का.आ. 4568(अ).—भारतीय मानक ब् यूरो अजधजनयम, 2016 (2016 का 11) की धारा 16 द्वारा प्रदत् त िजियों
का प्रयोग करत े हुए और वाजणजज्यक जवतरण और वेंडडंग के जलए जवद्युत उपकरण (गणु वत्ता जनयंत्रण) आदिे , 2023 के
अजधक्रमण म,ें जसवाय ऐसे कायों के िो इस अजधक्रमण से पहले दकए गए हों अथवा दकए िाने से छूट गए हों, केंद्र सरकार का
भारतीय मानक ब्यूरो से परामिध करन े के बाद यह मत ह ै दक यह िनजहत म ें आवश्यक अथवा जहतकर है, अत: एतद्वारा
जनम्नजलजखत आदिे करती ह,ै नामत: -
1. सजं िप्त िीर्कध और प्रारंभ - (1) इस आदेि को वाजणजज्यक जवतरण और वेंडडगं के जलए जवद्युत उपकरण (गुणवत् ता
जनयंत्रण) आदेि, 2024 कहा िाएगा।
(2) यह आदेि िासकीय रािपत्र में इसके प्रकािन की तारीख से लाग ूहोगा।
2. मानक जिह्न का अजनवाय धप्रयोग – ताजलका के कॉलम (1) में जवजनर्दधष् ट वस्ट्तुए ंया सामान ताजलका के कॉलम (2)
में उजल्लजखत तदनरूु पी भारतीय मानक के अनुरूप होंग ेतथा उन पर भारतीय मानक ब् यूरो (अनुपालन मल्ू यांकन) जवजनयम,
2018 की अनुसूिी-II की स्ट् कीम-I के अनुसार ब् यरू ो के लाइससें के तहत मानक जिह्न लगा होगा;

बिते दक इस आदेि म ें से कुछ भी जनयाधत की िान े वाली स्ट् वदेि म ें जवजनर्मधत वस्ट्तओंु या सामान पर लाग ू नहीं
होगा;
बिते यह भी दक सूक्ष्म उद्यम और लघु उद्यम, िैसा दक सूक्ष्म, लघ ु और मध्यम उद्यम जवकास अजधजनयम, 2006
(2006 का 27) के तहत पररभाजर्त दकया गया ह,ै ताजलका के क्रमिः कॉलम (5) और (6) की संबंजधत प्रजवजि म ें जवजनर्दधि
तारीख से ऐसे भारतीय मानकों का अनपु ालन करेंगे।
बिते यह भी दक इस आदेि में से कुछ भी वाजणजज्यक जवतरण और वेंडडंग के जलए जवद्युत उपकरण के जवजनमाधताओं
द्वारा अनुसंधान व जवकास के प्रयोिन से प्रजत वर् ध पिास की संख्या तक सामान तथा वस्ट्तओंु के आयात पर लागू नहीं होगा,
िो इस ितध के अध्यधीन ह ै दक ऐसे आयाजतत सामानों और वस्ट्तुओं की वाजणजज्यक जबक्री नहीं की िाएगी और उन्ह ेंस्ट्क्रैप के
रूप में जनपटाया िाएगा और जवजनमाधता ऐसे सामानों या वस्ट्तुओं का वर्धवार ररकाडध रखगें े और मागं े िान े पर सरकारी
प्राजधकाररयों को प्रस्ट्तुत करेंगे।
3. प्रमाणन और प्रवतनध प्राजधकरण – ब् यरू ो ताजलका के कॉलम (1) में जवजनर्दधष् ट वस्ट्तुओं या सामान के जलए प्रमाणन
और प्रवतधन प्राजधकरण होगा।
4. उल्ल घं न के जलए पने ल्ट ी– इस आदेि के प्रावधानों का उल्ल घं न करन े वाले व् यजि को भारतीय मानक ब् यूरो
अजधजनयम, 2016 के प्रावधानों के तहत दंजडत दकया िाएगा।

ORDER
New Delhi, the 17th October, 2024
S.O. 4568(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016
(11 of 2016) and in supersession of the Electrical appliance for commercial dispensing and vending (Quality Control)
Order, 2023, except as respects things done or omitted to be done before such supersession, the Central Government,
after consulting the Bureau of Indian Standards, is of the opinion that it is necessary or expedient so to do in the public
interest, hereby makes the following order, namely:-
1. Short title and commencement. – (1) This order may be called the Electrical Appliances for Commercial Dispensing
and Vending (Quality Control) Order, 2024.
(2) It shall come into force on the date of its publication in the official Gazette.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
2. Compulsory use of Standard Mark.- Goods or articles specified in column (1) of the Table shall conform
to the corresponding Indian Standard specified in column (2) of the Table and shall bear the Standard Mark under a
license from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment)
Regulations, 2018:
Provided that nothing in this order shall apply to goods or articles manufactured domestically for export:
Provided further that the micro enterprises and small enterprises, as defined under the Micro, Small and
Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified
in the corresponding entry under columns (5) and (6) of the Table respectively:
Provided also that nothing in this order shall apply for fifty numbers of goods or articles imported for the
purpose of research and development by manufacturers of electric appliances for commercial dispensing and
vending per year and such imported goods and articles will not be sold commercially and shall be disposed of as a scrap
and the manufacturers shall maintain a year-wise record of such goods or articles and furnish the same, if so desired by
Government authorities.
3. Certification and enforcement authority.- The Bureau shall be the certifying and enforcing authority for the goods
or articles specified in column (1) of the Table.
4. Penalty for contravention.- Any person who contravenes the provisions of this order shall be punishable under the
provisions of the Bureau of Indian Standards Act, 2016.
