**Election Commission Update: Electoral Roll Enumeration Status as of July 17, 2025**
As of July 17, 2025, the Election Commission reports that 89.7% (70,818,162) of the 78,969,844 electors have submitted enumeration forms. Digitization of received forms is at 84.9% (67,059,222). 5.8% of electors (4,582,247 enumeration forms) remain outstanding with 8 days until July 25th, 2025, to be included in the draft Electoral Roll scheduled for publication on August 1, 2025.
Enumeration identified 4.5% (3,569,435) of electors not found at their listed addresses, including 1.59% (1,255,620) likely deceased, 2.2% (1,737,336) likely permanently shifted, and 0.73% (576,479) potentially enrolled at multiple locations. This information is being shared with District Presidents of political parties and 1.5 lakh Booth Level Agents to verify the status of these electors by July 25, 2025.
Special camps are being organized in all 5,683 wards across Bihar's 261 Urban Local Bodies (ULBs). Electors can check their enumeration status on the ECINet App or at https://voters.eci.gov.in. Online form submission is available in Hindi via the same link.
Citizens temporarily migrated outside of Bihar can complete the Enumeration Form online via the ECINet App or the aforementioned website. Prefilled forms can be downloaded, completed, and shared with Booth Level Officers (BLOs) directly or through family members via digital communication methods.

filled online in Hindi on the same link.
7. In order to re-verify the electors who have not been found at their addresses even after 3 visits of
BLOs, the information on electors who are probably deceased, permanently shifted or have enrolled at
multiple places is being shared with District Presidents of political parties/1.5 lakh Booth Level Agents
appointed by them so that exact status of such electors can be confirmed by them before 25.07.2025.
8. Special camps are also being set up in all the 5,683 wards of all 261 Urban Local Bodies (ULBs) of
Bihar.
9. People who have temporarily migrated outside Bihar can also fill the Enumeration form in online
mode using their mobile phones through the ECINet App or through https://voters.eci.gov.in. They may also
download the pre-filled Enumeration form and share their filled forms with BLOs directly or through family
via WhatsApp or any other medium.
