## Report on Amendments to National Highways Policy
**1. Executive Summary:**
This report analyzes three amendments to the National Highways policy as published in the Gazette of India on June 21, 2022. These amendments, identified as S.O. 2815E, S.O. 2816E, and S.O. 2817E, concern alterations to highway designations, route descriptions, and the assignment of execution authority. The key findings indicate a focus on redefining highway segments within Gujarat and Rajasthan, and delegating execution of related work to the State Government of Gujarat. The report details the specific changes, their potential impact, and the stakeholders affected.
**2. Introduction:**
This report aims to provide a concise overview of three amendments to the National Highways policy enacted on June 21, 2022, as detailed in the provided government notification. The analysis focuses on the changes introduced by these amendments based solely on the information present in the provided text.
**3. Policy Overview:**
* The amendments modify existing notifications: S.O. 3743E dated October 21, 2020 (modified by S.O. 2815E), S.O.3254E dated July 5, 2018 (modified by S.O. 2816E), and S.O 1096E dated August 4, 2005 (modified by S.O. 2817E).
* Core Objective(s): Based on the text, the core objectives of these amendments appear to be:
* To update and clarify the defined routes of specific national highways.
* To adjust the responsibilities related to the execution of works on National Highways within the state of Gujarat.
**4. Background and Rationale:**
The amendments likely address the need for updated and more precise definitions of national highway routes due to changes in infrastructure, development, or administrative considerations. S.O. 2815E and S.O. 2816E seem designed to redefine specific sections of National Highway 68. S.O. 2817E suggests a move to grant state governments greater autonomy in managing highway development and maintenance within their borders, which may lead to greater efficiency.
**5. Key Provisions / Changes:**
The three amendments introduce the following changes:
* **S.O. 2815E:**
* **Original Policy Section Changed:** The "Table" within notification S.O. 3743E, dated October 21, 2020.
* **New Rule/Provision:** Replaces the entry for National Highway 68 from "Patan Mehsana to Gojariya including Mehsana bypass section Km. 483.200 to Km. 558.200" to "Radhanpur Pranjit section Km. 426500 to Km. 591585".
* **Effect of Change:** This alters the defined segment of National Highway 68 covered by the original notification. The endpoints and potentially the specific route covered by this section are changed.
* **S.O. 2816E:**
* **Original Policy Section Changed:** Entries relating to National Highway No. 68 within notification S.O.3254E, dated July 5, 2018.
* **New Rule/Provision:** The original lengthy description of National Highway 68 is substituted with a shorter description that only covers "The highway starting from its junction with NH70 near Tanot connecting Ramgarh, Bhadasar, Jaisalmer, Barmer, Sanchor upto Rajasthan Gujarat border in the State of Rajasthan".
* **Effect of Change:** Significantly reduces the defined length and coverage of National Highway 68, effectively truncating it at the Rajasthan-Gujarat border. This suggests a reclassification or reassignment of the highway segment within Gujarat.
* **S.O. 2817E:**
* **Original Policy Section Changed:** Serial number 7 and related entries in the Schedule of notification S.O 1096E, dated August 4, 2005.
* **New Rule/Provision:** Substitutes the original entry for various National Highways in Gujarat with a new entry specifying that the State Government of Gujarat shall be responsible for the execution of works pertaining to these highways, excluding certain specified sections. The affected highways include NH 6, 8A, 8B, 8D, 8E, New NH No. 51, 56, 58, 59, 113, 228, new NH No. 68, 151K, 151AD, 351G, 351K, 848K, 927C, 927K, 168, 168A, 168G, 251, 341, 351, 754K, 756, 848, 848A, 848B, 927D, and 953.
* **Effect of Change:** Grants the State Government of Gujarat authority over the execution of works (construction, maintenance, etc.) for a wide range of National Highways within its boundaries, subject to compliance with existing rules under the National Highways Act, 1956.
**6. Target Audience and Stakeholders:**
The directly affected stakeholders include:
* **The National Highways Authority of India (NHAI):** The amendments alter their responsibilities and potentially their oversight of certain highway sections, particularly in Gujarat.
* **The State Government of Gujarat:** The amendments significantly increase the state government's responsibility for the development and maintenance of National Highways within the state.
* **Construction and maintenance companies:** Firms involved in highway projects in the affected regions of Gujarat and Rajasthan will need to adapt to any changes in contracting procedures and oversight resulting from the delegation of authority to the State Government of Gujarat.
* **Commuters and businesses relying on these highways:** The changes in highway routes and execution authorities could indirectly affect transportation efficiency and infrastructure development in the long term.
* **Residents of Gujarat and Rajasthan:** The citizens of these states will be affected by the changes to these highways.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Road Transport and Highways is the issuing authority. The State Government of Gujarat is now responsible for execution of works for various National Highways within the state (as per S.O. 2817E).
* **Timelines/Procedures:** The text does not specify explicit timelines or detailed procedures. The implementation is expected to adhere to the existing rules under the National Highways Act, 1956.
**8. Expected Outcomes / Impact of Changes:**
* **S.O. 2815E & S.O. 2816E:** The changes to National Highway 68 may be for administrative reasons, potentially aligning highway designations with updated infrastructure or development plans.
* **S.O. 2817E:** Delegating execution authority to the State Government of Gujarat could potentially lead to:
* More efficient project implementation, as the state government may have better local knowledge and responsiveness.
* Increased state-level control over highway development priorities.
* Potential for greater accountability at the state level for highway maintenance and improvements.
**9. Conclusion:**
The analyzed amendments represent adjustments to the National Highways policy, primarily affecting National Highway 68 and the delegation of execution authority for numerous national highways within the state of Gujarat. These changes are likely aimed at improving the clarity of highway designations and empowering state governments to manage highway development and maintenance more effectively. While the provided text offers limited details, the amendments underscore the dynamic nature of infrastructure planning and the ongoing efforts to optimize highway management across India.
