DISTRICT MINERAL FOUNDATION FUNDS AND BENEFICIARIES IN ANDHRA
PRADESH

Will the Minister of MINES be pleased to state:
(a) the details of funds accrued, allocated and utilized under the District Mineral
Foundation (DMF) in Andhra Pradesh during the last five years, year and district-
wise;
(b) the number and nature of projects undertaken under the District Mineral
Foundation (DMF) during the said period, district-wise;
(c) the number of beneficiaries covered under the projects funded through the
District Mineral Foundation (DMF), district-wise; and
(d) the details of the monitoring and evaluation mechanisms adopted to assess the
impact of projects funded through the District Mineral Foundation (DMF) in mining-
affected areas?

(a) to (c) Mines and Mineral (Development and Regulation) Act. 1957, provides
that the Central Government may give directions regarding composition and
utilisation of funds by the District Mineral Foundation (DMF). Accordingly, Central
Government has issued the Pradhan Mantri Khanij Kshetra Kalyan Yojana
(PMKKKY) Guidelines, 2024, which have to be incorporated into the State DMF
Rules. The PMKKKY guidelines mandate that at least 70 percentages of the DMF
funds be utilised in High Priority sectors such as drinking water supply, healthcare,
education, skill development & livelihood generation, etc. Further, up to 30
percentage of funds be utilised in other priority sectors such as physical
infrastructure, irrigation, energy and watershed development and any other
measures for enhancing environmental quality.
In accordance with the PMKKKY Guidelines, 2024, the power to sanction projects
and approve expenditure from the District Mineral Foundation (DMF) funds lies with
the Governing Council of the concerned DMF, headed by the District Magistrate.Further, the PMKKKY Guidelines mandate that the DMFs prepare and maintain an
updated list of affected persons and local communities, which is reviewed and
updated at least once every five years.
As per the information received from the Government of Andhra Pradesh, the year-
wise and district-wise details of funds accrued, allocated, and utilized under the DMF
in Andhra Pradesh during the last five years are enclosed at Annexure-1. Further,
the district-wise details of the number and nature of projects undertaken under DMF,
along with the beneficiaries covered during the said period, are enclosed at
Annexure-2.
(d) PMKKKY Guidelines, 2024 provide for the constitution of a State Level
Monitoring Committee under the Chairpersonship of the Chief Secretary to monitor
the performance of DMFs, compliance with transparency norms, audit requirements,
and annual reporting obligations.
Further, to strengthen accountability and transparency in the utilization of DMF
funds, the PMKKKY Guidelines stipulate audit of DMF accounts by the Comptroller
and Auditor General (CAG) as per the schedule decided by CAG. Additionally, the
Ministry of Mines in December 2025 directed all DMFs to conduct annual audits of
DMF accounts through Chartered Accountants empanelled by CAG.
