का.आ. 3385(अ).— भारतीय मानक ब्यूरो अजधजनयम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत्त िजियों
का प्रयोग करत ेहुए और हस्ट्त उपकरण (गणु वत्ता जनयंत्रण) आदिे , 2024 के अजधक्रमण म,ें जसवाय ऐसे कायों के िो अजधक्रमण
से पहल ेदकए गए अथवा जिन् ह ेंदकए िाने से छोड़ ददया गया, केंद्र सरकार का, भारतीय मानक ब् यूरो से परामिध करन ेके बाद
यह मत ह ैदक यह िनजहत म ेंआवश् यक अथवा जहतकर ह,ै अत: एतद्द्वारा जनम्न जलजखत आदिे करती ह,ै नामत:-
1. सजं िप्त िीर्कध और प्रारंभ - (1) इस आदेि को हस्ट्त उपकरण (गणु वत्ता जनयंत्रण) आदिे , 2025 कहा िाएगा।
(2) यह आदेि 1 अक् तूबर, 2025 से लागू होगा।
2. मानक जिह्न का अजनवाय ध प्रयोग – ताजलका के कॉलम (2) म ें जवजनर्दधष् ट वस्ट्त ुए ं या सामान ताजलका के कॉलम (3) म ें
जवजनर्दधष्ट संबंजधत भारतीय मानक के अनरूु प होंगी तथा उन पर भारतीय मानक ब् यूरो (अनुपालन मल्ू यांकन) जवजनयम,
2018 की अनुसूिी-II की स्ट् कीम-I के अनुसार ब् यरू ो के लाइससें के तहत मानक जिह्न लगा होगा:

3. प्रमाणन और प्रवतनध प्राजधकरण – ब्यरू ो, ताजलका के कॉलम (2) म ें जवजनर्दधष्ट वस्ट्तुओं या सामान के जलए प्रमाणन
एवं प्रवतधन प्राजधकरण होगा।
4. उल्ल घं न के जलए पने ल्ट ी– इस आदेि के प्रावधानों का उल्ल घं न करन े वाले व् यजि को भारतीय मानक ब् यूरो
अजधजनयम, 2016 के प्रावधानों के तहत दंजडत दकया िाएगा।

ORDER
New Delhi, the 22nd July, 2025
S.O. 3385(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016
(11 of 2016) and in supersession of the Hand Tools (Quality Control) Order, 2024, except as respects things done or
omitted to be done before such supersession, the Central Government, after consulting the Bureau of Indian Standards,
is of the opinion that it is necessary or expedient so to do in the public interest, hereby makes the following Order,
namely:-
1. Short title and commencement. – (1) This Order may be called the Hand Tools (Quality Control) Order, 2025.
(2) It shall come into force on the 1st day of October, 2025.
2. Compulsory use of Standard Mark.- Goods or articles specified in column (2) of the Table shall conform to the
corresponding entry mentioned in column (3) of the Table and shall bear the Standard Mark under a licence from the
Bureau as per Scheme-1 of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018:
Provided that the small enterprises and micro enterprises, as defined under the Micro, Small and Medium
Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified in the
corresponding entry under columns (6) and (7) of the Table respectively:
Provided further that nothing in this Order shall apply to goods or articles manufactured domestically for
export:
Provided also that nothing in this order shall apply for two hundred numbers of goods or articles imported for
the purpose of research and development by manufacturers of hand tools per year and such imported goods and articles
will not be sold commercially and shall be disposed of as a scrap and the manufacturers shall maintain a year-wise
record of such goods or articles and furnish the same, if so desired by Government authorities

3. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority for the Goods
or articles specified in column (2) of the Table.
4. Penalty for Contravention.- Any person who contravenes the provisions of this Order shall be punishable under the
provisions of the Bureau of Indian Standards Act, 2016.
