheme. The composition of the EC is as follows: i. Minister-in-Charge - Chairperson ii. Financial Adviser, DCPC - Member iii. Secretary, Ministry of Environment, Forest and Climate Change - Member iv. Secretary, Department for Promotion of Industry and Internal Trade – Member v. Secretary, Department of Pharmaceutical- Member vi. Secretary, Department of Chemicals and Petrochemicals – Member-Convenor Note: Chief Secretary of the concerned State Government will be coopted as Member, once the Chemical Park is awarded to the State. 8. Project Management Unit: The Scheme shall be implemented through a Project Management Unit (PMU), which shall provide secretarial, managerial, implementation and monitoring-related support to the Department of Chemicals and Petrochemicals. The detailed roles and functions of the PMU shall be specified in the Scheme Guidelines. 9. Selection Process:The selection of the three Chemical Parks shall be undertaken through the Challenge Route, wherein the proposals would be evaluated through a structured and transparent assessment framework comprising both quantitative and qualitative components. Evaluation will be based on predefined and measurable parameters. Further, the assessment would also factor various aspects of proposals including strategic relevance, overall viability, implementation plan, financial soundness, alignment with policy objectives, and long-term sustainability, thereby ensuring a comprehensive and balanced appraisal of each proposal. 10. Modifications to the Scheme: Minor modifications to the BHAVYA Rasayan Scheme, as deemed necessary for its implementation within the broad scope and financial outlay approved by the Cabinet, can be made with the approval of the Minister-in-Charge. 11.
