**4. Background and Rationale:**
The policy addresses the need for clearly defined responsibility for the development and maintenance of national highways. Assigning the BRO to NH 109K suggests a need for specialized expertise, potentially due to challenging terrain or strategic importance of the region, which is in the state of Uttarakhand. The text does not explicitly state the reasons, but assigning BRO implies requirements beyond routine road maintenance.
**5. Key Provisions / Changes:**
This is a new policy, and the key provision of this policy is the directive for the Border Roads Organization (BRO), under the Border Road Development Board, to exercise functions related to the development and maintenance of the entire stretch of NH 109K. NH 109K is defined as the highway starting from its junction with NH9 near Jauljibi, connecting Munsiyari, Bageshwar, Gwaldam, and terminating at its junction with NH109 near Simli, all within the State of Uttarakhand. The policy establishes the BRO as the responsible agency for this highway.

* **Commuters and transport companies using NH 109K:** Their travel will be affected by the road conditions and any construction or maintenance work.
**7. Implementation Aspects (Inferred):**
* **Responsible agency:** Border Roads Organization (BRO) under Border Road Development Board.
* The notification does not specify timelines or procedures. Implementation will involve the BRO developing plans, allocating resources, and executing development and maintenance projects for NH 109K. Further government orders and project-specific plans will likely be necessary for full implementation.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes are:
* Improved road conditions along NH 109K.
* Enhanced connectivity between Jauljibi, Munsiyari, Bageshwar, Gwaldam and Simli.
* More efficient and effective development and maintenance of the highway due to the BRO's expertise.
* Potential economic benefits for the region due to improved infrastructure.
**9. Conclusion:**
The notification assigns the responsibility for the development and maintenance of National Highway 109K to the Border Roads Organization. This policy aims to improve the condition and connectivity of this important highway in Uttarakhand, likely contributing to regional economic development and improved transportation.
