L.-33004/99 सी.जी.-एम.एच.-अ.-21082024-256517 CG-MxHx-xEG-I2D1H0x8x2x0 24-256517 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 471] िई ददल्ली, मगं लिार, अगस्ट्त 20, 2024/श्रािण 29, 1946 No. 471] NEW DELHI, TUESDAY, AUGUST 20, 2024/SHRAVANA 29, 1946 परमाण ु ऊिा ा जिभाग अधिसचू ना मुंबई, 16 अगस्ट् त, 2024 सा.का.जि. 510(अ).— राष्ट्रपजत, संजिधाि के अिुच्छेद 309 के परन् तुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए, परमाण ु ऊिा ा जिभाग में रािभाषा काडर के पदों पर भती की पद्धजत को जिजियजमत करिे के जलए जिम्नजलजखत जियम बिाते ह,ैं अर्ाात् :- 1. सजं िप्त िाम तर्ा प्रारंभ - (1) इि जियमों का संजिप्त नाम परमाणु ऊिाा जिभाग [रािभाषा काडर] भती जियम, 2024 ह।ै (2) य ेरािपत्र में उिके प्रकािि की तारीख से प्रवृत्त होंगे। 2. आिदे ि – ये जियम इि जियमों से संलग्न उपाबद्ध के स्तंभ (1) म ेंजिर्दाष्ट पदों पर लाग ूहोंग।े 3. पदों की सख्ं या, िगीकरण और िते ि मट्रै रक्स म ें स्ट्तर – उि पदों की संख्या, उिका िगीकरण और उनस े िुड े िेति मैट्ररक्स का स्ट्तर उि अिुसूची के स्तंभ (2) से स्तंभ (4) में जिर्दाष्ट ह।ै 5268 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती की पद्धजत, आय-ु सीमा, अहता ाएँ, आदद - उि पद पर भती की पद्धजत, आय-ु सीमा, अहता ाएँ और उससे संबंजधत अन्य बात ें वे होंगी जो उक्त अिसु ूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जिर्दष्टा ह।ैं 5. जिरहता ा- िह व्यजि- (क) जिसिे ऐसे व्यजि स े धजसका पधत या पत्नी जीधवत ह,ै जििाह दकया ह ैया जििाह की संधवदा की ह,ै या (ख) जिसिे अपि ेपजत या पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है, या जििाह की संधवदा की ह।ै उि पदों म ें स े ककसी पर जियुजि के जलए पात्र िहीं होगा : परंत ु यकद केंद्र सरकार, का यह समािान हो जाता ह ै कक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लाग ू स्वीय जिजध के अिीन अनुज्ञेय ह ै और ऐसा करि े के जलए अन्य आधार हैं, तो ऐसे व्यजि को इस जियम के प्रवतनत स े छूट द े सकेगी। 6. प्रारंजभक सघं टि- ऐस े पदधारी िो इि जियमों के प्रारंभ होि े से ठीक पहले जियजमत आधार पर कजिष्ठ अिुिाद अजधकारी, िट्ररष्ठ अिुिाद अजधकारी, सहायक जिदेिक (रािभाषा), उप जिदेिक (रािभाषा), संयुि जिदेिक (रािभाषा) और जिदेिक (रािभाषा) का पद धारण कर रह े ह ैं इि जियमों के उपबंधों के अिुसार जियिु दकए गए समझे िाएंगे और उिके द्वारा संबंजधत श्रेजणयों म ें की गई उिकी जियजमत और जिरंतर सेिा को पररिीिा, प्रोन्नजत, पुजष्ट और पेंिि के जलए अहका सेिा के प्रयोििों के जलए गणिा में जलया िाएगा। 7. जिजर्ल करि े की िजि - िहाँ केन्द्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश्यक या समीचीि है, वहा ाँ िह उसके जलए िो कारण ह ैं उन्ह ेंलेखबद्ध कर, इि जियमों के दकसी उपबधं को दकसी िग ा या प्रिग ा के व्यजियों की बाबत आदेि द्वारा जिजर्ल कर सकेगी। 8. व्यािजृ त्त - इि जियमों की कोई बात, ऐस े आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि िहीं डालगे ी, जििका केन्द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आदिे ों के अिुसार अिुसूजचत िाजतयों, अिुसूजचत िििाजतयों, अन्य धपछडा वगों भतू पूि ा सैजिकों और अन्य जििेष प्रिग ा के व्यजि यों के जलए उपबंध करिा अपेजित ह।ै अिसु चू ी पद का िाम पद की सख्ं या िगीकरण िते ि मट्रै रक्स के चयि पद स्ट्तर अचयि पद (1) (2) (3) (4) (5) 1. कजिष्ठ 24* (2024) सािारण केन्द्रीय सेिा, िेति मैट्ररक्स म ें लाग ूिहीं होता अिुिाद स्तर-6 (35,400- *कायाभार के आधार पर समूह 'ख', अरािपजत्रत, अजधकारी पट्ररिताि दकया िा सकता ह ै अिुसजचिीय। 1,12,400 रुपए) सीध ेभती दकए िाि ेिाल ेव्यजियों के सीध ेभती दकए िाि ेिाल ेव्यजियों के जलए अपजे ित िजै िक और अन्य जलए आय-ु सीमा। अह ताएा ।ं (6) (7) 30 िषा से अजधक िहीं। आिश्य क ििै जणक अहतत ा : (केन्द्रीय सरकार द्वारा िारी अनुदेशों या (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय से एक अजििाया या िैकजल्पक जिषय आदेिों के अिुसार सरकारी सेिकों के के रूप म ें या जडग्री स्ट्तर पर परीिा के माध्यम के रूप में अग्रं िे ी के सार् जलए पांच िष ा तक की छूट।) हहदं ी में मास्ट्टर जडग्री; या द्वीप या लिद्वीप के अभ्यर्र्या ों के जलए दकसी मान्यता प्राप्त जिश्वजिद्यालय से तर्ा एक अजििाया या िैकजल्पक जिषय जिजहत की गई ह।ै ) के रूप म ें हहदं ी तर्ा अंग्रेिी या दोिों जिषयों म ें स े दकसी एक जिषय म ें परीिा के माध्यम के रूप म ें तर्ा दसू रा जडग्री स्ट्तर पर अजििाय ा या िैकजल्पक जिषय के रूप में हहदं ी या अग्रं ेिी के अजतट्ररि दकसी अन्य जिषय में मास्ट्टर जडग्री; (ii) दकसी मान्यता प्राप्त संस्ट्र्ाि से हहदं ी से अंग्रेिी और इसके जिपरीत अिुिाद म ें जडप्लोमा या प्रमाणपत्र पाठ्यक्रम या भारत सरकार के उपक्रम सजहत केन्द्रीय सरकार या राज्य सरकार के कायाालय में हहदं ी से अंग्रेिी और इसके जिपरीत अिुिाद काया का दो िष ा का अिुभि। ट्रटप्प ण 1 : अहता ाए,ं अन् यर्ा सअु र्हता अभ् यर्र्ायों की दिा में सिम प्राजधकारी के जििेकािुसार जिजर्ल की िा सकती ह।ैं ट्रटप्पण 2 : अिुभि संबंधी अहता ाएँ सिम प्राजधकारी के जििेकािुसार अिुसूजचत िाजतयों और अिुसूजचत िििाजतयों के अभ्यर्र्ायों की दिा में तब जिजर्ल की िा सकती ह ैं िब चयि के दकसी चरण म ें सिम प्राजधकारी का यह मत हो दक आरजित ट्ररजियों को भरि े के जलए अपेजित अिुभि रखि े िाल े उि समुदायों के अभ्यर्र्ायों के पयाप्ता संख्या में उपलब्ध होि े की सभं ाििा िहीं ह।ै सीध े भती दकए िाि े िाल े व्यजियों के परीिीिा की भती की पद्धजत - भती सीि े होगी या प्रोन्ि जत द्वारा या जलए जिजहत आय ु और िजै िक अहता ाए ं अिजध, यदद प्रजतजियजु ि आमले ि द्वारा और जिजभन्न पद्धजतयों द्वारा भरी प्रोन्नत व्यजियों की दिा म ें लाग ू होंगी िाि ेिाली ट्ररजियों का प्रजतितता। कोई हो। या िहीं। (8) (9) (10) लाग ूिहीं होता एक िषा सीिे भती द्वारा। पदधारी के प्रजतजियुजि पर स्ट्र्ािान्तरण या लम्बी बीमारी या अध्ययि छुट्टी या दकसी अन्य पट्ररजस्ट्र्जत म ें एक िषा या अजधक अिजध के जलए बाहर रहि े के कारण हुई ट्ररजियों, केन्द्रीय सरकार के ऐसे अजधकाट्ररयों म ें स े प्रजतजियुजि पर स्ट्र्ािान्तरण द्वारा भरी िा सकेगी;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) िो मूल संिगा अर्िा जिभाग म ें जियजमत आधार पर सदिृ पद धाट्ररत दकए हो; की जियजमत सेिा की हो, 2. पऊजि/दकसी भी संघटक ट्रटप्प ण 1 - प्रोन्ि जत के जलए पात्रता की इकाई के उप जिदेिक अिजध की गणिा करिे की जिणाायक तारीख (रािभाषा), पऊजि/दकसी ट्ररजि िषा की 1 िििरी होगी । भी संघटक इकाई - सदस्ट्य; ट्रटप्प ण 2 - अभ्यर्र्ायों की जलजखत परीिा 3. दकसी संघटक इकाई के के माध्यम से चयि दकया िाएगा। मुख्य प्रिासजिक अजधकारी - सदस्ट्य। ट्रटप्प ण 3 - िहाँ ऐस े कजिष्ठ व्यजियों के संबंध में जिन्होंि े अपिी अहकत /पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के धिए धवचार ककया जा रहा हो, िहाँ उिके ज्यष्ठे व्यजियों के संबंध में भी जिचार दकया िाएगा, परंत ु यह तब िब दक उसके द्वारा की गई ऐसी अहका /पात्रता सिे ा अपेजित अहका /पात्रता सेिा के आिे से अजधक स े या दो िषा स े इिम ें स े िो भी कम हो, कम न हो और उन्होंन े अपिे ऐस े कजिष्ठ व्यजियों सजहत, जिन्होंि े ऐसी अहका /पात्रता सेिा पहल े ही परू ी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो। प्रजतजियजु ि : भारत सरकार के केन्द्रीय सजचिालय रािभाषा सेिा या दकसी अन्य केन्द्रीय सरकार या राज्य सरकार या सघं राज्य िेत्र के अजधकारी :- (क) (i) िो मूल संिग ा अर्िा जिभाग में जियजमत आधार पर सदिृ पद धाट्ररत दकए हों; अर्िा (ii) िेति मैट्ररक्स में स्तर-6 (35400- 112400 रुपए) म ें कजिष्ठ अिुिाद अजधकारी के रूप म ें न्यूितम पांच िषा की सेिा की हो; और6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जििके पास जिम्नजलजखत िैिजणक अहता ाएं हों, अर्ाात : (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय स े एक अजििाया या िैकजल्पक जिषय के रूप में या जडग्री स्ट्तर पर परीिा के माध्यम के रूप में अंग्रेिी के सार् हहदं ी में मास्ट्टर जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय स े एक अजििाया या िैकजल्पक जिषय के रूप में या जडग्री स्ट्तर पर परीिा के माध्यम के रूप म ें हहदं ी के सार् अंग्रेिी म ेंमास्ट्टर जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय स े हहदं ी माध्यम से तर्ा एक अजििाया या िैकजल्पक जिषय के रूप में या जडग्री स्ट्तर पर परीिा के माध्यम के रूप में अंग्रेिी के सार् हहदं ी या अंग्रेिी के अजतट्ररि दकसी अन्य जिषय में मास्ट्टर जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय स े तर्ा एक अजििाय ा या िकै जल्पक जिषय के रूप म ें या जडग्री स्ट्तर पर परीिा के माध्यम के रूप म ें हहदं ी के सार् या अग्रं ेिी के अजतट्ररि दकसी अन्य जिषय में मास्ट्टर जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय स े तर्ा एक अजििाय ा या िकै जल्पक जिषय के रूप में हहदं ी तर्ा अंग्रिे ी या दोिों जिषयों में से दकसी एक जिषय में परीिा के माध्यम के रूप में तर्ा दसू रा जडग्री स्ट्तर पर अजििाया या िैकजल्पक जिषय के रूप म ें हहदं ी या अंग्रेिी के अजतट्ररि दकसी अन्य जिषय में मास्ट्टर जडग्री; और (ii) दकसी मान्यता प्राप्त संस्ट्र्ाि स े हहदं ी से अग्रं ेिी और इसके जिपरीत अिुिाद में जडप्लोमा या प्रमाण पत्र पाठ्यक्रम या भारत सरकार के उपक्रम सजहत केन्द्रीय सरकार या राज्य सरकार के कायाालय में हहदं ी से अंग्रेिी और इसके जिपरीत अिुिाद काया का दो िषा का अिुभि। ट्रटप्पण 1 : पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 प्रजतजियुजि पर जियुजि के जलए जिचार दकए िािे के धिए पात्र िहीं होंगे। इसी प्रकार प्रजतजियुि व्यजि प्रोन्नजत द्वारा जियुजि के जलए जिचार दकए िािे के पात्र िहीं होंगे। ट्रटप्पण 2: प्रजतजियुजि की अिजध, जिसके अंतगता केन्द्रीय सरकार के उसी या दकसी अन्य सगं ठि या जिभाग में इस जियुजि स े ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजियुजि की अिजध, िैसा दक मामला हो, साधारणत: 3 िषा से अजधक िहीं होगी। ट्रटप्पण 3: प्रजतजियुजि पर जियुजि के जलए अजधकतम आय-ु सीमा आवेदनों की प्राधि की समापन तारीख को छप्पन वर्त स े अधिक नहीं हो। (1) (2) (3) (4) (5) 3. सहायक जिदेिक 16* (2024) साधारण केन्द्रीय सेिा, िेति मैट्ररक्स के चयि (रािभाषा) *कायाभार के आधार पर समूह 'क' रािपजत्रत, स्तर-10 (56100- पट्ररिताि दकया िा सकता ह ै अिुसजचिीय 177500 रुपए) (6) (7) लाग ूिहीं होता लाग ूिहीं होता (8) (9) (10) लाग ूिहीं होता एक िषा पदोन्नजत अन्यर्ा प्रजतजियुजि द्वारा (11) (12) (13) जिभागीय अहकाता परीिा के माध्यम स े समहू 'क' जिभागीय प्रोन्ि जत सजमजत (प्रोन्ि जत पर जिचार लाग ूिहीं होता। प्रोन्ि जत : करि ेके जलए) जिसम ेंिाजमल ह:ैं िेति मैट्ररक्स के स्तर-7 (44900- 1. अपर सजचि/संयुक् त सजचि/ 142400 रुपए) में ऐसे िट्ररष्ठ अिुिाद प्रभारी अजधकारी, रािभाषा अजधकारी जिन्होंिे उस श्रेणी म ें तीि िषा कायाान्ियि सजमजत, की जियजमत सेिा की हो। परमाणु ऊिाा जिभाग - अध् यि;8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्प ण 1 - प्रोन् िजत के जलए पात्रता की 2. जिदेिक या संयुि जिदेिक अिजध की गणिा करि े की जिणाायक (रािभाषा), परमाणु ऊिाा जिभाग - सदस्ट्य; तारीख ट्ररजि िषा की 1 िििरी होगी। 3. परमाणु ऊिाा जिभाग के केंद्रीकृत ट्रटप्प ण 2 - अभ्यर्र्ायों के चयि म ें संिगा के प्रभारी जिदेिक या जलजखत परीिा और सािात्क ार का उप सजचि - सदस्ट्य; समावेश ककया जाएगा। 4. दकसी भी संघटक इकाई के ट्रटप्प ण 3 - िहाँ ऐसे कजिष्ठ व्यजियों के मुख्य प्रिासजिक अजधकारी - सदस्ट्य। संबंध में जिन्होंिे अपिी अहकत /पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के धिए जिभागीय पजु ष्टकरण सजमजत (पजु ष्टकरण पर जिचार करि ेके धवचार ककया जा रहा हो, िहाँ उिके जलए) धजसम ेंशाधमि ह:ैं ज्येष्ठ व्यजियों के संबंध में भी जिचार 1. अपर सधचव / संयक्तु सधचव / दकया िाएगा, परंतु यह तब िब दक प्रभारी अधिकारी राजभार्ा उसके द्वारा की गई ऐसी अहका /पात्रता कायातन्वयन सधमधत / सेिा अपेजित अहका /पात्रता सिे ा के आिे परमाणु ऊजात धवभाग - अध् यि; से अजधक स े या दो िष ा स े इिम ें स े िो भी कम हो, कम न हो और उन्होंने अपिे 2. जिदेिक या संयुि जिदेिक ऐसे कजिष्ठ व्यजियों सजहत, जिन्होंि े (रािभाषा), परमाणु ऐसी अहका /पात्रता सेिा पहल े ही परू ी ऊिाा जिभाग - सदस्ट्य; कर ली ह,ै अगली उच्चतर श्रणे ी में प्रोन्नजत 3. परमाणु ऊिाा जिभाग के के जलए अपिी पट्ररिीिा की अिजध केंद्रीकृत संिगा के प्रभारी सफलतापूिाक पूरी कर ली हो। जिदेिक या उप सजचि - सदस्ट्य; प्रजतजियजु ि: भारत सरकार के केन्द्रीय सजचिालय रािभाषा सेिा या दकसी अन्य केन्द्रीय सरकार या राज्य सरकार या संघ राज्य ित्रे के अजधकारी :- i. िो मूल संिगा अर्िा जिभाग म ें जियजमत आधार पर सदिृ पद धाट्ररत दकए हो; Short title and commencement. - (1) These rules may be called the Department of Atomic Energy (Official Language Cadre) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said posts, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Disqualification. - No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 6. Initial Constitution.- The incumbents holding the posts of Junior Translation Officer, Senior Translation Officer, Assistant Director (Official Language), Deputy Director (Official Language), Joint Director (Official Language) and Director (Official Language) shall be deemed to have been appointed in accordance with the provisions of these rules and their regular and continuous service shall be counted for the purpose of probation, qualifying service for promotion, confirmation and pension. 7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
