**2. Introduction:**
This report provides an overview and analysis of a notification published in The Gazette of India concerning the implementation of the Official Language Use for Official Purposes of the Union Rules, 1976 (as amended in 1987) within the Department of Consumer Affairs. The analysis is based solely on the provided text of the notification.
**3. Policy Overview:**
* **Amendment:** This notification operates as an action related to the existing "Official Language Use for Official Purposes of the Union Rules, 1976 as amended in 1987".
* **Core Objective(s) (Inferred):** To officially record and notify that the specified subordinate offices of the Department of Consumer Affairs have met the prescribed threshold (above 80%) of staff with working knowledge of Hindi, as mandated by the underlying rules.
**4. Background and Rationale:**
* **Amendment Rationale (Inferred):** The notification suggests a regular monitoring of Hindi proficiency within government offices. The underlying rules likely necessitate formal notification and recording of instances where offices meet the required threshold of Hindi-speaking staff. This notification serves as documentation for compliance with those underlying rules, ensuring proper implementation and potentially triggering further actions or benefits related to Hindi usage within those offices.
**5. Key Provisions / Changes:**
* The notification *itself* does not introduce a new rule or change an existing one. It *implements* a pre-existing rule regarding language proficiency.
* The key action is the **official notification** that the following offices meet the specified criteria:
* National Consumer Cooperative Federation of India Ltd. Mumbai Branch Office, Chinchpokali, Mumbai 400011
* National Consumer Cooperative Federation of India Ltd. Nashik Branch Office, Nashik 422001

* **Amendment-specific Implementation:** No new implementation steps are outlined by the amendment itself. The focus is on the *recognition* of a pre-existing state (exceeding the Hindi proficiency threshold).
**8. Expected Outcomes / Impact of Changes:**
