Executive Summary & Key Takeaways

## Policy Analysis Report: Declaration of National Highway 216E in Andhra Pradesh **1. Executive Summary:** This report analyzes a notification issued by the Ministry of Road Transport and Highways, Government of India, declaring a specific highway section in Andhra Pradesh as National Highway 216E. The notification amends the Schedule to the National Highways Act, 1956, adding a new entry for this highway. The core purpose is to officially designate and integrate this highway section into the national highway network, likely for improved connectivity and infrastructure development. The key finding is the formal assignment of the "National Highway 216E" designation to the route connecting its junction with NH216 near Amalapuram to its junction with NH216A at Ravulapalem in Andhra Pradesh. **2. Introduction:** This report aims to provide a concise analysis of the Ministry of Road Transport and Highways notification, dated September 27, 2021, regarding the declaration of a new national highway in Andhra Pradesh. This analysis is based solely on the information provided within the notification text. **3. Policy Overview:** This notification constitutes an *amendment* to the Schedule of the National Highways Act, 1956. * **Core Objective(s):** The objective, as inferred from the text, is to officially designate a specific highway section as a National Highway. This likely aims to integrate it into the national highway network for better management, funding, and infrastructure development. **4. Background and Rationale:** This is an amendment to the National Highways Act. The likely reason for this specific amendment is to officially recognize and incorporate a particular highway stretch into the national highway network. The text suggests this highway section already exists and connects to existing National Highways (NH216 and NH216A). The amendment appears designed to formally acknowledge its importance within the overall national transportation infrastructure. **5. Key Provisions / Changes:** This notification introduces a specific change to the Schedule of the National Highways Act, 1956. * **Specific part of the original policy being changed:** The Schedule to the National Highways Act, 1956 is being amended. The schedule lists the designated National Highways. * **The *new* rule/provision:** A new entry is added to the Schedule, designating the highway starting from its junction with NH216 near Amalapuram connecting Palivela and terminating at its junction with NH216A at Ravulapalem in the state of Andhra Pradesh as National Highway 216E. The length of this highway is identified as 614, although the text seems to relate this number to NH216 rather than the length of the new highway. * **Explain the *difference* or the *effect* of this specific change:** The effect of this change is to formally recognize the specified road section as a National Highway. This designation likely entails increased government oversight, potential for increased funding for maintenance and upgrades, and integration into the national highway management system. Prior to this notification, this section would not have been officially recognized as a National Highway. **6. Target Audience and Stakeholders:** Based on the provided text, the target audience and stakeholders directly affected by this amendment include: * **Residents and Businesses in Amalapuram, Palivela, and Ravulapalem (Andhra Pradesh):** The declaration of a National Highway often leads to improvements in road infrastructure, potentially improving connectivity and accessibility. * **Transportation Companies and Logistics Providers:** The National Highway designation may impact route planning and logistics operations. * **Andhra Pradesh State Government and Local Authorities:** They will likely be involved in the management and maintenance of this newly designated National Highway. * **National Highways Authority of India (NHAI):** Likely to assume responsibility or oversight for the highway's development and maintenance. **7. Implementation Aspects (Inferred):** * **Responsible agency/bodies mentioned:** The Ministry of Road Transport and Highways is the responsible body for issuing this notification. The National Highways Authority of India (NHAI) is likely to be the implementing agency. * **Any timelines or procedures specified *in the text*:** The text does not specify any timelines or procedures. The designation is effective from the date of the notification (September 27, 2021). **8. Expected Outcomes / Impact of Changes:** The likely intended outcome of this amendment is to improve the management, maintenance, and development of the newly designated National Highway 216E. Potential impacts of the amendment include: * Improved road infrastructure and connectivity in the affected region. * Increased economic activity due to enhanced transportation efficiency. * Greater integration of the region into the national transportation network. * Potential for increased funding for road maintenance and upgrades. **9. Conclusion:** The notification from the Ministry of Road Transport and Highways formally designates a highway section in Andhra Pradesh as National Highway 216E, amending the Schedule to the National Highways Act, 1956. This amendment is significant as it integrates this section into the national highway network, potentially leading to improved infrastructure, connectivity, and economic development in the region. Further information about specific development plans or management strategies for this new National Highway would require consulting additional documentation beyond the scope of this analysis.
